Agenda 06/11/2019 Item #16C 1 (ITB #19-7506 - BD Construction & Development)06/11/2019 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (ITB) No. 19-7506, “Collier County Museums Hurricane Repairs,” to BD Construction and Development, Inc., approve the attached Agreement in the amount of $108,713.50, and authorize the Chairman to execute the attached agreement. OBJECTIVE: To restore the Collier County Museum Facilities to their pre-storm condition utilizing professional construction services. CONSIDERATIONS: The Division of Facilities Management is responsible for the maintenance, repair, capital replacement and construction of County-owned buildings and facilities. This project consists primarily of repairs to various damaged elements at each of Collier County’s Museums. The project will be completed in coordination with Museum technical staff and FEMA to ensure work done on structures listed on the National Register of Historical Places is done in accordance with all appropriate guidelines. The scheduled start date will be within 14 days of issuing a purchase order and the work will be completed in ninety (90) days. The construction activity for the project will be done in close coordination with on-site staff; thereby keeping the buildings operational and functional at all times during the repairs. On November 8, 2018, the Procurement Services Division released Invitation to Bid No. 19-7506 to nineteen thousand six hundred (19,600) vendors for the “Collier County Museums Hurricane Repairs” project. Interested contractors downloaded eighty-nine (89) bid packages, and the County received two (2) bids by the December 20, 2018 deadline. Staff reviewed the bids received and determined that BD Construction and Development, Inc. is the lowest responsive and responsible bidder. BD Construction and Development, Inc.’s total bid, including all Alternates, of $164,645.84 is slightly lower than staff’s estimate of $166,500. Staff determined the alternate bid prices to align with available budgets and made the selection of Alternates 2, 3 and 4. Alternate 4 is deductive as it is a less costly option. Therefore, staff recommends that the contract be awarded to BD Construction and Development, Inc., for the total contract amount of $108,713.50.
