ADVISORY BOARD MINUTES OF THE MAY 7, 2019 MEETING
The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board was called to order by Chairman, Maurice Gutierrez at 6:55 p.m.
I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Camille Kielty,
Dwight Oakley, Steve Main, Karen Beatty, Michael Sherman, and Al Schantzen
Larry Ingram has excused absence.
CRA Staff Present: Sean Callahan, Executive Director of Corporate Business
Operations; Anita Jenkins, Interim CRA Director; Shirley Garcia, Operations
Coordinator.
II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez.
III. Adoption of Agenda: Steve Main made a motion to adopt the agenda. Karen
Beatty seconded the motion, passed unanimously.
IV. Approval of Minutes: Al Schantzen had a change to the minutes regarding the
parking lot, there was one nay on the design, so it was not a unanimous approval.
Changes were made prior to the meeting. Karen Beatty made a motion to
approve the minutes as amended. Seconded by Steve Main, passed unanimously.
V. Community / Business - Presentations
A. Bayshore / Gateway Triangle - Stormwater discussion
Richard Orth, P.G., Sr. Environmental Specialist- Richard Orth gave a
presentation on stormwater management, what are the issues resulting in
clogged and poorly maintained storm drainage. Some issues which
drainage complaints are not are poorly sloped paved roads and
landscaping. Excessive rain in a short amount of time can cause flooding
that exceeds the capacity of the drainage system. Drainage issues which
should be reported is hazardous chemicals in the drainage system or
blockage due to overgrown landscaping or other blockage of drain inlets.
Illicit discharge pipes or hoses in the right of way, canals and swales also
should be reported. He also went over the 2011 Tertiary Stormwater Mgmt
study the Bayshore MSTU did and identified the streets that are on the
priority list in that study and recommended to prioritize these streets in
their budgetary process in the next coming years. Steve Main asked if the
complaint phone numbers are available 24/7, and Richard Orth said yes.
Steve Main also asked if he understood correctly that the CRA would need
to do all their own stormwater projects and come up with the money to do
it. Amy Patterson, Director of the Stormwater Dept. wanted to clarify that
they could partner but they already have their 5 yr priority list that they
must complete. Ms. Patterson said they could assist with some grants and
have their staff help out with technical assistance to compete for the grants.
Steve Main asked if they needed to spend money on design to be shovel
ready to apply for the grants and the staff said that would be better for
applying for grants since it should be shovel ready when applying to make
it more desirable. Camille Kielty asked what the next steps are to take since
these streets have been identified in 2011 and it is 8 yrs later. Sean Callahan
said they could use the 2011 study and prioritize what was already
identified or they could do a new study and prioritize off of the new study.
Maurice Gutierrez said since we only have 11 yrs left in the CRA, they
should prioritize other projects the community wants done and leave the
stormwater projects for the County since the CRA will not be around any
longer. Mr. Gutierrez said there should be more discussions in the regular
meetings and keep prioritizing as discussions in the public meetings.
B. Sara Bay Marina- 3470 Bayshore Drive, Folio 48173280007, New Facility
Linda Stewart, AICP, David Douglas Associates, Inc. – Ms. Stewart
presented the design for the Marina since there were some changes from
the last time they attended the CRA meeting a couple of years ago. The
name has also changed to Naples Bay Marina. They will have indoor
storage and office space. There will be parking on the sides of the building,
this is allowable in the overlay. There will be brick sidewalks, landscaping,
receptacles and on-street parking. They will allow public use of the parking
spots in the evening for the commercial businesses that need additional
parking. The height of the building will be 53 ft., they are anticipating 66
boats in dry storage. The maximum length of boats stored there will be
around 35 ft. right now it is still in design phase. A community member
that lives off of lakeview drive had an issue with parking along the side
street because he was under the impression that it is all residential zone and
not allowable. There is existing overlay that does allow the type of use and
parking along the street. Jaime French found the zoning which agreed with
Ms. Stewarts claim. Mr. French let the community know that back in 2000
the zoning went through the public process to approve the Marina. The
design is conceptual right now and still would have to go through the
review process.
C. Kamila Perez -Sr. Environmental Specialist, Collier Pollution Control
“There’s Pollution in Your Neighborhood” – Ms. Perez gave her
presentation on the negative effects of copper in our waterway, she went
over the landscaping using copper in their weed spray and other fertilizers
that may have copper in the ingredients. Another way to ensure we do not
pollute the waterway is to pick up dog feces, do not throw trash and other
chemicals in the storm drains. Naples Bay had one of the highest
concentrations of copper in the water than any other water body in the State
of Florida. Over irrigating also washes pollutants in our water bodies.
Ponds and Lakes should have a certain amount of plants surrounding the
water because certain plants soak up the nutrients that can pollute the
water.
VI. Old Business:
A. Legislative Update – Sean Callahan gave a brief update of the HB9 that
has gone through the house there were only a couple of changes that affects
our CRA’s. Senator Lee made some changes and it Passed 81-30. 4 hrs of
annual ethics training for all governing Board members, all commodities
must go through the purchasing policy, publish on website within 60 days
of change the updated maps of the boundary. Nothing that changes the
current CRA’s policies.
B. Sabal Shores Neighborhood Meeting 4-25-2019- Anita Jenkins, Interim
Director gave a brief update on the on April 25, 2019 sabal shores public
meeting and input the neighborhood community provided. Dan Burden
attended to provide some traffic calming recommendations and showed
some ideas that were tossed around to slow the traffic that was not a speed
bump. Some examples were short medians, landscaping in the ROW, small
traffic circles, etc. The CRA would be responsible for the costs of installing
the devices but we could use some pop ups to see what would be best to
install before you invest in the money for permanent installation.
C. Redevelopment Plan update- Ms. Jenkins gave the brief update on the
plan update and since the BCC decided to sunset the CRA and to not
extend. The consultant amended the plan to reflect an 11yr project list and
the Advisory Board could revisit that list and see if stormwater projects
were one of the priorities on the project plan. They could also move around
other projects or add them as they needed within the 11 yr cycle.
D. BGTCRA / MSTU Office Space- Ms. Jenkins, gave the update under the
direction of the Board the CRA office staff will be moving to the main
government building and it would end up saving the CRA money on rent
and utilities. Maurice Gutierrez recommended that the CRA continue to
hold meetings in the neighborhood and to not disconnect from the
community. Steve Main wanted to comment the worst thing that the
County could do beside cutting off the CRA in 11yrs is to move the CRA
office to the county building because no one in the community will come
through the security to speak with staff. Anita Jenkins wanted to let the
Advisory Board know that staff will do their best to keep the public
meetings at the botanical garden.
VII. New Business:
A. Advisory Board Reappointments/Appointments-Karen Beatty- Steve
Main made a motion to reappoint Karen Beatty, seconded by Dwight
Oakley. Passed unanimously.
VIII. Staff Report:
A. Project Manager Report: Anita Jenkins, made mention that there is no
new updates from the report that Tami Scott provided in their packets.
There was a question about the CRA scattered lots, Sean Callahan let the
Board know it is still in litigation with the County Attorney’s office.
There was no new offer to settle at this time after the County made an
offer to settle. Steve Main asked about the cell tower and Sean Callahan
said there was another study requested and a public comment period,
which is the only thing holding up the closing of the property.
B. Financial Report: The financial report was provided for review.
C. Maintenance Report: The maintenance report was provided for review.
IX. Other Agency’s:
A. Collier County Sheriff’s Department: Anita Jenkins asked if there were
any questions for the agencies that were in attendance.
B. Collier County Code Enforcement: Anita Jenkins let the advisory board
know the Code Enforcement report was in the packet and if there were any
questions.
X. Communications and Correspondence:
a. Keep Collier Beautiful- Bay Days Clean up – Shirley Garcia gave the
update on the successful clean up, including the homeless that came out
and volunteered. There were 1 ½ 30 yrd. dumpsters filled and thanked the
Code Enforcement department as well as the community for volunteering
their time.
b. Public Comments: Matt Riley attended from the Arts Council and asked what
needs to happen to proceed with the arts center. Anita Jenkins responded that they
are waiting for the square footage for the arts center and that was what they are
waiting on.
c. Staff Comments:
d. Advisory Board General Communications: Al Schantzen asked about the status
of the Celebration Food Truck parking lot, Mr. French is waiting for the updated
revisions that County staff had requested but it does have a code enforcement
violation on it and will be going before the Code Enforcement Board. Mike
Sherman wanted to ask about the 17 acres, he thinks making it green space for the
community is a great idea but why wait to proceed with the green space for the
Arts and Cultural center. Sean Callahan brought up that they are working with the
Parks and Recs department to get some renderings of the green space with a
conceptual plan to show the arts and culture center. So they are working on som e
renderings and will bring it back to the advisory board then the CRA-Board for
approval. Karen Beatty asked if it would be something that the advisory board vote
on and if so are we required to publish it to any other interested parties that wanted
to bid on the property? Mr. Callahan stated we would need to publish it for 30 days
to see if any other parties are interested in the property and bring it back for any
consideration.

Notes:
Budget guidance specified that MSTU's without advisory board oversight would be limited to a millage neutral position unless staff
presents a compelling reason for additional funds. MSTU's with advisory board oversight will be allowed to consider tax rates
ranging from millage neutral to tax neutral depending upon program requirements and taxable values upon advisory board
recommendation.
Forecast FY 2019:
Forecast expenditures include operating and maintenance activities. Relative to Hurricane Irma clean up a $49,000 reimbursement
transfer to Landscape Fund (112) is budgeted. County Landscape Fund (112) provided initial centralized expenditure management
and payment for Hurricane Irma cleanup activities which are being reimbursed in FY 19 by the benefiting MSTUs.

Current FY 2020:
MSTU roadway maintenance, operating contracts and utilities expenses make up the balance of the budget. Through a transfer to
Baysdhore Beautication MSTU Project Fund (160) the budget provides $5,461,000 for the Thomasson Drive Streetscape Project,
$165,000 for Hamilton Street Beautification, $165,000 for landscaping South Bayshore Drive,$110,000 to conduct design work
associated with renovating North Bayshore Drive and $700,000 to fund a capital reserve. A transfer to Bayshore CRA Fund (187) is
programmed to support administration and project management provided by Bayshore CRA staff.
Revenues:
Taxable value for FY 20 is $489,895,500, a 4% increase from the prior fiscal year. The advisory committee recommends a millage
neutral rate of 2.3604 that will generate $1,156,400 in property taxes. The millage cap for this district is 3.0000 per $1,000 of
taxable value.

Mission Statement
The Bayshore Beautification MSTU was created for the purpose of providing curbing, irrigation, plantings and

sidewalks within the MSTU; and providing beautification and maintenance of other public areas within the MSTU as
recommended by the Advisory Committee.

• 17 Acre Cultural Arts Village Site:

change – On August 31, 2018 GMD sent the applicant a letter indicating the approval letter was sent in

with GMD on revised approval to implement an alternative plan for two towers if FAA doesn’t grant the

• Fire Suppression System- Phase 2:
Phase 2 includes Becca Avenue and Pine Street
Project documents have been approved for “Invitation to Bid”, project will hit the street beginning of June
2019.
• Fire Suppression System- Phase 3:
Phase 3 includes Areca Ave., Coco Ave, Basin Street, Canal Street and Captains Cove.
CHS has recommended approval of the project, this item will now go before the
Board of County Commissioners for consideration, June 25th BCC meeting.
• Master Pump Station 306:

Public Utilities is starting a new Master Pump Station 306 Renovation/Relocation project.

HALDEMAN CREEK MSTU PROJECTS
• Bathymetric Survey and Data Review:
Humiston and Moore Engineers have been retained to provide a Bathymetric Survey of the Haldeman
Creek existing conditions. The survey data will be used to compared to the 2006 /2007 post dredge
information with the current conditions. The information will be used for discussions to move forward
with permitting if dredging is required.
As of 5-30-2019 All the field work and data has been completed, staff is awaiting final documents.

Collier County invites you to attend a neighb orhood information meeting regarding the construction and
installation cif a new pipeline in East Naples associated with Master Pump Station 308, located just
southwest of Francis Avenue and Airport-Pulling Road. The meeting will be held Wednesday, June 5
from 5 p.m. to 7 p.m. at Shadowlawn Elementary School (2161 Shadowlawn Drive, Naples, FL 34112)
in the Multi-Purpose Room. The format for the meeting will be open house-style, allowing attendees the
opportunity to speak with the project team, review maps of the project location, and learn more about
what to expect during construction.
This project will supply the community with a new 20-inch wastewater force main, which will result in
additional resiliency, more operational flexib ility, and increased capacity to improve utility service and
meet projected demands throughout the area. A project fact sheet is enclosed for yciur convenience.
