EXECUTIVE SUMMARY
Recommendation to award BID# 09.5192 to Summit Training Corporation for
Online Safety Training services in the amount of $49,875.
OBJECTIVE: To provide a cost effective and productive means of delivering safety training
courses to employees that meet the County's core safety training objectives.
CONSIDERATIONS: Pursuant to CMA#5902, Workplace Safety and Health Policy, Collier
County Government voluntarily abides by the Occupational Safety & Health Act of 1970 (OSHA)
to establish a workplace free from recognized hazards. These rules and regulations are
covered in the Code of Federal Regulations (29-CFR), 1926 for Construction and 1910 for
General Industry.
Employee training is an integral component of the County's environmental, health and safety
program and helps to reduce costs associated with property damage, third party claims, and
employee injuries and illnesses. Delivering this training online is a proactive and cost effective
tool in meeting the County's core safety training requirements.

This method of program delivery has allowed employees to spend less time traveling to and
from classroom training sessions and has maximized the resources of safety personnel by
delivering a broad array of topics to a greater number of employees using existing safety staff.
It also allows safety staff to concentrate their expertise on other more immediate and/or complex
safety matters.
The current contract with Coastal Training Technologies, Inc. expired on 1/31/09. 810# 09-5192
was released by the Purchasing Department to evaluate potential vendors for this service.
Three proposals were received. The County will realize a savings of $20,000 compared to the
previous vendor, Coastal Training Technologies, Inc. Additionally, Summit will provide an
equivalent product, improved technical support and increased capabilities.
FISCAL IMPACT: The annual cost of this service is $49,875.00 to provide over 40 training
courses to employees. Funds are available within Fund 518, Workers' Compensation Insurance
for this purpose.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary
LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte disclosure
is not required. This item requires majority vote only. This item is legally sufficient for Board
action. - CMG
RECOMMENDATION: That the Board approves the award of BID# 09-5192 to Summit
Training Sburce, Inc. to provide online safety training.
