EXECUTIVE SUMMARY
Recommendation to award Protective Footwear Bid# 09-5178 to Vie's Boot and Shoe
and Uniforms Unlimited as co-vendors.
OBJECTIVE: To minimize foot and ankle injuries to employees by providing protective footwear
and related services and to reduce lost productivity costs by providing two local vendors in separate
areas of the county.
CONSIDERATIONS: Pursuant to CMA #5902, Workplace Safety and Health Policy, Collier
County Government voluntarily abides by the Occupational Safety & Health Act of 1970 (OSHA) to
establish a workplace free from recognized hazards. These rules and regulations are covered in the
Code of Federal Regulations (29-CFR), 1926 for Construction and 1910 for General Industry. Collier
County also established CMA #5806, Protective Footwear, to govern the purchase and use of
protective footwear.
Protective footwear is an integral component of the County's environmental health and safety
program. It helps to reduce the frequency and severity of foot and ankle injuries and illnesses, thus
reducing Workers' Compensation costs. To assure that the purchase of protective footwear is
appropriate, a job hazard assessment is completed for each job task to identify the need and
appropriate type of footwear to be purchased.

In prior years, Collier County utilized one local vendor for all of its protective footwear needs. This
has occasionally resulted in longer wait periods for employees, additional trips to the vendor, and an
increase in associated costs. The current vendor is Vic's Boot and Shoe.
The Purchasing Department requested bids from interested vendors. Bids were received from three
local vendors within Collier County. After review, it was determined that one vendor was not qualified
because they did not stock footwear. This will create an inefficient and potentially costly system
because employees would have to order their footwear and hope that it fits once the footwear
arrives. The other two vendors met the qualifications specified in the bid document.
Utilizing two vendors will help to improve the breadth of product available; reduce the wait time to
access footwear; and reduce the amount of lost productivity time to finalize the purchase. Therefore,
it is recommended that both vendors be awarded the bid.
FISCAL IMPACT: It is estimated that the county will spend approximately $75,646.22 annually for
protective footwear. Funds are available within department budgets for this purpose.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this item.
LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte disclosure is not
required. This item requires majority vote only. This item is legally sufficient for Board action. -
