EXECUTIVE SUMMARY
Request guidance from the Board of County Commissioners on a proposal
from the Collier County Leadership Council on Aging to use the old Golden
Gate Library site for a Senior Resource Center.
OBJECTIVE: Receive Board Direction on a possible partnership with the Collier
County Leadership Council on Aging, using the old Golden Gate Branch Library.
CONSIDERATIONS: At the April 28, 2009 meeting of the BCC, the Board
directed staff to explore a partnership with the Collier County Leadership Council
on Aging, using the old Golden Gate library facility.
The new Golden Gate Branch was completed in July 2008. The decision to build
a separate new library, rather than building on to the existing library, was driven
by the cost to bring the old building up to current code and the lack of
construction funds in the general fund for that purpose. The new facility was built
with Impact Fee Funds-which cannot be used to renovate existing facilities. It
was anticipated that when funds became available to replace the old building, it
would be demolished and an addition to the new library would be built. No
timeframe was suggested.

The lack of regular activities in the facility contributes to the decline of the
building. Air conditioning is set at minimum levels to limit operation costs.
Cleaning has been very limited.
Staff intended to use the old building for a variety of purposes, including:
1. A large meeting room for various programs and a public meeting room;
2. A 'Library of equipment' for those with visual problems;
3. A center for the Library's literacy program;
4. The Library's information and referral service, also known as a 211
system; and/or
5. A continual 'book sale' room, with sales of old and gift books benefiting the
Library.

The Collier County Leadership Council on Aging proposes to replace the old
library building with about an 11,000 square foot building attached to the new
Golden Gate Branch Library. Programs planned for the facility include:
1. A large, multi-purpose room and classrooms, including public-use
computers for seniors;
a. Facilities could be used for public meetings when not needed for
either library or senior resource center activities;
2. Lighthouse office and equipment for those with visual problems;
3. A Volunteer coordinator to assist with Senior programs and Library
volunteers, including the Library Literacy Program;

4. Offices and work areas for a county-wide 211 service;
5. A library of books, periodicals and other resources of interest to seniors;
a. This area will include reading chairs and tables, as well as
materials;
6. Library book sale center could be located in this area; and/or
7. A medical facility staffed by volunteer physicians and nurses, providing
services to seniors, starting at age 50.
In summary, the Leadership Council on Aging is requesting a long term land
lease from the County and would construct an addition to the Golden Gate
Branch Library that will provide space for Library programs that the Library
budget cannot provide. Additional space would be used to provide primary
health care services to County residents over the age of 50.
The Leadership Council will assume responsibility for all construction and/or
improvement at its own cost.
FISCAL IMPACT: The Library does not have funds to contribute to a
construction project to either renovate or replace the old Golden Gate Library. No
funds are being requested.
GROWTH MANAGEMENT IMPACT: The only potential Growth Management
Impact would be any adjustment, positive or negative, to the total square footage
of library space.
LEGAL IMPACT: This item is not quasi-judicial, ex parte communication is not
required, requires majority vote, and is legally sufficient for Board action. - CMG
RECOMMENDATION: Request Board direction on whether to further explore a
joint-use facility and long term lease with the Collier County Leadership Council
on Aging.

Senior Resource Center and Health Clinic at Golden Gate
Much has happened since the petition of the Leadership Council on Aging (LCA) to the
Board of County Commissioners on April 28, 2009. In addition, the LCA has gained a deep
appreciation for the need for the Citizen's of Golden Gate to have input on what happens to
the old Golden Gate Library. We have met with many citizens' groups and listened to their
concerns and suggestions. We have been working together with the library and county staff,
and citizen's advisory boards. As a result of this feedback we have substantially changed
our proposal.
For the purposes of this discussion there are three new pieces of infonnation that were not
discussed at OUT last meeting:
I. When BSSW Architects, the architects for the new library, designed the master
plan for the library complex, they determined that it was not cost effective to
renovate the 40-year-old library, and it would likely need to be demolished as it falls
more into disrepair.
2. It is also important to note that, due to financial restrictions, the library cannot
make use of the old libraty for any of the purposes planned. Plus, for the same
reason, the library has no plans to utilize the space until 2015. Conservatively, if
Impact Fees start coming in again, new construction would not happen until 2020.
3. The library has shared with us the wish list of programs planned, had it been
financially feasible to make full use of the 7,000 square foot old library. These
include:
. A large meeting/multipurpose room for various programs.
. A center for the library's literacy program and classrooms including computers for
seniors
. An Equipment Library for the blind, operated by Lighthouse
. Volunteer Coordinator for Library services
. A 211 services office and workroom
. A senior resource area with periodicals, reading tables, chairs, Book Sale room and
reception
When the Leadership Council on Aging and the Library compared their plans for future
programs, we realized that, with the exception of the Health Clinic, our plans were almost
identical in their vision for resources provided. In our original proposal, the Leadership
Council on Aging was going to dedicate 3,000 square feet to Senior Resources and
Information Services, and 4.000 square feet to the Senior Health Clinic.

The new proposal we present today is the result of a partnership between the Golden Gate
Library, the Leadership Council on Aging and the Senior Friendship Center. This
proposal follows the library's original plans for the removal of the old library and the
construction of a new building. However, instead of the 7,000 square feet planned. it
would be expanded to 10,870 square feet. The Leadership Council on Aging and
Lighthouse will dedicate 7,000 square feet of space to support library programs, and
would use the remaining 3,870 square feet for the Senior Health Clinic.
There are specific benefits to Golden Gate with the old library location: There are
common resources, programs and facilities that could be mutuaJly shared by the new
library and the Senior Resource Center; there are currently 800 adults, fifty and over,
registered at the Community Center fur the social programs and the new Senior Lunch
Program, these adults could connect to all the services provided at the Senior Resource
Center and Health Clinic; the additional, privately paid staff at the Resource Center
would help compensate for infonnatio~ services and referrals that the existing library
does not have the personnel to handle; the addition of the Lighthouse program would help
offset cutbacks the COWlty has made on programs for the visually impaired.
The Golden Gate location would be a win-win for everyone. The Senior Resource Center
and Health Clinic would enrich this thriving community center, and help establish it as
the crown jewel of community gathering places, offering the very best in resources to its
adult citizens. Located at the crossroads of our vital community, many more citizens,
both volunteers and residents alike would visit the hub of our community and help make
the Golden Gate lifestyle more rewarding than ever.
