EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners provide policy
direction concerning the acceptance of a private donation offer of $10,529 from
the Pelican Bay Property Owners Association, Inc. to open the Vanderbilt Beach
Branch Library on Fridays, from June 1, 2009 through September 30, 2009.
OBJECTIVE: To obtain policy direction from the Board on whether to accept private
financial donations designated for specific operating expenditures at specific public
library facilities and, if so directed, accept a donation of $10,529 from the Pelican Bay
Property Owners Association, funding Friday library hours at the Vanderbilt Beach
Branch Library, from June 1, 2009 through September 30, 2009.
CONSIDERATIONS: The current loss in County revenue from a variety of sources has
necessitated a mid-year budget reduction for all County departments, including the
Library. The Library's budget reduction is $271,000. At the same time, an additional five
(5) full-time equivalent library employees have retired, leaving their positions frozen for
the remainder of the fiscal year. Several current library employees were also transferred
to work at the new South Regional Library, with some being replaced with temporary
employees. In order to continue to provide library services at all library facilities, the
hours at the smaller, neighborhood libraries have been reduced to Monday through
Thursday, from 10 a.m. to 7 p.m.
The Pelican Bay Property Owners Association has sponsored a number of fundraisers
to benefit the Vanderbilt Beach Branch Library. Their donation of $10,529 will enable
the Library to hire two (2) part-time, temporary employees. These temporary
employees would cover the staffing demands needed to restore Friday hours at the
Vanderbilt Beach Branch Library from June through September 2009. These positions
would be terminated October 1, 2009.
The Pelican Bay Property Owners Association has deposited funds raised for this
purpose with the Friends of the Library of Collier County, Inc. The Friends issued the
check for $10,529, payable to the Library for extending Library hours at Vanderbilt
Beach Branch Library, through the end of this fiscal year.
FISCAL IMPACT: This donation adds $10,529 to the FY2009 Library Budget.
GROWTH MANAGEMENT IMPACT: None.

LEGAL CONSIDERATIONS: This item is not quasi-judicial, no ex parte disclosure is
required, requires majority vote, and is legally sufficient for Board action. - CMG
RECOMMENDATION: That the Board of County Commissioners authorize, as a matter
of policy, the acceptance of private donations to fund specific operating expenditures at
specifically designated library facilities, approve the Pelican Bay Property Owners'
Association, Inc. donation enabling the Vanderbilt Beach Branch Library to remain open
to the public on Fridays, from June 1 through September 3D, 2009, and approve the
attached budget amendment.
