Facilities Management is responsible for delivering this same level of service to the various constitutional offices throughout Collier County including the Tax Collector, Property Appraiser, Supervisor of Elections, Clerk of Court, Sheriff’s Office, State Attorney, and Public Defender. As we prepare for an expansion of facilities to serve the needs of a growing population, staff is employing the concept of centralizing government services for several constitutional offices and county government divisions. The county has 807 facility structures representing approximately 4.7 million square feet under roof. This includes twelve (12) leased facility structures representing 44,752 square feet. History of Space Planning: 2008 Campus Master Plan Update (Spillis Candela, 2008) The 2008 master plan update was a result of the emerging site limitations of the main campus, eastward growth trends, and expectation of continuing increases in the demand for services countywide. It was intended to address the issues of strategic site utilization and the longer-term space needs related to it. The update summarized that based on measurable trend analysis, the time had come to consider the relocation of non-core general government functions to another site or sites before any additional facilities are constructed on the main campus. The summary analysis for these assumptions were based on population growth, eastward development, environmental/energy awareness, and economic pressures. In addition, county officials identified three significant interests to be embodied in the updated plan and its development: 1. Lease closures. 2. General government campus migration. 3. Main campus specialization. 2017 Collier County Space Plan (AECOM, 2017) The 2017 Collier County Space Plan encapsulated the visioning session conducted with members of the project advisory group, which was comprised of County & Constitutional Office Leadership. Some of the noted observation included:  A growing county population, particularly in the northern and eastern areas  Traffic issues, especially during peak tourist season, which impact the delivery of services and staff efficiency  Facilities that are located in potential special flood hazard areas 2.A.1 Packet Pg. 5 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 3  Poor traffic routing and circulation through the main government campus  Fragmentation of agency staff among various buildings or among different floors within buildings  Lack of adequate storage facilities and the potential for consolidated warehousing at strategic locations throughout the county  The success and popularity of satellite multi-function public service centers (collocating)  The desire to consolidate similar functions, such as Sheriff substations, fire, and EMS on adequately-sized sites  The need to identify potential county-acquired property that provides the capability for future expansion These 2008 and 2017 studies laid the foundation for the proposed vision, mission, guiding principles, and core campuses. Proposed Vision and Mission Vision—To create and provide safe, efficient, resilient, and sustainable spaces for the public and staff Mission—To deliver high-quality, best-value, facilities and space to meet the needs of our residents, visitors, and businesses today and tomorrow. Proposed Guiding Principles Guiding Principle #1 - Manage inventory to know what we have and need Guiding Principle # 2 - Enhanced facility reliability and customer accessibility Guiding Principle # 3 - Optimize current and future space Guiding principle #1: (Manage space inventory) This guiding principle involves the management of the county’s owned & leased space inventory, leveraging technology to improve abilities to manage space, maximizing/tracking space, and utilization/density monitoring. The county procured a space management system called InVision in 2018 as part of our enterprise asset management initiative. The InVision Space system integrates with the county Enterprise asset management system—called CityWorks, currently utilized by PUD and PSD. This system houses all building space asset data. This system gives the county the tools to achieve the goals laid out within this guiding principle. Guiding Principles # 2: (Enhanced Facility Reliability and Customer Accessibility) The goal of this guiding principle is to reduce risk by moving away from special flood hazard areas, bringing services to meet population growth demands, while improving accessibility through the placement of facilities at strategic locations near major arterials. 2.A.1 Packet Pg. 6 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 4 Special Flood Hazard Map: This map identifies the flood hazard areas for Collier County; it represents a visual of the locations of our GMD (Horseshoe Campus), Main Campus, as well as the Emergency Service Center. Moving more to the northeast provides us with improved resiliency by getting away from special flood hazard areas, as well as accessibility by bringing facilities to high growth areas. Horseshoe Campus: The Horseshoe campus is located within the special flood hazard area. This is not a location best suited for future investment and expansion. However, the future sale of these properties provides an opportunity for the acquisition and development of more resilient, accessible, and strategic properties. 2.A.1 Packet Pg. 7 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 5 Emergency Services Center: Represents a good example of peeling operations away from the Main Government Campus into a strategic location. This property currently houses Emergency Management (EOC), 911, sheriff substation, EMS administration, EMS inventory, Facilities Management, and IT. This location provides the following benefits: collocating, improved resiliency and accessibility, and it is located out of the special flood hazard area. Growth Heat Map: The below growth heat map represents current growth trends throughout the county with the goal of relocating government services to these rapidly growing areas. Guiding Principles #3: (Optimizing current and future space) This guiding principle involves the reduction of the county’s lease space inventory and the establishment of both core campuses and satellite offices. Additionally, all these endeavors will involve the collocation of services. Benefits of collocating include: shared infrastructure, shared utilities, collaboration & efficiency, the economy of scale, and centralized government services. The last component of optimizing current and future space is the strategic acquisition and sale of space. Proposed Satellite Offices: Heritage Bay Satellite Office (951/ Immokalee Road): The Heritage Bay proposed development includes the construction of an EMS station and a government services center (phase 1 & 2). This property is a good example of resiliency, accessibility, and collocating as it will house the following: Tax Collector, GMD – Permitting, Clerk of Courts, Property Appraiser, Utility Billing, Supervisor Elections, BCC & Elected Official Flex Space. 2.A.1 Packet Pg. 8 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 6 Part of the 2008 study emphasized the need to maximize this property to the fullest extent possible due to its key strategic location within the county. Phase 3 & 4 is the proposed full build-out potential for this property and represents additional opportunities to relocate facilities currently located within special flood hazard areas (examples: GMD). Southeast Satellite Office (951/41): Another potential satellite location is within the southeast portion of the county, specifically the rapidly growing area of 951/41. Since this location resides within the special flood hazard area, leased space is currently being utilized to provide government services. However, this area represents an opportunity to meet the growing demands of the community, by providing a larger more permanent satellite office in the future. Core Campuses: The core campus concept involves the strategic collocation of county facilities to best distribute government services county-wide. Core Campus #1 - Main Government Campus (Airport/41): • Executive, legislative, and judicial functions of government Core Campus #2 - Government Operations Business Park Campus (I75/951): • Resource Recovery Business Park, Amateur Sports Complex, Landfill, South Water Plant, & Golf Course Property. 2.A.1 Packet Pg. 9 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 7 Core Campus #3 - Northeast Government Campus (Immokalee/Oil Well): • Big Island Corkscrew Regional Park, IFAS, Fair Grounds, EMS and CCSO Substation, NE Recycling Center, and NE Utilities. Core Campus #4 - Immokalee Government Campus (Main/1st Street): • Immokalee Courthouse, EMS & CCSO Substation, Health Department, Community Park, Library, and the Immokalee Sports Complex. Core Campus #1: Main Government Campus This is the main government campus. The ultimate goal for this campus is for it to maintain its role as the primary location for Executive, Legislative, and Judicial functions of government. Core Campus #2: Government Operations Business Park Campus This campus is what we are tentatively naming the Government Operations Business Park Campus (I75/951) comprised of the following:  Resource Recovery Business Park, Amateur Sports Complex, Landfill, South Water Plant, & the pending Golf Course Property acquisition.  Key benefits include improved resiliency (SFHA), improved accessibility, and location to high growth areas.  Represents the center of the county and a benefit for the deployment of operational divisions equipment/resources 2.A.1 Packet Pg. 10 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 8 Core Campus #2: Government Operations Business Park Campus Resource Recovery Business Park: Where many of the county’s operational divisions will be housed, including many of the Horseshoe campus facilities referenced before (CID/Forensic, Traffic Ops).  CID Forensic Evidence Building (Moving from Horseshoe)  Centralized Inventory Building (Facilities, PUD, Traffic Operations)  Centralized Operations Building o Will house all 24/7 Operations, including Facilities/security, SCADA, and Traffic Operations.  Hurricane Staging Areas & Fuel Depot 2.A.1 Packet Pg. 11 Attachment: Space Plan Strategic Update - Final (9135 : Master Space Planning) 9 Core Campus #3: Northeast Government Campus (Immokalee/Oil Well) This campus is what we are tentatively naming the Northeast Government Campus sometimes referred to as “Orange Tree” (Immokalee/Oil Well) comprised of the following:  Big Island Corkscrew Regional Park, IFAS, Fair Grounds, EMS and CCSO Substation, NE Recycling Center, and NE Utilities.  Repurposing the fairgrounds (to be scripted for individual sites) Core Campus #4: Immokalee Campus The Immokalee Government Campus is located on Main Street and 1st Street. We understand that this is a walking community with importance to provide services within this main urban area.
