A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY, FLORIDA, AUTHORIZING THE EXECUTION OF
THE FLORIDA DEPARTMENT OF STATE SMALL MATCHING GRANT
AGREEMENT BETWEEN THE FLORIDA DEPARTMENT OF STATE,
DIVISION OF HISTORICAL RESOURCES, AND COLLIER COUNTY,
FLORIDA, PROVIDING FOR PARTIAL PROJECT FUNDING IN THE
AMOUNT OF $6,000 AS PART OF THE HISTORIC PRESERVATION
SMALL MATCHING GRANTS PROGRAM PROJECT; AND AUTHORIZE
THE CHAIRMAN TO ACCEPT THE SMALL MATCHING GRANT
AWARD,TO EXECUTE THE SMALL MATCHING GRANT AGREEMENT,
AND TO EXECUTE, SUBMIT AND REVISE ANY AND ALL SUPPORTING
DOCUMENTS AND ASSURANCES RELATED TO SUCH AWARD.
WHEREAS, the Board of County Commissioners of Collier County, Florida, has the
authority to apply for and accept grants and make purchases and expend funds pursuant to
grant awards made by the Florida Department of State, Division of Historical Resources as
authorized by 267.0617, Florida Statutes; and
WHEREAS, at its regular meeting on May 28, 2019, the Collier County Board of County
Commissioners approved the submittal of.a grant application to the Florida Department of
State (FDOS) to receive funding to design, produce and install interpretive panels and create a
360° walk-through exhibit of the Budd Tavern Observation Car in a digital format at the
Naples Depot Museum; and
WHEREAS, the Naples Depot Museum has communicated their intent to contribute
$6,000 in project funds, and made available upon grant award, as part of the FDOS Small
Matching Grant Program to be used for travel expenses for transporting the finished exhibit to
the display location to benefit the residents of Collier County; and
WHEREAS, FDOS requires the Board to provide a resolution memorializing and
confirming the Board's aforementioned affirmative vote to approve the FDOS Small
Matching Grant Agreement and authorizing its Chairman to execute the Agreement; and
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners,
Collier County, Florida, that:
1. The BOARD authorizes its Chairman to execute, submit, and revise any and all
documents required in connection with the Florida Department of State Small Matching
Grant Agreement for the Budd Tavern Observation Car Interpretive Panel and Walk-
through Display Grant Award including, but not limited to: (a) execute the agreement
with $6000 dedicated by Naples Depot Museum, if the award is granted; (b) accept and
execute any required certifications and assurances and all supporting documents related
to the FDOS Small Matching Grant awarded to the County; (c) approve all necessary
budget amendments to receive and use grant dollars received above or below the target
award referenced in the Small Matching grant application; (d) authorize the expenditure

of grant funds pursuant to the grant awarded; and (e) modify or terminate the Small
Matching Grant Award with FDOS, unless specifically rescinded.
2. A certified copy of this Resolution will be forwarded by the Collier County Clerk of
Court to FDOS along with the Application.
3. This Resolution shall be effective immediately upon signature by the Chairman.
This Resolution adopted after motion, second and majority vote favoring same, this 28th day
of May 2019.

With Florida's economy staggering after the land bust of the 1920s and the Great Depression,many cities began aggressively
petitioning the railroads to bring more trains to Florida.The Budd Manufacturing Company was building new stainless-steel
streamliners by the mid-1930s,and these streamlined cars were considered the perfect vehicle to increase interest in traveling
to Florida.Following WWII,there was a boom in travel to Florida,and railroad companies capitalized on it.Built in 1947,the
Budd Tavern Observation Car was one of a series of six cars Seaboard Air Line Railroad commissioned from the Budd
Company.SAL#6601 was used along the New York to Florida line with trains such as the Silver Meteor. The car is comprised
of observation,bar,and lounge areas able to accommodate fifty-eight passengers.
SAL#6601 became SCL#5841 when the Seaboard Air Line and Atlantic Coast Line Railroads merged to become the
Seaboard Coast Line Railroad in 1967.In 1971,the car was transferred to the newly formed Amtrak and after being
renovated the car became AMTK#3341.The car was retired in 1978 after thirty years on the rails.
The Naples Depot was built in 1926 by the Seaboard Air Line Railroad,making it the first passenger station in Naples.
Because of the Seaboard Air Line connection between the train and depot,the car was purchased by the Hirshhorn family and
donated to Southwest Heritage Inc.,a local group that formed in 1975 to preserve the depot. In 2004,Southwest Heritage Inc.
and Collier County Government came to an agreement that the Depot and historic train cars would be a great addition to the
Collier County Museum System.The Naples Depot Museum opened on January 7,2011 and still operates today,with an
annual visitation of roughly 16,000 patrons.

Scope of Work-(Maximum characters 5000.) *
In the space provided below,briefly describe the scope of work for the project for which funding is requested.List the work items that will
be completed during the grant period using the funds requested and the required match.
To enhance the experience of the Museum's visitors and those who may have mobility challenges,the Museum plans on
partnering with an exhibit design firm for an ADA accessible interpretive experience for the Budd Observation Car through
graphic panels,a small number of artifacts housed in cases,and a 360°interactive touchscreen experience.This experience,
placed inside the ADA accessible Museum,will allow the historic fabric of the train to remain intact while also allowing those
with disabilities,and other visitors,an overview of the detailed history of the train car,timeline of extensive restoration and a
virtual experience of the observation car without being in it.The 360°view inside the observation car will be displayed on a
large touchscreen display.
The project will incorporate three major thematic elements into the interpretation to provide necessary context to the train.It
will outline the history of the car itself,from its construction to its arrival at the Naples Depot.There will also be
interpretation regarding the role the Tavern Observation Car played in the history of the post-war boom of Florida
development.Finally,the interpretation will discuss the Secretary of Interior Standards for Historic Preservation as it relates
to the restoration process of the car.With historic photographs and original drawings,staff was able to replicate the 1947
experience,down to the writing desk,plush seating and tropical artwork through a three-year restoration and we want to
incorporate that story as well.
Museum staff will engage the services of a professional exhibit design and installation firm to help complete the project.
Following is the scope of services anticipated under this agreement:
Phase I: Research&Concepting
The objectives of this phase include: clarifying project goals and requirements,auditing available content and resources
(including all images,objects and AV),developing high-level project concepts and strategies,and performing technical
discovery.For both the AV interactive and exhibit/graphic components,the design firm's interactive team will brainstorm
creative approaches to the experience,which they will refine and present in an experience overview.
Phase II: Design
Exhibitory&Graphics: The design firm and Naples Depot Museum will review and identify the must have items that were
previously identified in Phase I.Based on this information,the design firm will develop exhibit and graphic options using
these materials and will submit preliminary versions to the museum for review and approval.
AV Interactive: This phase will also cover the design of the application's experience and interface.The design firm will

experience overall.The design firm will setup a temporary website of the application for review along phases II and III.
Phase Ill: Production
Exhibitory&Graphics:All graphics and exhibit components will be finalized through the design firm. Electronic versions of both
will be sent to the Museum for final review and approval.Should final adjustments need to be made,the design firm will
address them before sending graphic files on to the printer or construction drawings on to the fabricator for production.
AV Interactive: During the production phase,all elements of the interface are designed with the approved visual style.On the
technical front,development of the application's front-end and back-end is carried out with the implementation of the content
management tool and beta applications. Asset acquisition and development,which began in the initial phase, is completed by
collecting and processing all of the required content to be integrated within the interactive.At the end of the production,once the
application's content and functionality are finalized, it becomes a release candidate for testing.
Phase IV: Quality Assurance&Installation
Exhibitory&Graphics: Following the production of exhibit components and graphics, all will be packed for shipment to the
Museum.This material, in addition to all AV hardware will be shipped to the site and a mutually agreed upon time will be
scheduled for installation.

AV Interactive:This phase is composed of a three-part quality assurance review-editorial,functional,visual-to ensure solid
performance.The applications installed on the hardware for museum testing and review. All issues in the application are
identified,tracked,and resolved.Additional release builds are provided for testing and review. After all issues have been
resolved,the applications are prepared for final installation in the exhibition.The design firm will work with the museum's staff
for audio visual integration and installation of the software. Finally,the team will develop written technical documentation and
conduct training sessions with the exhibition's content administrators.The design firm will wrap up project management and
deliver final documentation.
End Product
The end product will be a more enhanced Depot experience for visitors with mobility issues by virtue of a permanent
interpretation for the Budd Tavern Observation Car that will provide better context for all visitors,as well as a medium in which
visitors who cannot access the car itself can still experience its interior.

Education and Publication Projects

The Budd Tavern Observation Car was one of three trains donated to the Naples Depot in the late 1970s.Touring the trains
improves the overall visitor experience by providing patrons an authentic,immersive atmosphere.Since the Budd Car was
restored in Spring 2018 and the interior has been brought back to its original 1947 state,there is a recognized need for
permanent interpretation on the history and restoration of the train in an accessible setting within the museum.Providing
permanent interpretation for the train will ensure that visitors of all capabilities have an enriching learning experience where
they can understand the importance of rail travel,the impact it had on our Florida's tourism and why the Museum preserved
these modes of transportation without altering the historic fabric of the train.Secondly,this project provides an opportunity
for persons who could not otherwise physically access the train car to have equal access to all of the exhibitions the Museum
has to offer.

channels will announce the beginning of the project.We also plan on incorporating the processes behind exhibit design and
creating an ADA accessible experience into a blog post on the Collier County Museums updated website that will be launching
over the course of the summer.Once completed,a press release will be issued to announce the opening of the new display.

Staff recognizes the Budd Tavern Observation Car is always under threat of damage due to its outdoor location on the Naples
Depot Museum's property.For nearly four decades the Budd Car offered Depot visitors a unique glimpse into Amtrak's
original interior,but as years wore on the car began to show effects of the harsh SW Florida weather.To prevent further
deterioration,a three-year restoration was completed to give visitors a historic 1947 immersive experience.Even after
restoration,the threat persists.The car saw short-term damage from vandalism back in 2018,mere months after restoration
was completed.While these kinds of threats are ultimately out of our control,we can attempt to mitigate them.A mitigation
effort currently underway is the installation of closed-circuit video surveillance. In addition,part of these efforts includes the
ability to educate the public on the historical significance of the Tavern Observation Car through interpretive panels.Through
the restoration process,feedback was insightful regarding this piece of cultural heritage.Due to circumstances surrounding
the end of mass passenger rail travel in America,rail history has not been significantly preserved.Many rail cars of this era
were either discarded,abandoned or adaptively reused.During their tours Naples Depot visitors have appreciation for the
preservation of this piece of history and through permanent interpretation,we can explain the context to all patrons,
regardless of abilities.Without providing an alternative experience where visitors can gain some type of visual access to the
train,this problem will never be properly addressed and not all our patrons ,vill be able to fully immerse themselves in unique
vintage setting.

This project is intended to provide historical context to the Budd Tavern Observation Car through interpretive and digital
media.The permanent interpretive panels provide an opportunity for better access to educational information for deaf
members of the community.Currently,interpretation is only provided through a tour of the car and staff is unable to do this
in sign language.By having written text,deaf visitors will be able to have context of the Tavern Observation Car before they
go inside the car.
Another direct beneficiary of this project will be disabled members of the community who are physically unable to enter the
car due to its lack of ADA accessibility.We will accomplish this through the use of the 360°walk-through,which will provide a
visual of the interior of the car.This software also provides future opportunities on how we provide interpretive content to
minority groups within Collier County who do not speak English as a first language,and international visitors.Staff plans to
conduct surveys on visitor demographics to gauge which languages would serve our visitor base.
Educational Benefits and Public Awareness-(Maximum characters 1500.)*
Explain how the proposed project will educate the public on issues related to historic preservation,Florida history,and/or heritage
preservation.
The purpose of this project is based primarily on the need for interpretation.To properly interpret the history of the Budd
Tavern Observation Car three approaches will be incorporated to provide necessary context.Interpretation will outline the
history of the car itself,from its construction to its arrival at the Naples Depot.There will also be interpretation regarding the
role the Tavern Observation Car played in the history of the post-war boom of Florida development.Finally,the
interpretation will discuss the Secretary of Interior Standards for Historic Preservation as it relates to the restoration process
of the car,utilizing historic documentation via primary source material.
