EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 1 with Jacobs Engineering Group, Inc. (formerly
CH2M Hill Engineers, Inc.) to add 730 days to the project schedule for design and post-design
services on Project No. 66066.14, “Palm River Boulevard Bridge Replacement.” (No additional
funds are requested).
OBJECTIVE: To obtain the Board’s approval for a Change Order to increase the duration of Agreement
No. 16-7011 by 730 days with Jacobs Engineering Group, Inc. (formerly CH2M Hill Engineers, Inc.) on
Project No. 66066.14, “Palm River Bridge Replacement.”
CONSIDERATIONS: On January 9, 2018, the County and CH2M Hill Engineers, Inc. (n/k/a Jacobs
Engineering Group, Inc. entered into Agreement No. 16-7011 for design and post-design services on
Project No. 66066.14, “Palm River Boulevard Bridge Replacement.”
The scope of services under that agreement included tasks performed post design and during construction,
which include bidding assistance, construction meeting preparation and attendance, const ruction
assistance, field reviews, response to contractors’ requests for information, shop drawing review, survey
services, as-built drawing reviews, and project completion certifications.
The additional days needed for services during construction were not included in the original contract
time because the construction schedule for this project was not known at the time the original contract
was executed. The intent was to add the post design contract time once the County determined a
construction schedule for the project.
Additionally, the County has maintained open channels of communication with community leaders and
area residents to lock in a suitable construction time frame. These efforts include a public meeting that
took place on January 15, 2019. During that meeting, residents expressed their support for this project but
suggested that Collier County should hold off on the start of construction activities until the Summer of
2019, thus reducing traffic congestion during season.
FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: Approval of this item will not have an impact on Growth
Management operations.
RECOMMENDATION: To approve Change Order No. 1 to increase contract duration in the amount of
730 days to Agreement No. 16-7011 with Jacobs Engineering Group on Project No. 66066.14, “Palm
River Bridge Replacement.

Acceptance of this Change Order shall constitute a modification to contract I work order identified above and will be subject to all the sameterms and conditions as contained in the contract/ work order Indicated above, as fully as if the same were stated in this acceptance. The
