FPM Committee Minutes 05/08/2019 May 8, 2019 MINUTES OF THE COLLIER COUNTY FLOODPLAIN MANAGEMENT PLANNING COMMITTEE MEETING Naples, Florida, May 8, 2019 LET IT BE REMEMBERED, the Collier County Floodplain Management Planning Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management Division Building, Conference Room #609/610, 2800 N. Approval of previous meeting minutes from February 13, 2019 Mr. Miller moved to approve the minutes of the February 13, 2019 meeting as presented. Second by Mr. Vasey. Carried unanimously 8—0. 2. 2018 CRS Verification & 2019 CRS Recertification update Mr. Mason reported: • Staff participated in a phone meeting on the recertification and the County scored a sufficient number of points (3,268)to retain their Class 5 rating. • The classification level provides County policy holders with a 25 percent premium discount. • There is an opportunity to apply for a Class 4 rating which would provide a 30 percent reduction in premiums, however the County would need to adopt a Watershed Management Plan. • Staff will be reviewing the feasibility in applying for the classification over the summer. During Committee discussion the following was noted: • There are 1,936 square miles of land in the County subject to floodplain designation (98 % of the County), however a majority of the land remains undeveloped at this point in time. • A management plan would include measures to minimize localized flooding and other activities. • Staff will contact the South Florida Water Management District- Big Cypress Basin to determine if there is any information available to assist in developing a plan. 3. SCORE Floodplain Management CAV meetings update Mr. Mason reported representatives of SCORE met with County Staff for a non-compliant development review and identified 11 structures of concern. After examination Staff provided a detailed report on the issue and it was determined the structures were not non-compliant. 4. Collier County Floodplain Management Section Current project update Mr. Mason reported: • The Public Utilities Division is installing generators to provide backup power at 53 lift station sites, 17 of the sites are in flood zone "X"with the remaining in the other flood related zones. • GIS mapping continues to identify the LOMC in the County and Staff has identified 863 changes excluded from the map and will be adding them to the layer. • The future goal is to link the information to Collier County Appraiser records. 5. Collier County Floodplain Management Section Future Project update Mr. Mason reported: • Preliminary work has begun on updating the Floodplain Management Plan which is slated for re-adoption in 2020 and includes identifying areas of repetitive loss in the County. • The EMS is in the process of updating their risk analysis. • A determination will be made if a consultant will be engaged to assist in developing the updated plan. 6. Floodplain Management Plan Mitigation Action update Mr. Mason provided an update on the following Stormwater Planning Projects: • Golden Gate Stormwater Management Improvement—currently finalizing design for the Northwest Quadrant for possible construction in FY 20. Also working with Public Utilities and Transportation Planning on options for a comprehensive masterplan and potential phasing. 2 May 8, 2019 • Naples Park Area Stormwater Management Improvement—under construction on 95th and 96th Avenues. FY 20 budget includes funding to continue partnership with Public Utilities for the next 2 streets (likely 108th and 109th Avenues N) • West Goodlette Rd Area Stormwater Management Improvement—under construction on Ridge Street and Rosemary Lane for joint Water/Wastewater/Stormwater project. Conversations ongoing with the City of Naples regarding next phases of the project which would continue from the current project limits north to Pine Ridge Road and would include the conversion of 900+ septic systems to sanitary sewer, stormwater improvements, etc. • Immokalee Area Stormwater Management Improvement- proposed funding in FY 20 for design of Lake Trafford Road Ditch and culvert upgrades (west end), also including the design of 2 Stormwater ponds. During discussion it was noted the County and contractors coordinate with first responders on any disruptions in traffic flow. 7. Review Development from last quarter Mr. Mason provided a chart outlining the recent"Building Plan Review Statistics" for information purposes. 8. Alert Collier Presentation Mr. Lang presented the PowerPoint "Alert Collier Emergency Notification System" for informational purposes highlighting: • The program is part of a Statewide initiative funded in 2016 to provide emergency notifications to the public, with 63 counties currently participating. • It allows an individual to sign up for alert notifications issued such as a cell phone voice mail or text, email, etc. • The alerts include issues of severe weather, evacuation requirements, etc. • Future notifications will include boil water notices, power outages, road closures and law enforcement concerns. • An individual may also utilize "key words"to help control the type of messages as they may have a personal preference on the types of notifications received. A concern is issuing too many non-useful notifications to the patron may cause them to "opt out" of the program. • Conventional formats for emergency notification will still be utilized (TV, radio, etc.) as the program is an additional tool for the County to utilize during certain events. 9.
