EXECUTIVE SUMMARY
Present to the Board of County Commissioners a summary of the Impact Fee Deferral
Agreements recommended for approval in FY09, including the total number of Agreements
approved, the total dollar amount deferred and the balance remaining for additional deferrals in
FY09.
OBJECTIVE: Present to the Board of County Commissioners a summary of the Impact Fee Deferral
Agreements recommended for approval in FY09, including the total number of Agreements approved,
the total dollar amount defeITed and the balance remaining for additional defeITals in FY09,
CONSIDERA nONS: Article IV of Chaptcr 74 of the Code of Laws and Ordinances established a
program to defer impact fees for qualified affordable housing. For FY09, Collier COWlty has
committed $1,206,524 for the deferment of Impact Fees for eligible owner occupied affordable
housing, This number represents 3% of the total Impact Fees collected in the prior Fiscal Year,
Additionally, Collier County has committed $307.500 for the defemlent of Water System Impact Fees
and Sewer System Impact Fees. The Ordinance also allows lor the defen'al of Impact Fees on a total
of 225 rental apartment units pcr fiscal year,

FISCAL IMPACT: Although it is expccted that the County will ultimately collcct these deferred fees
(generally upon the sale of the residcnce), there is no guarantee as to if, or when, this would occur.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has becn reviewed and approved by the County Attomey's
Office, and it does not present any legal issues. - CMG
