Agenda 05/14/2019 Item #16C 3 (Cityworks License & Maintenence Agreement)05/14/2019 EXECUTIVE SUMMARY Recommendation to approve Cityworks® License and Maintenance Agreement, Amended and Restated Agreement No. 13-6064 (#C156213), with Azteca Systems, LLC for an additional $19,500 per year to enable new software capabilities and remove the existing software escrow agreement in place. OBJECTIVE: To update the Cityworks License and Maintenance Agreement to allow for procurement of two software products known as the Storeroom API and the Enterprise URL. The amended and restated agreement will also update the agreement to reflect the changes in the Cityworks licensing model, which has changed since the original signing of the contract, and remove the existing escrow agreement, which is no longer needed. This update will also allow the County to purchase additional software in the future on an as-needed basis. CONSIDERATIONS: On January 14, 2014 (Agenda Item 11.C.), the Board approved a 10-year agreement with Azteca Systems, LLC (“Azteca”) to provide Cityworks software and maintenance through March of 2024. Due to the growth of the Enterprise Asset Management program, the Public Utilities Department (“PUD”) is desirous of adding additional software products to its license. Unfortunately, existing Agreement No. 13-6064 (C156213) utilizes an outdated licensing and maintenance model that Azteca no longer supports. To procure new software, the agreement needs to be updated to reflect the changes in the model. A major consideration in the change of the model is the removal of a software escrow agreement that was included in the existing Agreement. The software escrow is no longer needed, as Azteca has proven to be a reliable software provider and has expanded to hundreds of customers around the world. PUD currently has an integration between SAP to Cityworks that allows materials that are purchased through SAP to be consumed through Cityworks. This integration provides for inventory control management as well as asset management activities. To enhance this integration, PUD would like to implement bar code scanning technology, which will allow its inventory personnel to perform their tasks at a more expeditious and efficient manner. To enable these capabilities in Cityworks, PUD needs to expand its license to include the Cityworks Storeroom API. Azteca has recently developed a new capability titled Enterprise URL, which was not available when the original contract was developed. Enterprise URL enables Cityworks to produce a web address that can be made available to an end user without the need for Cityworks access. This technology will enable the PUD and any Cityworks user to build dashboards for both its internal stakeholders, as well as the public, that will be able to display the status of PUD work orders, service requests, and inspections on a d ynamic Geographic Information System (GIS) map. This technology is consistent with the aim of the Collier 311 program, by making service request and work order information regarding our utilities more transparent to our rate payers. FISCAL IMPACT: The addition of the Storeroom API to the software license will cost an additional $9,500 per year. The addition of the Enterprise URL license will cost an additional $10,000 per year. The total added cost of these new features is $19,500 per year. Funds are available in the Water-Sewer District Operating Fund (408).
