Commissioners at the meeting of April 28, 2009 regarding the above referenced subject.
. Your petition to the Board of County Commissioners will be limited -to ten minutes.
Please be advised that the Board will take no action. on your petition at this meeting.
However, your petition may be placed on a future agenda for consideration at the
Board's discretion. If the subject matter is currently under litigation or is an on-going
Code Enforcement case, the Board will hear the item but will not discuss the item after it
has been presented. Therefore, your petition to the Board should be to advise them of
your concern and the need for action by the Board at a future meeting.

Dear Col. Mudd:
In 2008, the Women's Initiative (Wn of the Community Foundation of Collier County funded
research into the emerging critical needs facing at-risk senior women in Collier County. With the aid of
some eye-opening data and statistics, the grant commillee watched with growing alarm what was
happening to senior women (and men) in Collier County.
The WI grant committee realized that the best way to serve our senior population was to create a
central source ofJeadership and communication for all organizations that serve all seniors in our
community.
In September 2008, the WI facilitated a Senior Service Provider's Workshop that was allended
by over 40 institutions including county, state and federal agencies; law enforcement; hospitals; for profit
caregivers; nonprofits, and faith-based communities. What emerged was a consensus to form the
Leadership Council on Aging. Attached is a listing of the participating organizations.
Since then, the Leadership Council on Aging has been meeting regularly and has arrived at some
key goals for our community: to initiate a community-wide resource assessment; to develop and operate
a senior resource center; to create an online referral database; to implement a local hotline for social
services; and to form a network for service providers.
The Senior Friendship Center is medical clinic located in downtown Naples. It provides health,
dental, and medication assistance services to individuals age 50 and older, living at or below 200% of
Federal Poverty Guidelines. Services are provided by a staff of more than 30 volunteer physicians and
dentists supported by volunteer nurses, pharmacists, clerical and a very small paid staff. The clinic
provides primary and some specialty care utilizing retired lict'llsed staff under a memorandum of
agreement with the Collier County Health Department. The clinic operates largely on grants and
donations and saw almost 3000 patient visits last year, over 60% of which live in Golden Gate and East
Naples. The building housing the clinic is more than 50 years old and has become in disrepair. It is also
not easily accessible to the clients it serves. At this point it has been determined that the clinic should
relocate to an area more accessible to its clients.

Recognizing that there is no co-ordinated process or programs in Collier County to
address the needs of our seniors other than as provided by Collier County Human Services Department,
the Leadership Council on Aging and The Senior Friendship Center have teamed up with the goal of:
A. Conducting the needs assessment identified as a priority by The Leadership Council on
Aging to:
I. create a database of current services and programs geared to Collier
County seniors and
11. promote and support those current services and programs while at the
same time look to create and fund additional services and programs to
fulfil the unmet needs of our elderly population.
B. Develop and operate a Senior Resource Center from which the efforts of a myriad of
social service agencies, non-profits, churches and other institutions that provide services
to our elderly residents may be co-ordinated.
C. Relocate the Senior Friendship Center clinic to the Senior Resource Center in order to
more efficiently and effectively provide health care to our elderly population.
Armed with this mission, the Leadership Council on Aging and the Senior Friendship Center
identified the vacated space of the "old" Golden Gate Library as an ideal location for such a Senior
Resource Center. To that end, this is to request that we be scheduled to appear before the Board of
County Commissioners at the Board meeting on April 28, 2009 as a Public Petition. We are seeking the
Board to direct the County Manager's Office to negotiate a long terms lease of the aforesaid Golden
Gate Library space with the Leadership Council on Aging and the Senior Friendship Center for the
purpose of the construction, operation and maintenance of a Senior Resource Center and medical clinic
to serve Collier County seniors.
