Subject: Charter Government
Dear Commissioners,
At our March 18,2009 Productivity Committee meeting, we discussed
near-term FY10 budget shortages and came to the conclusion that a solution
to long-term funding challenges is also essential. This led to a discussion of
charter government and the consolidation of major functions that could
achieve significant cost savings to help offset revenue shortfalls in FY12 and
beyond. Reduced property valuations and the Florida legislature's Intent to
restrict or even eliminate impact fee collections will require more efficient
and cost effective government operations to avoid recurring tax increases,
reduced levels of services or both.
We recommend that the BCC explore charter government to achieve
significant cost savings. Since the Productivity Committee has experience
reviewing this form of government, we would be willing to identify charter
government Implementation procedures, discuss various charter government
decisions made by other Florida counties and evaluate the potential benefits
of this form of government. The future will undoubtedly present major
funding challenges and Collier County needs to be prepared to provide
quality county services in the most efficient manner possible.
