EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve the
award of Bid #09-5163 to the lowest qualified and responsive bidder
Professional Building Systems, for the construction contract of the Conner
Park Expansion Project #90039.1 for $180,419.00.
OBJECTIVE: That the Board of County Commissioners award Bid #09-5]63 to Professional
Building Systems, as the lo,^'est qualified responsive bidder for the Conner Park Expansion
Project
CONSIDERA TrONS: On January 26, 2009, sealed bids were received at the purchasing
department for the construction' of the Conner Park Expansion Project Bid #09-5163. The
apparent 1m,vest responsive qualified bidder was Professional Building s..vstems. Staff carefully
evaluated each scaled bid \-vith a unanimous uetermination 10 select Prufessional Building
Systems as the lowest qualified bidder for the 3\\,'ard of Bid #09-5613. Statfrcviewed the final
bids for completeness and accuracy in vie",' of the overall project scope of V\'ork and proposed
budget and has concluded that Bid #09-5163 he awarded to Professional Building Systems
consistent \\'ith the purchasing department policies and procedures.
The bid tabulation is as follows: Bateman Contracting ($270.849.00). Quality Enterprise USA,
Inc. ($266,866.12), Wright Construction Group ($286.287.89), Gulf Coast Site, Inc.
($234,802.53), Stahlman England Irrigation ($217.452.74). Beller Roads ($212,456.45). APAC
Southeast. Inc. ($206.763.00), Mitchell & Stark Company, Inc. ($204.531.12). DeAngelis
Diamond ($200,820.00), Bonness. Inc. ($187.817.33). Cougar Contracting, Inc., ($180,925.00)
and Professional Building s..vstems ($180,419_00). Therefore, in consideration of the lowest
qualified hid, staff recommends that the bid be awarded to Professional Building S:vstems as
noted above. Please note that Pr~fessional Building ,):vstems is a local vendor and therefore the
local vendor preference policy docs not apply.
FISCAL IMPACT: The source of funding for this project has been previously allocated and
budgeted with FY 08-09 Capital Improvement Fund 183, Project #90039.1
GROWTH MANAGEMENT IMPACT: This project is consistent with the objectives of 1.3
Policy 1.3.2 of the Growth Management Plan for improved beach access.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, and it docs not present any legal issues. This item is not quasi judicial, and as
such ex partc disclosure is not required. This item requires majority vote only. This item is
legall:y sufficient for Board action. - CMG
RECOMMENDATION: Recommendation to approve the award of Bid #09-5163 to the
lowest qualified bidder Pr~fi-'ssional Building Systems for the authorization to construct the
Conner Park Expansion Project #90039.1.
