OBJECTIVE: To obtain approval to submit a Hazard Mitigation Grant to the Federal Emergency Management Agency, Department of Homeland Security for a project with costs not to exceed $200,000 to install electric roll down steel shutters and supporting equipment and wind screens for the protection of Collier Area Transit Opcrations Center Bui]dings from damage during high wind events. CONSIDERATIONS: Authorized under Section 404 of the Stafford Act, the Hazard Mitigation Grant Program (HMGP), administered by the Federal Emergency Management Agency (FEMA), provides grants to State, Tribal and local governments to implement long-term mitigation measures after a major disaster declaration. The purpose of the HMGP is to reduce or eliminate the loss of life and property due to natural and man-made disasters and to enable mitigation measures to be implemented during the immediate recovery process from a disaster. - The amount of funding available for HMGP under a particular disaster declaration is limited. . The program may provide a State with up to 15 percent of the total grants awarded by FEMA. Collier County's estimated share of the funds for Tropical Storm Fay is $909.6 18.] 8. Under the HGMP, FEMA will contribute up to 75 percent of the total amount approved under the grant award. The applicant must provide the remaining 25 percent non-federal share. In December 2006, Collier County purchased this 10.28 acre site to be used for Collier Area Transit. The Board of County Commissioners purchased this site to house the current CAT operations. Only a little over half of the property is currently developed allowing for the future growth of CAT'. The site was previously used as a car dealership and a trailer rental facility. For over a year, ATM and Collier County Facilities Depm1:ment have been overseeing upgrades to the electric, plumbing, air conditioning and heating systems, security. and the roof. The projeet also included retrofitting some of the bay doors to accommodate buses. The three original structures on the site have now been converted to CAT operation uses and include an administration building, vehie]e maintenance and equipment storage building and an open air storage structure. On February 8, 2008, Collier Area Transit moved into the tirst Administration and Operations Facility specifically purchased for transit use. Prior to February 2008. CAT shared a location with the Collier County Fleet Management Department on County Barn Road. The new CAT Operations Facility is located at 8300 Radio Road. Although thc facility was converted to take care of the transit needs, there were not sufficient funds available to address retrofitting the buildings to eliminate or reduce the loss ofpropcliy in the event ofa disaster. Consequently, the Agenda Item NO.16B 11 March 24. 2009 Page 2 of i5 building was affected with the last major stonn event and water affected both buildings causing damage. During natural hazardous emergencies, Collier Area Transit (CAT) is one of the main providers of transportation services for evacuation to and from shelters. The ParaTransit Service provides critical transportation to and from hospitals. treatment facilities, hospices and other health care related agencies for patients with life threatening conditions. CAT has also provided transportation service to residents faced with evacuation as a result of scvere brush fires. It is essential that these facilities are protected so that transp0l1ation services can continue to be a pat1 of the hurricane preparedness process. An application for the installation of electric roll down steel shutters and supp0l1ing equipment plus wind screen for the garage doors for the CAT Operations Facilities has been submitted for ranking by the Local Mitigation Strategy (LMS) Working Group. Thus far this project has received a fout1h place ranking. Estimates fiJr the project are being received. Preliminary estimates for the project have totaled $198,957.96. FISCAL IMPACT: The grant requires a 25% in-kind and/or non-federal match. The application will request $150J100 and the total local match of 25% will he $50.000. If the prc- award and in-kind costs are not approved at the time of grant award, stall will explain any cash match requirements at the time the award and grant agreement are reviewed fix approval by the Board of County Commissioners. GROWTH MANAGEMENT IMPACT: This mitigation project is consistent with thc Goals and Objectives of the Growth Management Plan, the Emergency Management Plan and the Collier County Hazard Mitigation Plan. The project is on the list of priorities for the Local Mitigation Strategy. LEGAL CONSIDERA nONS: This item has been reviewed and approved by the County Attomey's Office, is not quasi-judicial and requires no ex paJ1e disclosure, requires only a majority vote for approval, and is otherwise legally sufficient for Board action. Moreover, all projects must comply with the National Environmental Policy Act (NEPA) and associated Federal, State, Tribal, and Local statutes to obtain funding. NO WORK can be done prior to the l\EPA review process. If work is done on your proposed project before the NEPA review is completed, it will NOT be eligible for Federal funding. 1. Maintenance Agreement All applicants whose proposed project involves the retrofit or modification of existing pabhc property or whose proposed project would result in the public ownership or management of property, structures, or facilities, must first sign the following agreement prior to sunmllting their applicatIOn to FEMA. (NOTE: Those applicants whose project only involves the retrofitting, elevation, or other modification to private property where the ownership will remain private after project completion DO NOT have to complete this form.) The purpose of this agreement is to make clear the Subgrantee's maintenance responsibilities following project award and to show the Subgrantee's acceptance of these responsibilities.
