Agenda 03/24/2009 Item #16B 2 Agenda Item No. 1682 March 24, 2009 Page 1 of 4 ~ .to EXECUTIVE SUMMARY Recommendation to reject all submittals and re-solicit Bid #09-5165, "Supply and Install Traffic Signs and Markings" OBJECTIVE: To reject the bids received for Bid #09-5165, "Supply and Install Traffic Signs and Markings", and to re-solicit this bid in the future to obtain a more competitive pricing for these goods and services. CONSIDERATIONS: The Collier County Purchasing Department posted Bid #09- 5 I 65,"Supply and Install Traffic Signs and Markings," on December 18,2008. Invitations to bid were solicited from I 16 vendors. Only one responsive bid was received by the bid opening date of January 7, 2009. The vendor who responded to the bid was High Tech Striping from Miami, Florida. This bid exceeded the budgeted amount, and the pricing was deemed to be unreasonable. Collier County Traffic Operations had expected to award this bid to the lowest, qualified and responsive bidder(s). However, upon review of the only responsive bidder's submittal, staff concluded that the vendor did not offer the County competitive prices for the goods and services in the bid. For this reason, staff recommends that the Board of County Commissioners reject the results of this bid and direct the County Manager or his designee to reopen bidding on these items at a later date. Pursuant to the County Purchasing Policy, the BCC has the authority to reject any and all bids. FISCAL IMPACT: Funds for annual sign and markings maintenance and installation are budgeted annually within the Transportation Division Operating Fund (10]) - Traffic Operations operating appropriation unit. GROWTH MANAGEMENT IMPACT: There is no grow1h management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte disclosure is not required. This item requires majority vote only. This item is in compliance with the Purchasing Policy and is legally sufficient for Board action - CMG RECOMMENDATION: That the Board of County Commissioners rejects all bids for Bid #09- 5 I 65, "Supply and Install Traffic Signs and Markings", and authorize the County Manager or his designee to re-bid the products and services listed therein at a later date.
