EXECUTIVE SUMMARY
Authorization to apply for Federal Transit Administration funds under Title 49
V.S.C. ~ 5307 pertaining to the American Recovery and Reinvestments Act (ARRA)
and to accept the grant if awarded

OBJECTIVE: To obtain authorization to apply for Federal Transit Administration grant
funds under Title 49 D,S.C. ~ 5307 pertaining to the American Recovery and
Reinvestments Act (ARRA) and to accept the grant if awarded.
CONSIDERATION: The Federal Transit Administration has provided preliminary
information on the funds to be made available under the American Recovery and
Reinvestment Act of 2009 for transit capital assistance and Section 5307/5340 urbanized
area apportionments. As the designated recipient of these grants, Collier County is
preparing an electronic application for the estimated apportionment of $3,367,342. Of this
amount, an estimated $404,081 (approximately 12%) is being made available by Collier
County for the urbanized area of Bonita Springs/Lee County. The total amount available
to Collier County under the economic stimulus package is $2,963,261 for transit capital
projects. CAT proposes to use these grant funds to provide for capital projects such as:
Electronic fareboxes including appropriate building modifications to accommodate these;
Automatic Vehicle Location (A VL) and Mobile Data Systems including GIS. route
planning system; purchase 2 Hybrid buses to replace two buses that are due for
replacement in 2008 and 2009; security cameras for both fixed route and para.transit buses
and upgrade of three (3) fixed route buses with hybrid technology.
There are several deadlines and grant related activities that will be taking place
simultaneously and under very tight timeframes in order to secure these funds. The
public comment period for the proposed application for funding under the ARRA for
D,S.C. 5307 program grant funds will run concurrently with the submittal of this Executive
Summary to the Board of County Commissioners.
FISCAL IMPACT: There will be no local match required in Collier Area Transit fund
426.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, is not quasi.judicial and requires no ex parte disclosure, requires
only a majority vote for approval, and is otherwise legally sufficient for Board action.-

GROWTH MANAGEMENT IMPACT: There IS no Growth Management Impact
associated with this Executive Summary.
RECOMMENDATION: That the Board authorize Collier Area Transit to apply for the
Federal Transit Administration Title 49 U.S.C. !i 5307 grant pertaining to the American
Recovery and Reinvestments Act (ARRA) and to accept the grant if awarded. It should be
recognized that the grant award referenced above in the amount of $3.367,342 is a
preliminary number and is subject to change. In approving this item, the BCC is providing
authorization to approve all necessary budget amendments to receive and use these grant
dollars including those incremental grant dollars received above or below the target grant
award. By providing this latitude. the BCC is authorizing the County Manager to recognize
by budget amendment, grant revenue received and as may be adjusted in the future and
align expenses accordingly. Any decision to tenninate or otherwise not accept the Grant
shall require this Board's prior approval as an agenda item.

Dear Mr. Beacham:
As designated recipient of the Federal Transit Administration (FT A) Section 5307 formula funds for the
Bonita Springs - Naples, Fla. Urbanized Area, Collier County consulted with all potential grantees in the
urbanized area and is writing to the FTA Regional Office, through the Florida Department of
Transportation, to inform FTA of the intent and decision to transfer a part of the apportionment to Lee
County, The following portion of the 5307 Apportionment for FY 2009 will be transferred to Lee County:

Additionally, the Federal Transit Administration has provided preliminary information on the funds to be
made available under the American Recovery and Reinvestment Act of 2009 for transit capital
assistance and Section 5307/5340 urbanized area apportionments, This letter is to also serve as
notification of intent to make available an estimated $404,081 to Lee County Transit for transportation
service in the urbanized area of Bonita Springs.
These allocations are consistent with Resolution 2004-190 which was executed by the Collier County
Board of County Commissioners on June 8, 2004. The resolution remains in effect and has not been
amended or rescinded.
