EXECUTIVE SUMMARY
To approve and execute Shoreline Stabilization Graut Agreement(s) between the ColJier
County Community Redevelopment Agency and a Graut Applicant(s) within the Bayshore
Gateway Triangle Community Redevelopment area. (2736 Riverview Drive)
OBJECTIVE: To approve and execute a Shoreline Stabilization Grant Agreement(s) between the
Collier County Community Redevelopment Agency (CRA) and a Grant Applicant(s) within the
Bayshore Gateway Triangle Community Redevelopment area (2736 Riverview Drive).
CONSIDERATIONS: Annually, the Community Redevelopment Agency's Shoreline
Stabilization Grant Program is funded at a level that satisfies existing grant obligations from prior
fiscal years and future grant opportunities. The purpose of the grant program is to provide an
incentive to revitalize the area by providing a matching grant to encourage the private sector to
upgrade/rehabilitate the shoreline of waterfront property. The grant requires applicants to provide
a project cost-match of at least 50% with the remaining project dollars supported by Tax
Increment dollars generated from the CRA District. For FY 09, a total 01'$320,000 is budgeted for
all grant programs. From this allocation, $302,500 is available for new projects and $17,500 is
committed and due to previously approved applicants upon satisfaction of all grant stipulations.

The Shoreline Stabilization Grant application submitted by William C. King, owner of the
property at 2736 Riverview Dlive, Naples Florida, 34112 was recommended for approval by the
Bayshore/Gateway Triangle Community Redevelopment Local Advisory Board.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney Office and
is sufficient for Board consideration and approval. This item is not quasi-judicial and therefore
no ex parte disclosure is required. This item requires a simple majority vote. (MMSS)
FISCAL IMPACT: Sufficient budget exists within the FY 09 Bayshore Gateway Triangle Fund
(187) to satisfy this new grant application. A Shoreline Stabilization Grant may fund up to 50% of
the applicant's project cost up to a ceiling of $5,000. This shorcline stabilization project totals
$28,470.00 and the grant request is $5,000 which is 17% of the estimated project cost.
GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the
Growth Management Plan states that redevelopment plans may he developed for specific areas
within the County, including the Bayshore Gateway Triangle CRA that may consider alternative
land use plans, modifications to development standards, improvements to infrastructure and
incentives to encourage redevelopment.
RECOMMENDA TION: That the CRA Board approves and authorizes for execution the
Shoreline Stabilization Grant Agreement between the Community Redevelopment Agency and
William C. King, owner of the propelty at 2736 Riverview Drive, Naples Florida, 34112 in the
amount 01'$5,000.00.

WITNESSETH:
WHEREAS, in Collier County Ordinance No. 2002-38, the Board of County
Commissioners delegated authority to the CRA to award and administer CRA grants including
contracts with Grantees for CRA grants; and
WHEREAS, CRA Ordinance No. 08-61 l'eestablisbed the Shoreline Stabilization
Improvement Grant; and
_ WHEREAS, Grantee has applied for a Shoreline Stabilization Grant in the amuunt of

WHEREAS, the CRA has determined that Grantee meets thg eligibility requirements and

NOW, THEREFORE, in eonsideration of the mutual eovenanls contained herein and
other valuable consideration, the pal1ies agree as follows:
1. Grantee acknowledges to the CRA that Graotee has received a copy of the Collier
County Community Shoreline Stabilization Improvement Grant Program (hereinafter rcfcrred to
as "Grant Program"), that Grantee has read the Grant Program, and that Grantee has had ample
opportunity to discuss the Grant Program with Grantee's counselor advisor. Grantee further
acknowledges to the CRA that Grantee understands and agrces to abide by all of thc terms and
conditions of the Grant Program, Grantee agrees to the terms and eondilions of the Grant
Program.

4. Grantee agrees to complete the construction of tbe sboreline stabilization
improvements within one (I) year of CRA Approval. Grantee also agrees to fund at least 50% of
the costs of the shoreline improvements. Grantee is prohibited from paying for any
improvements funded under this program wilh cash. All payments for approved projects must he
in the fOlm ofa check or credit card drawing on funds from Grantee's accounts.

5. CRA has approved a grant to Grantee in the amount of(~~, dO 0 , to be
~dministered pursuant to the terms of this Agreement based on an estimated cost of
~',')'Z, 'F! 0, ou. If the aclual costs are less than $10,000 to construct the shoreline
improvements, the granl amount shall he reduced dollar for dollar in matching CRA funds as
determined by ratio of matching private funds required.
6. Unless prior disclosure is included in the ,,>rant application, no Grantee, or any
immediate relative of Grantee, shall serve as a contractor or subcontractor for the construction of
the shoreline improvements and no Grantee, or any immediate relative of Grantee, shall receive
compensation for labor for the construction of the shoreline improvements. An inuncdiatc
relalive of Grantee shall include mOlher, father, brotber, sister, aunt, uncle and cousin or family
member by marriage to include mother-ill-law, father-in-law, brother-in-law and sister-in-law.
7. Grantee agrees to obtain all necessary permits from the US Army Corps of
Engineers, Depar1ment ofEu\'ironmental Protcetion and Collier County. Upon completion of the
work, Grantee shall submit to the CRA staffa project summary repol1, two (2) 8 inch by 10 inch
photos of the completed improvements, a list of materials and construction techniques used, a list
of architects andlor contractors, and any other information specific to the project or requested by
the CRA staff. The CRA, through its staff, sball confirm that the shoreline improvements were
eonstructcd pursuant to the terms of the application approved by thc CRA.
8. Within forty-five (45) days after confirmation that the shoreline improvements
were constructed pursuant to tbe terms of the approved application, Granlee shall be issued a
check in the amount of the grant. However, if Grantee fails to make the improvements pursuant
to the telms of the approved aJlplication, or ifthe project is not rompleted within one (I) year of
CRA approval, or if Grantee fails to fund at Icasl 50% of the cost of the shoreline improvcmcnts,
the ",,'ant shall be deemed automatically revoked and Grantee shall be entitled to no funding.
