EXECUTIVE SUMMARY
Recommendation that the Board of Connty Commissioners review and approve an
amendment to the 2008 Transportation Disadvantage Service Plan (TDSP) to allow
for joint meetings between Collier and Lee County Local Coordinating Boards
(LCB).
OBJECTIVE: To obtain Board approval of an amendment to the Transportation
Disadvantaged Service Plan (TDSP) to allow for joint meetings between Collier and Lee
County Local Coordinating Boards (LCB),
CONSIDERATION: A TDSP is a multi-year plan required by the Florida Commission
for the Transportation Disadvantaged (CTD), The TDSP contains development, service
and quality assurance components related to the delivery of the Transportation
Disadvantaged Program, The CTD requires a TDSP in order meet the requirements to
maintain eligibility for state funding, This year, Collier County was required to submit a
Major Update to the TDSP.

At the October 7, 2008 LCB meeting, the TDSP was presented and approved, The 2008
Major Update TDSP was ratified by the MPO Board on October 10, 2008, During the
December 2008 LCB meeting, a discussion ensued concerning holding a joint LCB
meeting with Lee County, Staff was asked to research what was needed to amend the
TDSP so that ajoint meeting of the LCBs could take place, The attached insert pages 54
and 55 for the 2008 TDSP were developed to address the joint meeting, On January 20,
2009, the LCB approved the Amendment to the 2008 TDSP,
FISCAL IMPACT: There will be no fiscal impact on the Board's budget.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure,
requires only a majority vote for approval, and is otherwise legally sufficient for Board
action,-SRT

The standards listed below are locally developed standards. in addition to those required by
Section 41.2,006. Florida Administrative Code.
A. Driver Training
All operators, supervisors and safety-sensitive positions shall receive drug and alcohol safely
training, Additional training shall consist of driver safely, passenger relalicns, wheelchailr
securement. CPR, fire safety and other topics. as deemed necessary. AI a minimum.
passenger relations and driver safely training shall be conducted annually. All drivers will be
annually certified in First Aid, All drivers will be certified every two years in Cardiopulmonary
Resuscitation (CPR),
8, Oxygen T ranspart
Passengers may travel with oxygen equipment provided that it is self-administered and can be
safely stowed when the vehicle is en-route. Drivers are not permitted to supply. connect, '"
disconnect oxygen.
C. Service Animals
Guide dogs or other service animals are allowed if specified when applying for TO and/or ADA

The CTC will make every effort to comply with funding agencies' staled ride times. In siluations
where n becomes apparent that an individual's on-board traveltime will exceed the one hour (J(
two hour window (due to accidents and vehicular breakdown, as examples). the GTC will make
every effort to contact the families or caregiver of the passenger.

The locally developed standard for complaints is no more than two complaints per 1,000 trips.
The LeB annually evaluates the eTe based upon the number of complaints that are resolved.
versus unresolved. Any noticeable increase in the number at complaints is recorded in the
CTC's quarterly report and will be discussed by the LCB, The Collier County Local Coordinaling
Board has developed a grievance procedure that has been provided in Appendix E.
The localloll.free number for complaints is 1.80()-392-1418, This number is posted on the right
visor of all vehicles with numbers three inches high. The eTe will continue to explore other
methods to communicate the phone numbers 10 passengers.
If complaints cannot be resolved locally, individuals do have the option to contact the statewide
Transportation Disadvantaged Ombudsman Hotline. The contact number for the
Ombudsman is 1.800~983.2435. There has also been a formal grievance process developed
by the Florida Commission tor Transportation Disadvantaged. This grievance process may be
used if all local options have been attempted without resoluhon. The CTO's grievance

eTe Monitoring Procedures of Operators and Coordination Contractors
The eTe monitors contractors using the lea evaluation process and the FOOT System Safety
Program Plan Inspection review checklist. Service effectiveness is monitored by utilizing and
reviewing various operational and financial data that is customarily accepted by the
transportation industry. For the Medicaid conlractor. monitoring will also include review of prior
authorization documents, and invoices for verification. The eTe will provide technical
assistance, as needed, and report any outstanding findIngs to the Local Coordinating Board.
Coordination Contract Evaluation Criteria
An evaluation of coordination contracts is conducted on an annual basis to determine if existing
coordination contracts should be maintained and to determine it other agencies should be
offered coordination contracts, The agencies are evaluated based on the ability to provide
transportatton services. availability of equipment and drivers. the ability to ensure satisfactory
continuing control of vehicles procured with Federal Transit Admlnlstratton funding. i.e., Section
5310 Program funds. and the fiscal and managerial capacity of the organization.
