EXECUTIVE SUMMARY
COMMISSIONER REQUEST FOR BOARD APPROVAL FOR PAYMENT TO
ATTEND FUNCTION SERVING A VALID PUBLIC PURPOSE
OBJECTIVE: For the Board of County Commissioners to declare a valid public
purpose for a Commissioner to attend function/event and approve payment by the Clerk.
CONSIDERATIONS: Pursuant to Resolution No. 99-410, the Board of County
Commissioners has determined that attendance at the functions of fraternal, business,
environmental, educational, charitable, social, professional, trade, homeowners, ethnic,
and civic association/organizations serves a valid public purpose, provided that said
functions reasonably relate to Collier County matters.

FUNCTION/EVENT: 12th Annual Winter Institute on the Gulf: Urban Land
Institute of South West Florida
PUBLIC PURPOSE: Meet and interact with local community leaders.

FISCAL IMPACT: $50 to be paid from Commissioner Coletta's travel budget.
RECOMMENDATION: That the Board of County Commissioners, in accordance
with Resolution No. 99-410, approve payment by the Clerk for Commissioner Jim
Coletta to attend a function serving a valid public purpose.

and graduate Economics degrees at Florida State University

Florida Chief FinallciaJ Officer Alex Sink is a dynamic financial
and civic leader whose professional experience and public
service have made her a champion for fiscal responsibility and

Tom Murphy is a senior resident fellow, ULI/Klingbeil Family
Chair for urban development. Murphy, former mayor of
Pittsburgh. joins six other UU senior resident fellows WllO
specialize in public policy, retail/ul-ban entertainment
transportation/infrastructure. housing, real estate finance
and environmental issues. Since Janua!)1 2006, Murphy
llad served as UU's Gulf Coast liaison, helping to coordi-
nate with the leadership of New Orleans and the public to
advance the implementation of rebuilding recommenda~
tions made by ULI's advisory services panel last fall, Prior to
his service as the ULI Gulf Coast liaison, Murphy served
three terms as the mayor of Pittsburgh, from January 1994

As U. Governor, Jeff Kotlkamp serves as Chairman 01 the
Board of Space Florida, Chairman of the Florida Sports
Foundation. Chairman 01 Florida's CI"lildren's and Youth
Cabinet and oversees the Florida Department 01 Highway
Safety & Molor Vehicles, Governor's Office of Adoption and
Child Protection, Florida's Film and Entertainment initiatives
and the Governor's Office of Drug Control. In 2008,
Governor Charlie Crist appointed Kottkarnp to serve as the
Chairman of the Governor's Homeownersrlip Promotes the
Economy "HOPE" Task Force, as well as Cllairman of the
F!orida Title Insurance Study Advisory Council.
Kottkamp moved to Cape Coral in Southwest Florida in
1977, alld graduated from North FOli Myers Higll School in
1979, Lt Governor Kotlkamp started Ilis college career at
Edison College in Soutllwest Florida He received an Associ-
ate of Arts degree in 1982. Koltkarnp received his Bachelor
of Science degree in Political Science frorn FSU in 1984.
