EXECUTIVE SUMMARY
Recommendation to approve a work order in the amount of $223,990 to URS for project
management and oversight for the Lely Area Storm water Improvement Project (LASIP)
Lely Main Canal (East - West) phase under Contract 05-3657 "Project Management and
Oversight Services",
OBJECTIVE: To receive Board approval of a Work Order for project management and
oversight for the LAS1P Lely Main Canal (East-West) phase under Contract 05-3657 "Project
Management and Oversight Services."
CONSIDERATION: Collier County is constructing LAS1P to provide a coordinated and
maintained public stonnwater system to serve approximately fourteen (14) square miles of the
East Naples area. The area has been undergoing development activity for many years without a
coordinated stonnwater management system being in place. LASIP is designed to provide
increased flooding protection by making conveyance improvements to many of the older ditches
and canals and to improve the water quality of stonnwater discharge by constructing structural
stonnwater best management practices.
LASIP involves the deepening and widening of the older ditches and canals plus adding sixteen
(16) weirs or water control structures to hold water levels higher, three (3) spreader lakes to
provide improved water quality and discharge characteristics, and one (1) stonnwater pump
station to rehydrate a wetland slough. New canal extensions are also being proposed to provide
increased flooding protection to some existing residential areas.
LASIP also addresses water quality. By providing increased residence time in the improved
canals, modeled pollutant loadings from nutrients, settlcable solids and Biological Oxygen
Demand (BOD) will be reduced from current conditions. The placement of the spreader lakes
with raised discharge control elevations will reduce the current condition of saltwater intrusion
during periods of nonnal high tides.
This portion of LAS1P will widen and deepen the eXlstmg channel connecting two already
completed canal segments (LAS1P 1B and LASIP Royal Wood Lakes Interconnects) of LA SIP
which have already been completcd. The project area consists of the Lely Main Canal south of
Rattlesnake Hammock Road, between just west of Dora1 Circle, east to the box culverts under
Rattlesnake Hammock Road adjacent to the southwest comer of the Royal Wood Development.
The proposed work order will help complete thc design phase and to enter and complete the
construction phase of the Lely Main Canal (East-West) portion of LASIP. URS will be
responsible for administering the County's contracts with the Design Professionals and
Contractor, and shall provide professional support in areas such as but not limited to, contract
scoping, plan reviews, scheduling, scheduling reviews, budgcting, evaluation of completeness of
submittals, payment submittals, and itcms that would be typical for managemcnt of any project
of this magnitude.

URS will review or coordinate reviews of all documents, including but not limited to contract
agreements and scope of services with design professionals, [or completeness and potential
conflicts and ambiguities and shall direct any necessary corrections or revisions pursuant to
review of said documents, including but not limited to errors and deficicncies in cost cstimates,
selection of materials, systems and cquipment, construction administration and other serviccs.
In addition, URS shall provide complete documentation and control of documents to effect
timely pcrformance by all entitics and support [or defense of any claims and/or litigation. URS
shall establish and maintain files of documcnts, letters, rcports, plans, mcmos, field directives,
change orders, clarifications, mecting minutcs and othcr documents pcrtincnt to the projcct and
shall providc the County with a copy of applicable program correspondcnce.
Pursuant to the contract, a summary of work was providcd to all qualified firms. Three
proposals were rcccivcd and ranked by an infornlal selcction committee on December 5, 2008.

FISCAL IMPACT: Funding is availablc in the Stormwatcr Capital Improvement Fund, Fund
325, within thc Lcly Area Storm water Improvcment Program (Project No. 51101). The source
of funding is ad valorem taxes.
LEGAL CONSIDERATIONS: This item has becn reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is othcrwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: The Lely Area Stormwater Improvement Project is
listed as C1E Project No. 291 and is in accordancc with the intent of the Drainage Sub-element of
the Public Facilities Element of the Growth Management Plan.
RECOMMENDA nON: That the Board of County Commissioners approve issuance of a work
order to URS in the amount of $223,990 under contract 05-3657.

This Work Order is for Project Management Oversight Services for Collier
County, (Contract # 05-3657) for work known as Project Assistance Lely Area
Stormwater Improvement Proiect (LA SIP) Lely Main Canal (East -West) Phase.
The work is specified in the proposal dated December 12, 2008, which is attached
hereto and made a part of this Work Order. In accordance with the Terms and

Scope of Work:

This scope includes design assistance, field inspection, contract interpretation and

construction phase of the Lely Main Canal (E- W) portion of LAS1P. More detail and explanation
can be found in the attached proposal.

Schedule of Work: Complete all work as directed within 550 days (-18 months) of
receipt of the "Notice to Proceed" which will contain a Collier County purchase
order number.
Compensation: In accordance with Article Five of the Agreement, the County will
compensate the Firm in accordance with the negotiated T&M amount provided
below (use the established hourly raters) as enumerated in Schedule "A" of the
Agreement).

Dear Mr. Cox:
Per you request, URS Corporation is pleased to provide Collier County with a cost proposal for
Project Management and Oversight Services at the above referenced projects. Our fee proposal
is based on providing the services described below, on a Time & Material basis, in accordance
with our PMOS Contract, No; 05-3657 and in response to the County's recent specific Request
for Proposal.
In accordance with our previous submittal, URS shall be responsible for administering the
County's contracts with the Design Professionals and Contractor and shall provide professional
support in areas such as but not limited to, contract scoping, plan reviews, scheduling,
scheduling reviews, budgeting, evaluation of completeness of submittals, payment submittals,
etc., as would be typical for management of any project of this magnitude.
Using reasonable care and skill consistent with Professional Standards, URS shall review or
coordinate reviews of all documents, including but not limited to, the contract agreements and
scope of services with Design Professionals, for completeness and potential conflicts and
ambiguities and in accordance with the County's guidance shall direct any necessary
corrections or revisions pursuant to its review of said documents, but not limited to, errors or
deficiencies in cost estimates, selection of materials, systems and equipment, construction
administration and other services.

performance by all entities and in support for defense of claims and litigation. URS shall
establish and maintain files of documents, letters, reports, plans, memos, field directives,
change orders, clarifications, meeting minutes, etc. pertinent to the project and shall provide the
County with a copy of applicable Program correspondence for the County to file in its filing
system.
