Vice Chairman Baker called the meeting to order at 8:32 A.M. and led the Pledge of
Allegiance.

Fourteen (14) members of the Mental Health and Addiction Ad Hoc Committee were present,
representing a quorum.

4. Adoption of the Agenda
Dr. Baker requested that 8.3 for the Presentation by Central Florida Behavioral Health Staff be
moved to 8.1. under New Business. A motion to approve the agenda was made and adopted
unanimously.
5. Public Comment
There was no public comment.
6. Adoption of Minutes from Previous Meeting
Following discussion with two small changes, a motion was made and Minutes from the
previous meeting were approved as amended.
7. Staff Reports
Sean Callahan reviewed Committee Ordinance and Attendance Requirements with Committee
members. The Committee expressed concerns around the
Committee discussion ensued around teleconferencing during upcoming meetings as several
members are heading back North and will not be able to attend meetings in person. Mr.
Callahan agreed to seek further clarification from CAO with an opinion.
The committee also discussed the ordinance around candidates for elective office, and staff
agreed to get clarification on seeking candidates for an elective non-Collier County political
office and teleconference rules of engagement.
Sean Callahan also reviewed the upcoming June 4th Workshop change of date with Committee
members. It was decided that the Workshop would be presented sometime in the Fall or
Winter.
8. New Business
8.1. Presentation by Central Florida Behavioral Health Staff
Larry Allen from Central Florida Behavioral Health Network presented information about
County Collaboration and Data Sharing.
Last year (July – June, included adult and children) they treated 3,150 clients from Collier
County in all phases that may not have had a plan to cover behavioral health.
Their Core Values are to maintain transparency in aggregate form.
Shared outcomes: Days in Jail, Days in Acute Care Setting, Number of Arrests, Benefits
Screening all align outcomes to reduce costs and improve overall compliance. The Florida

Association of Managing Entities work together to share data and have weekly meetings to
create effective collaboration.
Mr. Allen shared that the Sheriff’s Department arrest data is not confidential, so Central Florida
started the program in Pinellas County. Aggregately, this allowed the data to map how clients
move through the system. Set up every night that data is uploaded from jail of everyone that
is booked or released that day. The system behind the scenes does the aggregate of data. They
built into system where arrested or booked with same method open admission. The
information can then be pulled from contacts from other agencies. They have data now, but
do not have the funding for programs to open it up. They can do cross tabulation data from
multiple counties for arrests as clients are usually more transient.
Never forgo the good waiting for the perfect. This is for data that is paid for through Central
Florida funding. They do not get Medicaid, Medicare data or 3rd party insurance for the most
part.
Youth at risk: Specific communication they are serving and help. Doing vouchers for
nontraditional services.

Discuss more ways to make it work. Health plan data shared with Sheriff helped in Hillsboro.

Focus on higher need individuals that are using more services. 20% of population using 80%
of the services, which will reduce cost. Care coordination is in top 5%, start working with case
management staff and care coordination around housing and other services.
In 2016 it was estimated that 15% of the prison population and 20% of jail population met the
criteria for Serious Mental Illness. These individuals are not only incarcerated in larger
numbers, they are incarcerated for longer periods of time.

The data collected from persons arrested is then aggregated to the number served, homeless
rate, bed days and other data sets.
Must work with data team at Sheriff’s office to get information and start setting the program
up. The timing depends on how many resources the Sheriff’s office has and working together
with staff to start data dump. The data collected then can show where resource allocation
should be concentrated for funding. Over time, data will show areas of improvement and
where to focus resources for initiatives to reduce costs, needs assessments, from the results.
This allows for reallocation of funding and resources.
Response from CFBHN:
• Grant helping to pay for support to help those that call
• New Group Identified that Had No Prior History
• Started Working with Families: Donut – Cannot pay for everything
Pinellas: Marchman Act: Do not have a Central Receiving System. They go to Jail at
$100.00/Day.
Polk County: Helping Hands – Housing is number one issue and was awarded reinvestment
grant.
Hillsboro: Clients get out of jail and go into temporary housing for 90 days. Cannot go back
to the life they left or will go into same habits.
Note: There was a 72-year-old veteran client that was screened for benefits. The individual
did not know that they qualified for Social Security benefits, housing and other services. The
screening helped positively change the life of this individual.
Housing Projects: Electric Cooperative – Housing was number one issue. Develop process as
people do not know how to live in a house.
The importance of bringing in the business community for public and private partnerships for
housing projects is a must. During our previous meeting Mr. Hearn shared the importance of
recruiting the business community into housing program, which is imperative to a successful
program. The number one need in the assessment is housing. Must get the right people in the
room to get start communications and get programs initiated.
Central Receiving facility is a system. The level of care should be seamless to client as they
move through system.
SRT is under mental health and is 30-180 days. Highest level of care and is expensive.
Will share 2018 Needs Assessment with Sean Callahan and he will share with Committee.
Will check with Rob to see if they can attend future meetings.

8.2. Priority 2 – Permanent Supportive Housing (continued)
8.2.1. Introduction of CHS Housing Staff
Mr. Cormac Giblin shared his role with Collier County.
Commissioner Solis led a discussion regarding affordable housing and some of the progress
that has been made in Collier County recently. The Board approved changes for the County
owned Bembridge property and recent amended the Land Development Code for affordable
housing, both positive changes.
The Bembridge project may have approximately 75 units and will take about 2 years. The
changes may not be specifically for mental illness; however, it is a step in the right direction.
The Surtax is another positive outcome with projects specifically for VA Nursing Home and
Mental Health facility.
The ULI Study is not done but is heading in right direction. The Bembridge RFP will award
contractors 10% per floor, special needs and significant portion set aside will receive additional
points.

Michael Allard, Chief Operating Officer
Michael D. Allard is the Chief Operating Officer for Home Base, a Red Sox Foundation and
Massachusetts General Hospital Program. As one of the founding members of the organization,
Michael’s expertise, vision, and drive has helped Home Base grow from a small regional
outpatient clinic to a National Center of Excellence dedicated to healing the invisible wounds of
war through world-class clinical care, wellness, education, and research. Michael’s enduring
gratitude for the sacrifices made by our nation’s service members – including those of his
family, past and present – will always be the spirit behind his work.
Through partnership development with corporations and nonprofits, Michael has positioned
Home Base to be an international leader in military mental health care, establishing notable
distinctions and partnerships with Wounded Warrior Project’s Warrior Care Network and
President George W. Bush’s Warrior Wellness Alliance. In 2017, Home Base was named the U.S.
charitable partner to The Royal Foundation of The Duke and Duchess of Cambridge and Prince
Harry’s Heads Together Campaign.
The son of a minister and a nurse, Michael’s commitment to help ing underserved populations
was instilled in him at a young age. His work has impacted thousands of veterans and families,
and homeless and patient communities achieve a better, healthy and productive life. Before
joining Home Base, Michael served as Senior Director of Development for Massachusetts
General Hospital, Chief of Staff for Partners HealthCare Development, Chief of Operations and
Government Liaison for the Massachusetts Housing and Shelter Alliance (MHSA), legislative
aide to State Senator David Magnani and reengineering coordinator for Prudential Insurance.
Michael graduated from Northeastern University with a bachelor’s degree in political science.
He resides in Newburyport, Massachusetts with his wife and four children.

Dr. Louisa Chow, Director of Education
Louis Chow, PhD is the Director of Education at Home Base, and oversees the Training
Institute. The Training Institute provides online and in person education to mental health
professionals, first responders, military connected family memb ers, and health professionals
that work with service members and their families.
Dr. Chow is also a clinical psychologist and provides evidence based treatments for Service
Members with Post Traumatic Stress Disorder (PTSD) and other invisible wounds of wa r. He is
trained in several evidence based treatments, including Prolonged Exposure for PTSD and is a
certified trainer and consultant for Cognitive Processing Therapy for PTSD. Prior to joining
Home Base, Dr. Chow was a PTSD Post-Doctoral Fellow at the VA Boston where he worked at
the PTSD clinic and was a member of the Women’s Stress Disorder Treatment Team. He was
educated at Georgia State University where he obtained both his Masters and PhD in Clinical
Psychology.

Over the past several years I have worked as a Population Health/Community Development Project Manager. I
have worked closely with individuals who struggle getting access to healthcare they need for a variety of reasons -
a big one was the lack of affordable mental healthcare options. I have listened to the people who are struggling
and many times the reason they are experiencing adversity is because of poor policy and negative stigma.
On a project I worked on in Missouri – we used community partnerships to build relationships with individuals
then educate them on using the healthcare options in their area that best suited their needs all while “retraining”
healthcare staff to see these individuals differently to reduce stigmas. Collier County is my home, I want to use
the skill and experience I have to help my community.

Trista is a 2004 Leadership Collier graduate and currently serves on the Marketing
Committee for the Alumni Association where she served as Chair for more than three
years. She is also serving as the Vice Chair for the 2019 Class.
Her previous community involvement includes serving as President, Board Member, and
Publicity chair for the Public Relations, Marketing and Advertising Professionals of Collier
County and as a volunteer committee member for a variety of fundraising events focused
on education, healthcare and social services.
Trista was also invited to serve on the Strategic Planning Communications Committee for
Collier County Public Schools in 2014 and 2012.

Trista earned her Bachelor of Science degree in psychology from the University of Florida
(UF) where she graduated with honors. She went on to pursue her Master of Business
Administration from the University of South Florida (USF) where she also graduated with

Experience / Background
Trista Meister is an independent public relations and marketing consultant with Mindful
Marketing Florida, LLC, a business she started in 2018 after serving more than 20 years as
a communications expert in the non-profit and for-profit sectors in Southwest Florida.
Prior to starting Mindful Marketing, Trista served as the Communications Director for
David Lawrence Center (DLC), an award winning, not-for-profit mental health and
addiction recovery treatment center, for more than 15 years. During her tenure with DLC,
she managed all internal and external communications including the development of
advertising, marketing collateral, websites and social media content as well as media and

national software and technology firm.
Throughout her career, Trista has received many accolades including: the 2015 Naples
Chamber of Commerce Communications Volunteer of the Year award; 2012 Gulfshore
Business Magazine Top 40 Under 40 Up-and-Coming Business Leader Award; 2004 David
Lawrence Center Teamwork Award; and the 2000 Fifth Third Bank President’s Award for
Teamwork.
