Agenda 01/27/2009 Item #16C 6 Agenda ttem No. 16C6 January 27, 2009 Page 1 of2 EXECUTIVE SUMMARY Recommendation to approve a budget amendment in the amount of $65,000.00 to fund the close-out of the Pelican Bay Fire & Irrigation Water System Improvements Project, Project 74023. OBJECTIVE: The public purpose of this project is to ensure the long-term reliability of the Pelican Bay fire protection water system by converting the tire protection water supply within Pelican Bay from the Irrigation Quality (lQ) water system to the County's potable water system. CONSIDERATIONS: The Pelican Bay Fire & Irrigation Water System Improvements Project was implemented in phases as directed by the Board of County Commissioners (Board) as agenda item 16C7 on June 27, 2000. This project is also consistent with the 2005 Wastewater Master Plan Update adopted by the Board as Agenda Item 10 (B) on June 6, 2006, and the 2008 Wastewater Master Plan Update adopted by the Board as Agenda Item 10 (B) on .June 24, 2008. (Chapter 8, Capital Improvement Program for Wastewater, table 8-2, page 4 of 5, line item 150). The scope of work involves converting all the fire suppressant dclivery systems in Pelican Bay from IQ water to potable water. The potable water system is a much more reliable fire suppressant delivery system than the IQ source since the potable water system is always pressurized and is subject to higher FDEP treatment standards. Pelican Bay is the only community in the Water/Sewer District where IQ water was used to meet fire suppressant needs as well as irrigation system demand. Upon completion of the conversions in November 2008, and subsequent live testing in the field, it was discovered that four additional hydrants in two communities were still on the IQ system. Converting these four hydrants to the potable water system is the last remaining conversion activity for this extensive project. No new additional monies are being requested, rather a transfer from one project to another. In addition, the County is currently negotiating an errors and omissions settlement with the Engineer of Record for the Pelican Bay project. Proceeds from that claim may be used to replenish these requested funds. FISCAL IMPACT: A budget amendment is necessary to transfer $65,000.00 from Project 72549 to Project 74023 both in fund 414; Wastewater User Fee. LEGAL CONSIDERATIONS: This item is not quasi-judicial and as such ex parte disclosure is not required. This item requires majority vote only. ~ JEW. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
