Appohitment ofmember(s) to the Environmental Advisory Council
OBJECTIVE: To appoint I member as an Alternate to fulfill the remainder of a vacant term,
expiring on April 13, 2012, to the Environmental Advisory Council.
CONSIDERATIONS: The Environmental Advisory Council has I vacancy. This 9 member
(plus 2 alternate members) council was created by Ordinance 91-102, repealed by Ordinance
2004-41, as amended to act in an advisory capacity to the Board in matters dealing with the
regulation, control, management, use or exploitation of any or all natural resources within the
County, and the review of all land development petitions which require an environmental impact
statement (EIS) per section] 0.02.02 A of the Code, all developments of regional impact (DR!),
lands with special treatment (ST) or Area of Critical State Conceml Special Treatment zoning
overlays, areas of the county covered by interlocal agreements, any petitions which cannot be
resolved between the applicant and staff. The membership will include technical and non-
technical members. Technical members shall demonstrate evidence of expertise in one or more
of the following areas related to environmental protection and natural resources management:
Air Quality, Biology (including any of the sub-disciplines such as botany, ecology, zoology,
etc.), Coastal Processes, and Estuarine Processes, Hazardous Waste, Hydrogeology, Hydrology,
Hydraulics, Land Use Law, Land Use Planning, Pollution Control, Solid Waste, Stormwater
Management, Water Resources, Wildlife Management, or other representative areas deemed
appropriate by the Board such as, but not limited to, a representative of the development
community. Alternate EAC members will be requested to attend meetings when regular EAC
members have notified staff that they will be absent. Alternate members will participate in
discussions and vote when replacing a regular member. Alternate members must be teehnical
members that can demonstrate expertise in environmental protection and natural resouree
management. Terms are 4 years. A list of the current membership is included in the backup.

Environmental staff has reviewed two applications for the vacant alternate EAC position. The
alternate position shall be filled by a technical applicant.
Roger P. Kastel is not qualified for the alternate position as he would be classified as a
non-technical applicant. Mr. Kastel is currently retired. Since High School he has
worked as a Water and Sewer Plant Operator and Manager for 38 years.
Chris Stephens is a qualified technical applicant. Mr. Stephens received a Bachelor of
Science in Marine Science in 2005. In addition, he studied Marine Science and
Environmental Studies at the U.S. Coast Guard Academy. Mr. Stephens has been
working with Johnson Engineering since January 2006 as an Ecologist. His duties
include performing wildlife surveys, wetland surveys, mitigation oversight, and
vegetation mapping. Mr. Stephens previously worked as an intern for Corkscrew
Swamp Sanctuary managing the habitat and exotic vegetation. Please note that Mr.
Stephens currently works as an Environmental Consultant for Johnson Engineering, a
firm that submits projects to CDES on a regular basis. Mr. Stephens will have to
excuse himself from participating in any manner (including presenting, participating in
the discussion and voting) on projects submitted by Johnson Engineering.

On December 14, 2006, the BCC approved Ord. No. 2006-63 adding 2 Alternate positions to the
EAC. Alternate members will participate in discussions and vote when replacing a regular
member. Altemate members must be technical members that can demonstrate expertise in
environmental protection and natural resource management Terms are 4 years.

Ouis Stephens joined Johnson Engineering in January 2006 as an
&ologist. His duties include wildlife surveys, preparation of
vegetation and land use maps, wetland surveyin~ endangered

Prior to his employment with Johnson Engineering, Mr.
Stephens worked as an intern for Corkscrew Swamp Sanctuary.
As an intern for the Sanctuary, he treated and removed
exotic/invasive vegetation species that were found in the
swamp, and maintained and managed the living Machine's
operating cells and artificial wetlands that serves as a sewage
treatment facility. He also conducted an audit report on Panther
Island Mitigation Bank.
