LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein, met on this date at 6:00 PM in REGULAR SESSION at
Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with
the following members present

I. Call to Order
Chairman Daniel Rheaume called the meeting to order at 6:00 p.m.

Jim Rich requested a change to the agenda to add Licensing to item VI, New Business.
Sarah Baeckler Davis made a motion to approve the agenda with changes, there wqs a
second and the motion passed 7-0.
IV. Approval of Minutes
Mary Baker made a motion to approve the minutes of the January 15, 2019 meeting,
there was a second and the motion passed 7-0.
V. Director's Report
Darcy Andrade advised the Board that DAS would begin holding monthly vaccine
clinics on the last Friday of every month. The clinics will also be offering microchips.
Ms. Andrade informed the Board that the Sales Tax has been approved and that DAS
went before the oversight committee on March 5,2019. Public Services and DAS will
go before the Board of County Commissioners on March 26,2019 for approval to award
the design work for the new buildings. She also advised that DAS is planning
renovations to Building2 inthe area that formerly housed the cremator.
DAS will be hosting a Florida State Animal Response Coalition class on May 5, 2019.
Darcy Andrade updated the Board on the marquee sign and explained that it will be
replaced with a sign made with the correct materials. She also told the Board that
electrical work is being done to prepare Building 5 for air conditioning this summer.
Ms. Andrade stated that DAS is currently re-designing its logo to get away from the
emphasis on enforcement and that she is working on updating the DAS mission
statement. Ms. Andrade stated that she will present proposed language at a future
meeting.
Dan Rheaume asked if the vaccine clinics are being advertised and was advised that it
is being advertised using flyers and through social media.
Kyra Lynch reported on the new cat towers that have been installed in the lobby
Dr. Sinka stated that he obtained x-ray quotes from five different vendors and that
leasing is not a good option. DAS will continue outsourcing x-rays until the renovations
in Building 2 are completed.
Dave Fuentes told the Board that he is in the planning phase of providing more bite
prevention education to the public.

Jaime Whiting reported that 109 volunteers have donated 2000 hours during February
and March. She also discussed volunteers that run play groups, fosters and several
recent outreach events.
Mary Baker recommended that Dave Fuentes research 'Be a Tree,' for information on
bite prevention. Mr. Fuentes advised that educating children is important, but he also
wants to reach out to adults.
New Business
A. X-Ray Machine
Jim Rich stated that it seems like it may be difficult to get Board of County
Commissioners approval for this item. Darcy Andrade explained that DAS is seeking
to use Donation Trust Fund money for this purchase.
Sarah Baeckler-Davis stated that Humane Society Naples (HSN) still offers no-cost
x-rays to DAS and was advised by Darcy Andrade that HSN staff has told DAS that
they no longer offer the service. Ms. Baeckler-Davis stated that she would ensure
that HSN staff knows that the service should still be provided. She also asked what
the diagnostic value is for the x-rays. Dr. Sinka advised that depending on the type of
surgery that is needed, the surgery may be done on-site and if not, it is out-sourced.
Dr. Gordon made a motion to purchase the x-ray machine that Dr. Sinka believes will
have the most benefit to DAS usingfunds from the Donation Trust Fund, there was a
second and the motion passed 7-0.
B. Licensing
Darcy Andrade advised that DAS does not issue a license until an animal can receive
a rabies vaccine. Licenses are not legally required until an animal is four (4) months
old and that licenses are not valid without a rabies vaccine.
Dan Rheaume advised the Board that he had spoken with a company that provides
spay/neuter buses and trailers and passed out a packet of information to the Board.
Mr. Rheaume also advised that he will not be present for the next Advisory Board
meeting, scheduled in May.
Sarah Baeckler-Davis stated that HSN has raised the money for a mobile spay/neuter
clinic and approximately one year of operating costs. Ms. Baeckler-Davis also stated
that it may be possible to work cooperatively with DAS to operate the clinic.
Mary Baker said that it would be great if the mobile clinic could service the
Immokalee area.
Darcy Andrade informed the Board that Collier County will not fund a bus at this
time and that DAS was unsuccessful in obtaining a grant.

Dan Rheaume inquired if DAS could raise funds to purchase and operate a bus and
was advised by Ms. Andrade that the Sterilization Trust Fund allows DAS to solicit
donations.
Ms. Baeckler-Davis advised that DAS staff should evaluate costs and that Dr. Sinka
would have to review it because the price is likely to go up significantly as the bus is
equipped. She also inquired if the Sterilization Trust Fund could be used to operate a
bus and was advised by Darcy Andrade that it could.
VII. Public Comment
There was no public comment.
VI[. Advisory Board Member Comments
Dr. Gordon stated that he is always impressed with the group at DAS
Marjorie Bloom asked if the Board will see the building plans for the new building and
was advised by Ms. Andrade that at this time, the design part of the project is being
awarded and there are no plans to review.
Jim Rich stated that he believed that two Board member terms are expiring in April.
Darcy Andrade advised that a special meeting could be held in April to vote on
recommending people to fill the positions.
Marjorie Bloom made a motion to hold a special meeting on April 16, 2019 at 6:00
p.m., there was a second and the motion passed 7-0.
Sarah Baeckler-Davis made a motion to adjourn, there was a second and the motion passed
7-0.
The next regularly scheduled Advisory Board Meeting will be on Tuesday, April 16,
2019 tt 6:00 p.m. in the Domestic Animal Training Room, Davis Blvd., Naples, Florida.
There being no further business for the good of the Counfy, the meeting was concluded
at 6:48 p.m.
