EXECUTIVE SUMMARY
Recommendation to approve a budget amendment to appropriate $75,000 to fund
the commissioning of Master Pump Station 104; Project, 73132; Santa Barbara
Sewer Force Main.
OBJECTIVE: The public purpose is to provide wastewater interconnectivity between
Master Pump Station (MPS) 313 in the South County Water Reclamation Facility Service
Area and MPS 104 in the North County Water Reclamation Facility Service Area.
CONSIDERATIONS: On July 30, 2002, as Agenda Item 16(c)(4), the Board approved
Work Order GH- FT -02 -9 with Greeley and Hansen LLC to design a sewer interconnect
which would allow sewer flows to be transferred between the North and South
Wastewater Service Areas. The proposed sewer force main interconnect is about six
miles long and was installed along Santa Barbara Boulevard and Logan Boulevard from
Radio Road north to Vanderbilt Beach Road. The project also included the construction
of a new master pump station and modifications to existing wastewater pumping stations.
On September 23, 2003, Agenda Item IOC, the BCC awarded the construction contract
for this project 73132; Santa Barbara Sewer Force Main, to Mitchell & Stark (M &S) for
$6,126,324.00 the 2 °d lowest bid was $7.2 Million.
This project was substantially complete in May of 2006 but final completion was delayed
pending the completion of a 24 inch force main along Vanderbilt Beach Road connecting
this MPS to the North County Water Reclamation Facility. This force main was
constructed along with the widening of this road and was approved for use by the Florida
Department of Environmental Protection in December, 2008.
Since the MPS has been in hibernation for some time it is necessary to test all
mechanical, electrical and control systems and hydraulically test the connecting lines to
ensure safe and reliable operation. There is no money in the project to handle these costs.
FISCAL IMPACT: A Budget Amendment is needed to transfer the funds from project
73066, Wastewater Master Plan to this project, 73132, Santa Barbara Sewer Force Main,
Fund 413 Water Impact Fees. No funds were budgeted in this project for FY 09.
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the adequacy and availability of viable public
facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as Ex- officio the
Governing Board of the Collier County Water -Sewer District, approve the necessary
budget amendment.
