EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (BCC) approve the reduction
of the study area of the Wilson Boulevard Extension/Benfield Road Corridor Study to
allow for the conveyance of land to the Florida Department of Environmental Protection
(FDEP) located within the current study area for the purpose of generating bonus
conveyance credits.
OBJECTIVE: That the Board of County Commissioners (BCC) approves the reduction of the
study area of the Wilson Boulevard Extension /Benfield Road Corridor Study to allow for the
conveyance of land to the Florida Department of Environmental Protection (FDEP) located
within the current study area.
CONSIDERATIONS: The Wilson Boulevard Extension/Benfield Road Corridor Study is to
evaluate the feasibility and potential transportation impact of a new corridor east of C.R. 951 for
a distance of approximately twenty (20) miles from Wilson Boulevard /Golden Gate Boulevard to
U.S. 41.
The need for a North South Collector Road was identified in the Collier County Metropolitan
Planning Organization (MPO) 2030 Long Range Transportation Plan and the Interim 2015 Plan,
approved by the Board of County Commissioners on March 10, 2006. The Collier County
Metropolitan Planning Organization (MPO) 2030 Long Range Transportation Plan (LRTP)
minor update approved by the Metropolitan Planning Organization (MPO) Board on June 8,
2007 maintained the need for this Collector.
Currently, the Transportation Planning Department is moving forward with the analyses of the
following alternatives: NO BUILD, Alternative #2 (Miller Road) and Alternative #3A and #3B
shown on the attached map. The Transportation Planning Department would maintain a "buffer"
of 1/4 mile on each side of the preferred alternatives as well as the potential connections to CR
951.
The Conveyance TDR Bonus is granted to those property owners who first have an approved
Restoration and Perpetual Management Plan and then convey the property by way of fee simple
title to a local, state, or federal government agency by gift. The current study area encompasses
land owners who are required as part of their mitigation permitting process to convey property to
the State of Florida. It is these few select owners who are unable to convey the land to the State
because of FDEP's unwillingness to accept property with an encumbrance upon it, especially for
the potential to develop a new roadway.
The current corridor feasibility study will not be completed until spring of 2009. The ability to
reduce the current study area to the proposed revised study area on the attached map will allow
these owners to continue forward with their permitting process.
FISCAL IMPACT: There is no fiscal impact associated with this issue.

LEGAL CONSIDERATIONS: This item is ready for Board action. It is not quasi - judicial and
as such, it does not require ex parte disclosures. A majority vote of the Board is required for
Board action. - -HFAC
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the BCC allows the Transportation Planning Department to
reduce the study area in the North and South Belle Meade areas according to the proposed map
to allow the unaffected areas to proceed with conveyance.
