EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners (BCC)
review the Collier County Planning Commission's (CCPC) December 9, 2008
recommendations on the East of CR951 Horizon Study Infrastructure and Services
Phase II report, along with the Horizon Study Master Committee and Staff
recommendations; and accept the Horizon Study Committee and Staff recommendations
provided for within this executive summary.
OBJECTIVE: To provide the BCC the Planning Commission recommendations for the
East of CR951 Horizon Study Infrastructure and Services (Horizon Study) report, this Study
was presented at a CCPC special meeting on December 9, 2008.
BACKGROUND: At its September 29, 2008 workshop, the BCC was presented the East of
County Road 951 Infrastructure and Services Horizon Study. The specifics of the
presentation were contained within the, "Collier County East of County Road 951
Infrastructure and Service Horizon Study," which was previously provided to the BCC.
During the presentation by the Horizon Committee Chairman, Bill McDaniel, he
emphatically emphasized that the Committee strongly advised for the creation of a 3 to 5
person citizens oversight committee. The purpose of the oversight committee is to ensure the
implementation of the Collier Inter - Active Growth Model (CIGM) and that the position
points set forth in the Committee report are addressed as growth occurs east of CR951. The
Committee was concerned that after two years of intense review of the study area and
interaction with the residents, that the report without the oversight committee would be
shelved, as the quality of life in the area is dependent on ongoing review and analysis of
development and impacts in the study area. At the September 29, 2008 workshop, the BCC
did not take any formal action upon the recommendations contained within the
accompanying executive summary (which has been provided as Exhibit "A "), but rather
directed staff to present the Study to the CCPC and seek recommendation from that advisory
board. This executive summary is designed to specify the recommendations contained
within the original executive summary, as well as the recommendations arrived upon by the
CCPC.
GROWTH MANAGEMENT IMPACT: The impacts to the Growth Management Plan
could be substantial. Action on a number of the position points could result in amendments
to the GMP if the BCC directs action upon them.
FISCAL IMPACT: The full fiscal impacts of the Horizon Study cannot be determined at
this time. The cost associated with the annual update of the Collier Inter - Active growth
Model (CIGM) is not to exceed $20,000. The Board of County Commissioners would have
to commit to funding the annual update from the Unincorporated Area MSTD General Fund
(I11), beginning with the next fiscal year and subsequent years beyond FY09 -10.
LEGAL CONSIDERATIONS: This item is not quasi-judicial and as such does not require
ex -parte disclosures. A majority vote of the Board is required for Board action. - HFAC

COLLIER COUNTY PLANNING COMMISSION (CCPC) RECOMMENDATION:
For the Public Participation Process - The CCPC recommended that the BCC accept
the individual position points advanced by the Horizon Study Committee, but did not
support the creation of the 3 to 5 person Horizon Study Oversight Committee. The
motion passed 5 to 1. The sole dissenter expressed the desire to see the creation of
the Horizon Study Oversight Committee to ensure that the Report did not sit on a
shelf and that the position points were acted upon.
2. For the Bridge Study - The CCPC recommended to adopt the Bridge Study and to
proceed with construction of the bridges east of CR 951 as prioritized in the study
subject to available funding. Additionally, the CCPC recommended that the Bridge
Study be vetted during the 2010 restudy of the Golden Gate Area Master Plan
( GGAMP). The motion passed 6 to 0. It should be noted that Comprehensive
Planning Department has not allocated budgetary allotments for a 2010 GGAMP
restudy and could not find a specific requirement for a programmed review.
3. For the Collier Inter - Active Growth Model (CIGM) — The CCPC recommended to
adopt the CIGM as an additional planning tool and to enter into negotiations to
provide for the annual updating of the model. The motion passed 5 to 1. The sole
dissenter expressed his dissatisfaction with inconsistencies with the population
projections used in the AUIR process compared against the projections provided for
by the CIGM, the individual's perception was that there was a lack of verifiable data
contained in the CIGM, that not enough time was provided to develop a comfort level
with the CIGM and its outputs and that the current budgetary environment was not
favorable to further capital outlays for the CIGM.
HORIZON STUDY MASTER COMMITTEE AND STAFF RECOMMENDATION:
1. For the Public Participation Process — Staff concurs with the Horizon Study
Committee and CCPC and requests that the BCC take appropriate action on the
individual position points advanced by the Horizon Study Committee when
appropriate; and contrary to the CCPC recommendations regarding the Oversight
Committee, Staff and the Horizon Study Committee recommends that the BCC
provides for the direction to establish the 3 to 5 person Horizon Study Oversight
Committee to ensure the maintenance of the Collier Inter - Active Growth Model as a
supplemental planning tool and for the advancement of the position points established
by the Horizon Study Committee through the public participation process as
development occurs in the Study area. The Committee stated that the creation of the
Oversight Committee was extremely important and a priority to ensure that the
position points within the Horizon Study are advanced and staff agrees. Otherwise,
the study would just be a static point in time review and serve limited purpose for the

study area going forward. The end result, if no oversight committee is established, is
the report will essentially be shelved and the best interest of the stakeholders will not
be served with the implementation of the CIGM.
2. For the Bridge Study - Staff concurs with the Horizon Study Committee's
recommendation to adopt the Bridge Study and to proceed with construction of the
bridges east of CR 951 as prioritized in the study subject to available funding.
Additionally, staff recommends that the components in the Bridge Study be included
within the 2011 EAR -based Growth Management Plan Amendments. Wherein those
proposed capital improvements related to bridges will be vetted publically in the
public participation phase of the EAR and subsequent public hearings.
3. For the Collier Inter - Active Growth Model (CIGM) — Staff concurs with the Horizon
Study Committee and recommends that the BCC accepts the CIGM as an additional
planning tool and direct staff to enter into negations with Van Buskirk, Ryfell and
Associates for the annual update of the model beginning with the 09 -10 fiscal year..

EXECUTIVE SUMMARY
Presentation to Board of County Commissioners (BCC) of the East of County Road
951 Infrastructure and Services Horizon Study.
OBJECTIVE: Request that the BCC review the East of County Road 951
Infrastructure and Services Horizon Study; consider the position points provided for
within the Public Participation Phase of the written report; provide Transportation with a
directive related to the Bridge Study, as contained in Section two of the final report; and
review the Collier County Inter - Active Growth (CIGM) model and provide direction for
the CIGM to be brought before the Planning Commission and Productivity Committee to
provide a recommendation on the annual updating of the CIGM.
BACKGROUND: The East of County Road 951 Infrastructure and Services Horizon
Study has been a four year long planning effort to assess the County's ability to
accommodate growth within the County east of Collier Boulevard, County Road 951.
The Horizon Study was initiated in June of 2004 by the BCC and was based upon the
recognition of the need for a comprehensive, long range planning effort to evaluate the
county's ability to accommodate growth and development within the area East of County
Road 951. The Horizon Study is separated within two Phases. The first phase, the
Preliminary Report, which the BCC beard at a May 24, 2006 workshop, identified three
levels of service for each of the infrastructure and service providers within the Study area
and attempted to allocate cost associated with the projected infrastructure and services
outlay. The first phase of the project was a 24 month long assessment and development
of three potential infrastructure and service provision scenarios from the various
infrastructure and service providing divisions /departments throughout the County.
At the May 24, 2006 workshop, the BCC directed for the second phase of the Study to
gain insight from the property owners of the Study area to assist in developing priorities
for the County's future expenditures on capital infrastructure and services. To direct the
second phase of the Study, the BCC created the Horizon Study Public Participation
Master Committee. The East of CR951 Horizon Study Public Participation process,
steered by the Public Participation Master Committee was a 23 month long process of
public presentations designed to inform the general public of the specifics of the
provisions of the various infrastructure and service providers, while professionally
polling and soliciting input from the residents of the Study area in relation to their
perspectives related to those identified potential growth outlays and the cost identified
within the first Phase.
As part of the public participation process, the Master Committee held two successive
meetings to discuss the issue of Transportation planning. Like all components of the
Preliminary Study, the Transportation component provided a working meeting to the
Committee, which was held in Immokalee, and a public participation meeting. These
meetings were held in December 2007, and January 2008. It was during these
interactions between the Master Committee and the Transportation Department that the
benefit for a Bridge Study became apparent. As part of the discussions with the

Transportation planning staff, the concept of increasing the mobility within the Golden
Gate Estates through a series of strategically placed bridges resurfaced. During the 2003
update of the Golden Gate Area Master Plan, the concept of bridging strategic locations
within the Sub - district was promoted. These direct conversations between the Master
Committee and Transportation initiated the Bridge Study detailed within Section II of this
report.
In addition to the public participation portion of Phase II, as well as the correlated Bridge
Study, the phase was also comprised of the development of the Collier County Interactive
Growth Model (CIGM). At the inception of the East of CR951 Study, the BCC issued a
policy directive that the study would not include a land use component. The intent
behind the directive was that future land use changes should not be the impetus behind
analyzing infrastructure needs in the area east of CR951. Although this intent was
fundamentally sound in concept, generally accepted planning practices and principles
recognize the need to link land use planning with transportation planning and other
infrastructure needs. Based upon this recognition, the BCC at the May 24, 2006 hearing
of the Preliminary Report, the BCC directed staff to enter into a contract with Van
Buskirk, Ryffel and Associates to initiate the development of a land use modeling tool to
assist with timing and locational decisions related to infrastructure and service provisions.
The attached Horizon Study is segregated within three primary sections: Section I, the
Public Participation Process; Section II, the Bridge Study and Section III, the Interactive
Growth Model. The specifics of each of these sections are contained within the Horizon
Study and provide the context for the recommendations within this executive summary.
GROWTH MANAGEMENT PLAN (GMP) IMPACT: The impacts to the Growth
Management Plan are numerous. A number of the position points may lead to direct
amendments of the GMP. Specifically, the position point calling for a re- examination.
RECOMMENDATION: That the Collier County Board of County Commissioners take
the following action:
For the Public Participation Process - The Committee request that the BCC take
appropriate action on the individual position points advanced by the Horizon Study
Committee when appropriate.
For the Bridge Study - Staff recommendation to adopt the Bridge Study and to proceed
with construction of the bridges east of CR951 as prioritized in the study subject to
available funding.
For the Growth Model — Staff recommends that the BCC provides direction for the
CIGM to be presented to the Planning Commission for the Planning Commission to make
a recommendation to the BCC regarding the annual update of the model.
