CALL TO ORDER
The meeting was held at the IFAS Center, 2686 S.R. 29,Immokalee,Florida and was called to
order by Chairman Barbara Berry at 6:45 P. M. After recitation of the Pledge of Allegiance,the
meeting commenced.

APPROVAL OF MINUTES
Motion was made by Sonya Tuten and seconded by Floyd Crews to approve the minutes of the
December 6, 1999 meeting.
OLD BUSINESS
Bill Lorenz explained the"Uniform Assessment Process" flow chart explaining each phase of the
Process which includes reviewing data,testing and validating methodology, developing
alternatives, and drafting language to be presented to the Board of County Commissioners. The
Process should be used as a guide to meet the requirements of the Final Order. The"Uniform
Assessment Process" is scheduled to be presented to the BCC on January 11, 2000.
Bob Mulhere explained that the WilsonMiller Scope of Work is only a part of the Process and
recommended that the Committee endorse the Uniform Assessment Process as it is presented to
the Board of County Commissioners.
NEW BUSINESS
Bob Mulhere discussed the utilization of a consultant for tasks that go beyond the WilsonMiller
work product. Dover, Kohl Consultants have been selected to provide this service. Amy Taylor
provided an overview of their qualifications and explained how they were chosen. Sonya Tuten
requested that the Committee be provided with a resume of the firm.
Dr. Guggenheim's memo to the Committee on the WilsonMiller Scope of Work dated December
6, 1999 and WilsonMiller's comments dated January 5,2000 were discussed. Dr. Spagna
commented that he feels comfortable with the WilsonMiller Scope and that any questions raised
will be resolved during public hearings. Motion was made by Dick Botthof and seconded by
Neno Spagna to make the following amendments to the WilsonMiller Scope of Work:
■ Revise wording in document to include"applicable requirements"
■ Insert Section 2.6
Wes Wilkins had questions regarding the Technical Advisory Committee. Bob Mulhere advised
that we currently have representatives from FDOT,Dept. of Agriculture, Florida Fish&Wildlife
Conservation Commission, and DEP, but that we probably will not have anything to send to
them for several months. He also advised that Dover,Kohl might need to expand their expertise
to include economic consultants. When the development of alternatives begins, economic and
cultural impacts should be considered.
Next meeting date and location will be determined at a future date.

At 8:40 P. M. Chairman Berry adjourned the meeting.
