BCC Minutes 07/01/1980 S Naples, Florida, July 1, 1980 LET IT BE REMEMBERED, that a majority of the Board having given approval and the Clerk having given proper notice in accordance with Ordinance No. 75-16, the Board of County Commissioners in and for the County of Collier met in SPECIAL SESSION on this date at 9:00 A.M. at the Courthouse Complex with the following members present: VICE-CHAIRMAN: Thomas P. Archer John A. Pistor C. R. "Russ" Wimer David C. Brown- ABSENT: Clifford Wenzet, Chairman ALSO PRESENT: William J. Reagan, Clerk; Harold L. Hall, Chief Deputy Clerk/Fiscal Officer; Edna Brenneman, Deputy Clerk; C. William Norman, Counby Manager; and Donald A. Pickworth, County Attorney. ADJOURN n~ "'^I" 7q7 I MOK 053 PAGE 738 July 1, 1980 DISCUSSIDrl OF PROPOSED "LETTER OF INTENT" RE ISSUANCE OF MORTGAGE REVENUE BONDS - NO ACTION TAKEN; FURTHER DISCUSSION TO BE HELD DURING CONFERENCE SESSION JULY I, 1980 County ~~nager C. William Norman explained that the Special Meeting was called due to the fact that the County was made aware late in the previous week of a pending deadline for action on the part of local governments if they were desirous of considering, at any time in the foreseeable future, the issuance of Mortgage Revenue Bonds for the purpose of providing housing assistance during these times of skyrocketing housing costs. After conferring with Vice-Chairman Archer, said Mr. Norman, it was deemed appropriate that the Board be made aware of the possibfl ity that the County would not be able to issue such bonds if action was delayed beyond July 2, 1980 - the announced deadline date. For this reason, continued Mr. Norman, the Special Meeting was called and the bonding house, who had contacted the County, was invited to be represented for the purpose of explai~ing the assistance program. He introduced Mr. David J. Fischer, of Fischer, Johnson, Allen ~ Burke, Incorporated, of St. Petersburg, Florida to provide the la~.est information on the Mortgage Revenue Bond situation. Mr. Fischer advised that his firm notified the County on June 23, 1980 '. that the Senate indicated that July 2, 1980 would be the cut-off date for those entities desiring to look at the subject housing program. Therefore, said Mr. Fische~, it was felt that if the County wanted to further consider the matter that ~ertain steps should be taken which would allow the County to be "grandfathered in" whether the program was actually implemented or not. Mr. Fischer read a portion of a message recently received via wire transmission, regarding the matter, as follows: "The Senate unexpectedly adopted an amendment late Friday night that would allow Mortgage Revenue Bonds to be issued without re~triction through year-end." With this action, continued ~Ir. Fischer, the Senate "wiped off" the aforementioned deadline date of July 2, 1980 and will allow the rest of the year to pursue the Program. July 1, 1~aO At this point, Vice-Chairman Archer entertained a motion for adjourn- ment of the meeting, and for reconvening in Conference Session immediately thereafter.
