IXX1G O'HAM OF DOT AND t.lR. MILTON SACHS OF 1rlE CITIZENS ADVISORY CCM4IITEE Public Works Administrator Barksdale stated that in July, 1979, the ~~ard adopted a resolution requesting the Florida Department of Transportation to proceed with Phase III of the transit study. The Department has now completed their Phase III study and even though the ,Study '~s not received in sufficient time for the Advisory Committee to properly review it, the Advisory Committee did meet with the representatives of the Department of Transportation who answered their questions. In ~y of introduction, ~Ir. Barksdale said that Hr. Henderson and Mr. O'Hara, of DOT, and Mr. Sachs, Olairman of the Citizens Advisory Committee, are available today for questions and discussion with the Board regarding the alternative that was selected and their recommendation about the implementation of same. Janua:ry 22, 1980 cluded his remarks lath the statement that the Board had indicated previouSly, that prior to taking any official action regarding the Study, the item should he placed on the referendum bnllot in November, 1980 to which the Committee agrees. ~fr. Don Henderson, representing the Department of Transportation, identified the report of the Collier County Transit Study. Phase III. as being those booklets now before the members of the Board. He said tha t this report was the resul t of the last meeting between the DOT and the Citizens Advisory Committee at which time the Committee voted 5/0 to go ahead with the fixed route during the morning with deviation in the afternoon. Mr. Henderson continued, that the distributed booklet was based on Phase II which includea"all the survey results - using this information the DOT has projected a five-year program and has indicated three different options that can be employed to implement the program. fie referred to the itemized operating and capital costs for each year of the five-year program as they appear in the report. Discussion followed which covered the cost of such a subsidy by the County; the amount of federal and/or state funding as it relates to the Capital Costs; the amount of federal funding as it relates to the Operating Costs; Mr. Sachs' comment that the Committee had not had the ;'1le for a sufficient review of the study and the prerequisite of enough education~l time so that the public may be well informed; the proposed schedule for the County leasing and/or buying the busses from the State; the desire of both the Board of County COITIlIissioners and the Advisory Com- mittee to put the question on the ballot in No\~ber. 1980 and the fact that there is a copy of the Phase III study in the Public Libra:ry in the City of Naples.
