RESOLUTION NO. 86- 250
RESOLUTION ADOPTING A SAFETY INCENTIVE
PROGRAM FOR COUNTY EMPLOYErS.
WHEREAS, recognition of effort and achievement is one of the
most basic and powerful forces for motivating an individual; and
WHEREAS, a safety incentive program may reduce worker's
compensation and automobile losses; and
WHEREAS, the County is desirous of establishing a monetary

incentive program in recognition of those employees who perform
their work without injury and/or operate County owned equipment .
without the occurrence of preventable accidents.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA„ that:
1) A Safety Incentive •Program to provide recognition and
monetary incentives to County employees who meet and/or surpass
job performance and safety expectations is hereby determined by
the Board to be in the best interest of the County.
2) The attached Safety Incentive Program is hereby adopted.
3) This Resolution adopted after motion, second and roll
call rote as follows:

COUNTY-WIDE INCENTIVE PROGRAM
Through years of experience, employees have found that recognition of effort
and achievement is one of the most basic and powerful forces for motivating an
individual. As part of a comprehensive safety program, an incentive program
not only utilizes rewards for those who deserve them, but it also underscores
the safety effort through continuous reminders to work, drive and live safely.
While some feel that it is not necessary to reward an individual for doing
what they are already being renumdrated to do, the County is• emphasizing the '
importance of recognizing and rewarding those employees who meet and/or
surpass job performance and safety expectations.
As a result, in order to focus attention on the need for both safe work and
driving habits, the County has establi,hed a monetary incentives program in
recognition of those employees who perform their work without injury and/or
operate County owned equipment without preventable accidents. This program is
based on the concept of a "safety awards drawing" and will operate as follows:
I. Beginning January 1, 1987, and continuing each year thereafter, any
County employee who is on the payroll at that time, who completes a year
without suffering a recordable injury (an injury which requires medical
attention beyond first aid or results in lost time) or who operates
County owned equipment without a preventable accident, will be eligible
for one of the following safety award drawings:
Five (5) Safety Award Drawings of $150 for those in
High Hazard Jobs.
Five (5) Safety Award Drawings of $50 each for those
in Low Hazard Jobs.

II. Only employees who are on the payroll January 1, 1987, and January 1st
each year thereafter, will be eligible for the safety drawings.
Employees who are employed after January 1, 1987, and after January 1st
each year thereafter will not be eligible to participate in the safety
drawing until they have worked without injury or accident from January
1st through December 31st of any year. Any employee whose employment
is terminated for any reason loses his/her privilege to participate in
the safety drawing. •
III. Elected officials, division administrators and department heads will not
be eligible to participate.
TV. Only employees in High Hazard job categories will be eligible for High
Hazard drawings.
V. High Hazard jobs are those jobs where an employee is exposed to hazards
from the work performed, vehicles, machines, or other equipment
ope.ated, weather, traffic and other conditions beyond their control
(i.e. , Road Deputies, EMT's and Paramedics, Firefighters, Equipment
Operators, Building Inspectors, etc.)

VI. Low Hazard jobs will be all other jobs such as clerical and
administrative in nature.
VII. All High Hazard jobs will be identified by the Insurance Committee.
VIII. The names of all employees eligible for the safety drawing will come
from the Personnel Section of each Constitutional group.
IX. If an employee is injured or more severly injured due to not wearing the
required personal protective equipment for the job being performed
when injured, that employee will forfeit one year's eligibility for the
drawing and will not be eligible for any drnwing the year following the
injury.
Departments may develop and implement their own incentive progrn_m.
Departmental incentives should ho hailed on tho satisfaction of goals and
objectivice geared toward the reduction or elimination or losses experienced
during the previous year or similar predetermined period of time.
The Risk Management Department can assist you in determining goals and
evaluating previous losses.
The departmental rewards should be limited to small drawings, catalog prizes,
picnics, or entertaining events where possible.
