LAB Minutes 02/20/2019Naples, Florida, February 20,2019 LET lT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date in regular session at 10:00 a.m. in the Headquarters Library with the following members present: CHAIR: VICE.CHAIR: SECRETARY Connie Bettinger - District 3 VACANT Joy White - District 4 Marjorie H. Gagnon - District 5 (absent) Lynne Nordhoff - District 2 Joan Hochschild - District 1 ALSO PRESENT Tanya Williams, Library Director Karen Tibbetts, Adminlstrative Assistant Louise Franck, Vice-President, Friends of the Library PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES Ms. Bettinger asked for additions or corrections to the minutes of January 16, 2019. Mrs. Nordhoff requested for Joan Hochschild to be addressed as Dr. Hochschild, and Joy White asked to be addressed as Ms. White in the minutes moving foMard. Mrs. Nordhoff moved to approve the minutes with the understanding that future minutes will be recorded as requested. Ms. White seconded, and the motion was carried unanimously. REPORT OF THE FRIENDS. Mrs. Franck reported that the Nick Linn Lecture on February 4 featured author A.J. Finn. She added that there was an interesting article about him in the February 11 New Yorker.. The Non-Fiction Author Series is going well.o Ms. Bettinger asked about gift cards that the Friends of the Library give to volunteers at Christmas time.. Ms. Williams replied that due to the number of gift cards needed, they had to be ordered online and were not delivered until after Christmas. They will be presented to the volunteers at the upcoming volunteer luncheons.o The Friends ofthe Library are working on branch enhancements forthe Library. REPORT OF OFFICERSo Ms. Bettinger reported that she attended the Golden Gate Civic Association meeting and distributed materials that were provided by David Chalick, Golden Gate Library Branch Manager.. Members were excited about mobile printing at the Library.o Ms. Bettinger provided additional information to members about the Mail-a-Book program. o Mrs. Franck added that the FOL will be subsidizing the tt/AB program by providing funding for return postage. Ms. Bettinger and Dr. Hochschild were officially appointed to their positions on the Library Advisory Board at the Board of County Commissioners meeting held on January 22,2019. 28.A.3 Packet Pg. 669 Attachment: LAB Meeting Minutes - February 20, 2019 (signed) (8404 : Library Advisory Board - March 20, 2019) COMMUNICATIONS a - Written. Ms. Williams reported that Mrs. Gagnon sent an email notifying members that she would not be able to attend today's meeting.. Ms. Williams replied to her request for updates on proposed extended hours for the lmmokalee Library and her inquiry last month about cloudLibrary.. Ms. Williams shared a letter sent by a volunteer in recognition of one of the staff members at the Headquarters Library. The volunteer quoted a passage from Susan Orlean's The Library Boo( in which a library director states, "All requests are important requests. Always smile. Always treat everyone with respect.". The volunteer observed a very demanding patron wanting to know the exact location of a specific book. Spencer Sneed assisted this patron and the volunteer was impressed with his patience, kindness, graciousness and helpfulness towards the patron, and also, when at the end ofthe encounter, Spencer stated that it was his pleasure to assist the patron.. Although the Library has discontinued its former Employee of the Month program, Spencer will be recognized through the County's Values in Practice (VlP) program for his exceptional service.. Ms. Williams added that Spencer was one of the first LEAP students at the Library, and has since become a full time Library Assistant.. Ms. Williams added that Tracy Williams, Public Services Librarian at Headquarters, was recently awarded a County Employee of the Month recognition. b-Personal - None PUBLIC COMMENTS - None UNFINISHED BUSINESS 1) Expanding Hours of Service - (Dlscussion and Motion)o Ms. Williams distributed copies of the proposed extended hours for the Library, and explained that the left side reflects the current hours and the right side shows the proposed hours.r She reported that the eltended hours will be advertised and promoted through press releases as a one year trial.e At the end of the year, the Library will review the statistics and see if any additional changes are needed.. The extended hours will begin once the Library has stability in its staffing levels, possibly in late April or early May.r Ms. Williams stated that the implementation of extended hours may be done in phases, beginning with two locations.o Dr. Hochschild asked if the extended hours were a part of the Library's budget. Ms. Williams replied that the Library lost 25o/o of its staff during the recession and adding staff back is a part of the budget.. Ms. White moved to accept the expanded Library hours as presented. Mrs. Nordhoff seconded, and the motion was carried unanimously. 2) Room Use, Rental, and Fines/Fees Schedule - Moved to 3/20/19o Ms. Williams reported that the Public Services Department Head, Steve Carnell, would like to review this information to be certain there are no budgetary concerns.. The library management team reviewed the $5 computer usage fee for nonJibrary card holders and found that the money generated has been declining over the years. Approximately $7K was generated in FY2018, compared to -$1 3K in FY2O12. 28.A.3 Packet Pg. 670 Attachment: LAB Meeting Minutes - February 20, 2019 (signed) (8404 : Library Advisory Board - March 20, 2019) 3) . This item will be addressed at the March 20 meeting. 2019 LAB Meetings. Ms. Williams will provide printed copies of the finalized LAB meeting schedule for the next meeting. NEW BUSINESS 1) Patron Concerns a. Handicap parking at Headquarters. Ms. Williams reported that a patron expressed concern about the inadequate parking for handicapped patrons at the Headquarters Library. . Ms. Williams stated that the Library was designed following county and state codes to have handicapped parking close to the front entrance of the building. . The patron mentioned that the parking was limited and too far from the entrance. . A complete redesign of the front of the building would be necessary to make any modifications to the existing parking. . Mrs. Nordhoff suggested the patron visit a different location that might have more accommodating parking. b. Carpet at East Naples. Ms. Williams received a letter from a volunteer at the East Naples Library regarding the carpet at that location.. Ms. Williams reported that the carpet is original and approximately 30 years old. She added that the Library received restricted donations totaling $20K towards replacing the carpet.. Buildings are maintained by the County's Facilities Department; however, carpeting is not a high priority and therefore would become the responsibility of the Division to replace.. The estimated cost to replace the carpet is $37K, and the Library has budgeted funds to supplement the donation.. Ms. Bettinger asked how this would impact the operation of this location. Ms. Williams reported that carpeting is now installed in squares rather than by rolls. The location would need to close down during the process, and the time would depend on whether the carpet is installed under or around the existing shelves. 2) Friends/Library Breakfast Meeting, April2,2019, at Naples Regional. Ms. Williams reported that the third annual Friends of the Library and Library Administration team breakfast will be held at 8:30 am. on April 2 at the Naples Regional Library.. She added that Steve Carnell tries to attend this event, and if LAB members wanted to attend, the Library would need to advertise their potential attendance. 3) "Marco Birds" Sculpture, Request to Transfer - (Discussion and Motion). Ms. Williams shared a photo of the Marco lsland birds statue that was discovered by museum staff before Hurricane lrma.. The statue does not appear in the Library's assets, and was not officially recognized by the BCC. However, the Library has a donatlon letter written to the Library Director at the time, Robert Demarest, from the Deltona Corporation, who donated the statue to the Marco lsland Branch Library.. The Deltona Corp. opened in 1965 where the present day l\ilarco lsland city hall resides.. Ms. Bettinger will look into seeing if she can find more detailed information about this donation. 28.A.3 Packet Pg. 671 Attachment: LAB Meeting Minutes - February 20, 2019 (signed) (8404 : Library Advisory Board - March 20, 2019) This artifact was appraised at $3100 and is currently housed at the lt/arco lsland Museum. Ms. Williams is requesting for the ownership of this statue to be transfered to the Marco lsland Historical Society with the understanding that the Library will be recognized as having prior ownership. The statue represents the development of the modern Marco lsland era, and would be restored, curated and kept by the Marco lsland Historical Society. The transfer of ownership would save the Library on insurance, restoration, upkeep and housing expenses of the statue. The Library is looking into the procedures regarding transferring County property to a non-profit organization. Ms. White moved to accept the transfer of the Collier County Public Library's ownership of the Marco lsland birds statue to the Marco Island Historical Society. Mrs Nordhoff seconded, and the motion was carried unanimously. GENERAL CONSIDERATION. Mrs. Nordhoff reported that she toured FGCU a week ago and saw that they were affiliated with the Lee County Library system.o Ms. Williams replied that Library card holders in good standing can get a free Southwest Florida Library Network (SWFLN) sticker from their local library.. A SWFLN Reciprocal Borrowing sticker on your library card provides borrowing privileges at participating SWFLN libraries.. SWFLN supports libraries and provides staff training opportunities. DIRECTOR'S REPORT { ) Staffing Update. Ms. Williams reported that currently there are 13 Library positions pending HR approval and start dates.. Mercedes Wegman at the Estates Library has resigned effective January 30, and Kacey LaVey at Golden Gate Library has resigned effective February 28 and will be working with the Collier County Public Schools. Konstantine "Koko" Karras at the Naples Regional Library submitted his retirement letter effective March 29. Nicole Duquette at the Estates Library voluntarily demoted from a Library Technician to a Library Assistant.. There currently are two pending promotions.o Mrs. Nordhoff asked if the position at Vanderbilt has been filled. Ms. Williams replied that an applicant for that position also applied for multiple part time positions at other locations, and we are awaiting her response. She was a former library director and would like to have less responsibilities and work 20 hours a week.. Robert "Bob" Wilson will officially begin his position as the Naples Regional Library's Senior Supervisor tomorrow. He comes from New York via California with over 10 years experience wlth homeless vets and teens. 2) 1"t Q User statistics. Ms. Williams distributed copies of the Library's first quarter statistics.. She reported that there are currently 208,247 active Library patrons.o '18K books have been added to the collection, an increase of 3.4yo above last year.. Discussion ensued about door counts, which do not differentiate the purpose of patrons coming to the Library, although the Library does collect program attendance statistics. 28.A.3 Packet Pg. 672 Attachment: LAB Meeting Minutes - February 20, 2019 (signed) (8404 : Library Advisory Board - March 20, 2019) . Ms. Bettinger stated that she has been concerned about the Meals of Hope organization that comes to the Senior Resource Center on Thursdays between the hours of 1 :00 and 4:00 p.m. . Volunteers staff this organization, and are generally not the same each week. r Many times the parking lot is blocked by their vehicles, and food gets left behind or is put in the dumpsters.o Ms. Bettinger suggested they should be required to park further away from the Library. . It/s. Williams will speak with David Chalick about this matter.. Ms. Williams explained that the statistics for circulation are higher for Headquarters as all online resources are processed through Headquarters.. The jail is currently undergoing a transition in services. Two years ago, the jail was set up to use the Library's catalog through Sierra to check out materials; however, some resourceful inmates found a way to use the system to communicate outside of the jail. As a result, the automated process for collecting check out statistics was forced to cease and desist, and are gathered using manual hash marks.. Mergent lntellect is a business database acquired two years ago, and is a useful resource to help develop marketing plans for businesses.. Staff are looking into the December statistics for Mergent lntellect, as generally there are 500-600 uses each month.. IVls. Williams handed out the dates and locations for the upcoming Volunteer Appreciation events. 3) Updates from January Meeting lnquiries a. cloudLibrary app viewo h/s. Williams shared a view of the cloudlibrary screen and explained that the view changes based on orders and acquisitions of titles.. The Library was unable to order new titles until issues with Procurement were resolved.. Since more eBooks have been purchased, the adult fiction, non-fiction and mysteries are now appearing at the top of the screen view in cloudlibrary.. Ms. Williams added that patrons also have access to other cloudlibrary systems and their titles. b. Village to replace Rural Lands West Town applicationo [t/ls. Williams reported that Rural Lands West is no longer a town, but is now considered a village.o Their size was reduced from 4000 acres to 1000 acres with a reduction ofthe number of units per acre to three.. The development will cap out at 3000 homes.o lttls. Williams added that they currently are not engaging the Library in space in their development.c. Dedication plaqueso Ms. Williams reported that dedication plaques on County buildings are handled by Facilities during the County's construction process.. The Library did not design or make the current plaques on its buildings.. Ms. Bettinger asked if plaques could be made for South Regional and Golden Gate Libraries to list the LAB members that helped with the construction/design of those buildings. I\/s. Williams stated that it would be a cost to the Library to do so and will look into the matter. 28.A.3 Packet Pg. 673 Attachment: LAB Meeting Minutes - February 20, 2019 (signed) (8404 : Library Advisory Board - March 20, 2019) 4) Meeting with Commissioner McDaniel. Ms. Williams reported that two items that were scheduled for the February 12 BCC consent agenda were removed and rescheduled for the February 26 meeting.. One item was regarding $150K for Flipster, an online magazine subscription, and EBSCO services.. The other was regarding $200K for Hoopla, a digital streaming service that provides six different mediums: audio books, movies, music, ebooks, comics and TV.. Commissioner McDaniel wanted to get more information to have a better understanding of what the Library is requesting.. Ms. Williams and Steve Carnell met with Commissioner McDaniel on February 14. She has a memo of the follow-up of this meeting if anyone wants to view it.. Commissioner McDaniel was concerned that the Library is paying too much for patrons to access magazines online that perhaps many affluent patrons could purchase themselves. He also wondered if there were statistics to show the demographics of patrons using these databases.. Ms. Williams explained that demographics are not a part of the statistics generated from these databases, although statistics for print circulations based on zip codes can be gathered.o Ms. Williams reported that of the 72 magazine titles provided by Flipster, 7000 items were circulated in the first four months of the subscription at a cost of $3900. This was a circulation increase of over 54% from last year.. 15o/o of the 7000 items circulated were for Consumer Reports and People magazine.. Hoopla has been budgeted for $961(year and the current statistics forthe past 12 months at a cost of MK include the addition of 2200 unique titles with a circulation of 4200 ($2/circulation). lt would cost the Library $600K to purchase those same 2200 titles.. It/s. Williams explained that the titles added are patron driven and that the Library has allocated money for online resources over the past ten years as a part of its regular budget. The Library is not requesting additional money for these services.. [\/s. Williams is concerned that the Library would have to shut down some of its services to the public if these items are not approved at the February 26 BCC meeting. Ms. Williams presented Dr. Hochschild with her Library Advisory Board Member badge ADJOURNMENT Ms. Bettinger asked if there was any more business to discuss.
