Agenda 04/09/2019 Item #16D 604/09/2019 EXECUTIVE SUMMARY Recommendation to approve an Agreement for Invitation to Bid (ITB) # 19-7515 Vanderbilt Beach Irrigation to Stahlman-England Irrigation Inc., in the amount of $94,773, and authorize the Chairman to execute the attached agreement. OBJECTIVE: To upgrade the irrigation controls and replace the main water supply line on Vanderbilt Beach Road by the Vanderbilt Beach Beautification Municipal Service Taxing Unit (MSTU) within its boundary. CONSIDERATIONS: The Procurement Services Division staff advertised ITB # 19-7515 “Vanderbilt Beach Irrigation” on November 2, 2018, to upgrade irrigation on the west side of Vanderbilt Drive between Vanderbilt Beach Road and Bluebill Avenue. The scope of this solicitation will allow for the replacement of an irrigation control technology that is over twenty (20) years old, past its useful life and replaces the greatly deteriorated main irrigation supply line. On November 2, 2018, the Procurement Services Department released ITB #19-7515 to 6,537 vendors for the Vanderbilt Drive Irrigation project. Forty-five (45) interested vendors downloaded the bid package, and the County received one (1) bid by the December 7, 2018 deadline, as shown below. Respondents: Company Name City County State Bid Amount Responsive/ Responsible Stahlman-England Irrigation, Inc Naples Collier FL $94,773 Yes/Yes Stahlman-England Irrigation, Inc., is the sole bidder at $94,773, which is in line with anticipated cost projections. The estimate to upgrade the irrigation controls and replace the main water supply line was $75,000. However, the bid scope was expanded to request pricing for the repair and/or replacement of damaged conduit while this work is being done. The bid price to perform the repair/replacement of the conduit (items 11, 12, and 13) is $22,818. That cost added to staff’s original estimate totals $97,818, compared to the bid amount, which came in lower at $94,773. Stahlman-England holds the required contractor’s license and has an existing contract with Collier County that allows the company to perform this type of work. The County’s Project Manager has worked with Stahlman-England on other projects and has found the company to be competent and professional. On January 3, 2019, the Vanderbilt Beach Beautification MSTU Advisory Board voted 4-0 to endorse the recommendation to award the bid to Stahlman -England Irrigation Inc. Staff concurs with the MSTU’s advisory committee’s recommendation to award the bid to the lowest, responsive and responsible bidder, Stahlman-England Irrigation, Inc. FISCAL IMPACT: Funds are available within the Vanderbilt Beach MSTU Fund (143). GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
