EXECUTIVE SUMMARY
Recommendation to accept a report regarding North Collier Fire District’s intent to sell Station 40
located at 1441 Pine Ridge Road.
OBJECTIVE: To provide an analysis and staff review of the impacts of the proposed sale and
relocation of Station 40.
CONSIDERATIONS: On January 22, 2019, the Board of County Commissioners discussed North
Collier Fire District’s intent to sell Station 40 located at 1441 Pine Ridge Road and re -locate to an
undeveloped site at 1941 Pine Ridge Road (8605 Kathleen Court). Further discussion questioned the
potential impacts of such a re-location on EMS, which co-locates with North Collier Fire at the current
location.
Staff completed a thorough analysis to examine the potential impacts the re-location may have on EMS
Zone 40. The primary concern with re-locating the current station to the proposed site is that the new
location does not have direct frontage and access to Pine Ridge Road which would increase response
times to the west (full report attached). Because the dispatch system sends the unit with the shortest
response time (not based on zones), the re-location of Station 40 will increase the geographical area and
call volume within the zones adjacent to Zone 40. Increased geographical area and additio nal call volume
will not directly impact Zone 40 but will affect response times within the zones adjacent to Zone 40
(Medic 2 and Medic 44). This will increase response time for these two zones. Response may be further
delayed when a concurrent call is received. It should be noted that annual average response times in all
three of these zones currently exceeds the Board's established level of service standard for the urban area.
What cannot be determined without actual data is whether this expected respo nse time increase will
remain within or exceed the established level of service standard for the system when the station is
relocated.
Understanding these concerns, on April 2, 2019, the North Collier Fire Commission sent an official
request to the Chair asking if the County intends to purchase the existing property located at 1441 Pine
Ridge Road.
While staff concludes that re-locating Medic 40 to the new location proposed by North Collier Fire results
in a less than optimal outcome for the system, nonetheless, the Chief further concludes that County
purchase of the existing Station 40 is at best premature at this time. The purchase and cost of maintaining
and operating the station would have a negative impact on the EMS budget. Further, this purchase is not
programmed into the capital plan or AUIR and would potentially displace future planned station
expansions needed to serve areas where response times are struggling to meet service level standards.
North Collier Fire will continue to lease the existing station location from the purchaser for 2-3 years until
the new station construction is complete and EMS will continue to co-locate with North Collier during
this time. During this lease period, EMS staff recommends exploring lease options at the foll owing
locations:
• Magnolia Square Plaza located at Pine Ridge and Goodlette
• New development proposed at Pine Ridge and Goodlette
• Moorings Park
• The western side of Pine Ridge in areas not yet identified

If no better EMS station location can be identified, staff recommends considering re-location of Medic 40
to the new location at 1941 Pine Ridge Road and adding a second ambulance (12 hours) and/or additional
Quick Response Vehicle at Station 44 to address increased call volume and coverage area if r esponse
times exceed established level of service standards. Continuous evaluation of response times will be done
to assure goals are being met to provide timely response to residents and visitors.
FISCAL IMPACT: The current offer to purchase Station 40 is $1,260,000.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from
this action.
RECOMMENDATION: To accept staff’s report and authorize exploring the recommended options.

EMS STATION 40 – IMPACTS OF RELOCATION
Background
On February 13, 2019, North Collier Fire Commission voted to proceed with the sale of Station 40 located
at 1441 Pine Ridge Road and re-locate to an undeveloped site at 1941 Pine Ridge Road (8605 Kathleen
Court). EMS currently leases space at the existing Station 40 for $300.00/month. Chief Cunningham
extended an offer to EMS to co-own or lease space at the new Station 40 location when constructed.
EMS Chief Butcher expressed concerns with re-locating the current station farther east on Pine Ridge Road
as the new location does not have direct frontage and access to Pine Ridge Road which would increase
response times to the west. With these concerns in mind, North Collier Fire Board also voted to extend
an offer to the County to purchase the existing Station 40 property located at 1441 Pine Ridge Road for
$1.27 million for EMS and/or another County use. A letter offering the sale of the property to Collier
County is expected to be sent to the Chairman from the Chair of North Collier Fire Commission.
Analysis
The Board of County Commissioners has established a level of service standard, measured in response
times, for the EMS system. Response time standards are as follows:
• Arrive on scene 8 minutes or less 90% of the time in the urban area (West of Collier Boulevard)
• Arrive on scene 12 minutes or less 90% of the time in the rural area (East of Collier Boulevard)
A thorough review of the impacts of re-locating Medic 40 to the new location are outlined below:
• Due to its location behind several businesses, access from the new location to Pine Ridge Road
requires vehicles to travel down a two-lane roadway (approximately 200 yards) which will
increase travel and response times (Exhibit A). The travel time from the station to Pine Ridge Road
is estimated to be one (1) minute. The current station location provides immediate access to Pine
Ridge Road. In comparing time differences, the response times to US 41 and Pine Ridge were
evaluated. The current location of Station 40 has an estimated (if ambulance in station and no
traffic delays) response time of 1 minute and 14 seconds to Pine Ridge and US 41. The proposed
location of Station 40 has an estimated response time of 3 minutes 38 seconds to Pine Ridge and
US41, a difference of 2 minutes and 24 seconds. This estimation is based on travel time without
other factors that could influence time of arrival (traffic congestion or time of day).
• An analysis of call locations in 2018 is depicted on the attached map (Exhibit B) for the western
portion of Pine Ridge and Goodlette. As indicated by colors (the darker colors indicate higher
volume), the call volume is higher at Pine Ridge and Goodlette than farther east on Pine Ridge.
• EMS Zone 44 (located at 766 Vanderbilt Beach Road) and EMS Zone 2 (located at 977 26th Avenue
N) are adjacent to EMS Zone 40. EMS Zone 40 responded to 1,984 calls for service in 2018 and

met the 8-minute response time goal 96% of the time. This exceeds the adopted level of service
standard. EMS Zone 44 responded to 3,933 calls for service in 2018 and currently maintains a
95% response time. This exceeds the adopted level of service standard. This is the busiest station
in the Collier County EMS system. EMS Zone 2 had 2,163 calls for the same period and met the 8-
minute response time goal 93% of the time. This exceeds the adopted level of service standard.

• When a 911 call is received, ambulances are dispatched based on the closest response time
utilizing GPS location and factors such as travel time, road speeds and traffic, not necessarily a
geographical boundary (zone). The map in Exhibit C represents the primary response areas for
the existing Station 40 location (outlined in red) and the primary response areas for all zone
impacts (depicted in various colors – see legend) of the proposed Station 40 location. The
proposed station location, while only 2 miles farther east on Pine Ridge Road, decreases the
current Station 40 coverage area by more than half and increases the coverage area for EMS Zone
44 and EMS Zone 2. This decrease in coverage area for Medic 40 is based on an analysis of the
closest unit dispatch system. The re-location of Medic 40 farther to the east recommends Medic
44 and Medic 2 for calls that currently are assigned to Medic 40 based on closer access, if Medic
2 and Medic 44 are in their stations. It is not expected that the overall (yearly) response times
within Zone 40 will be affected with the station re-location. However, the level of service within
Zone 2 and Zone 44 would be impacted due to an increase in call volume, greater potential for a
concurrent call within these zones and a larger geographical coverage area. This will likely increase
response time for these two zones. Response may be further delayed when a concurrent call is
received. However, what cannot be determined without actual data is whether this expected
response time increase in these two zones will remain within or exceed the established level of
service standard for the system.
• Exhibit D is a representation of calls for service for 2018 in Zone 40, Zone 2 and Zone 44. The red
boundary indicates calls that were within the current EMS Zone 40 but would become the primary
response zone of Station 44 by moving the location of Station 40 to 1941 Pine Ridge Road. There
were 425 EMS calls for service that would theoretically add to the volume of Zone 44 and reduce
the volume within Zone 40. These calls were dispatched to the closest available unit either a fire
department ALS engine or an EMS unit. Increased geographical area and additional call volume
will not directly impact Zone 40, but impact response times within the adjacent zones to Zone 40
(Medic 2 and Medic 44). This will increase response time for these two zones. Response may be
further delayed when a concurrent call is received. Once again, what cannot be determined

without actual data is whether this expected response time increase in these two zones will
remain within or exceed the established level of service standard for the system.
Recommendation
Based on the analysis and the indicated impacts, the EMS Chief has concluded that re-locating Medic 40
on Pine Ridge Road to the new location proposed by North Collier Fire is a less than optimal outcome for
the system. That conclusion notwithstanding, the Chief has also concluded that County purchase of the
existing Station 40 is at best premature at this time. The purchase and cost of maintaining and operating
the station would have a negative impact on the EMS budget. Further, this purchase is not programmed
into the capital plan or AUIR and would potentially displace future planned station expansions needed to
serve areas where response times are struggling to meet service level standards.
North Collier Fire will continue to lease the existing station location from the purchaser for 2-3 years until
the new station construction is complete. EMS will continue to co-locate with North Collier during this
time.
During the lease period of 2-3 years, EMS staff recommends the following actions:
• Explore lease options for EMS station space in Magnolia Square Plaza located at Pine Ridge and
Goodlette
• Work with the developer to explore options for EMS station space in the new development
proposed at Pine Ridge and Goodlette
• Explore options for EMS station space at Moorings Park
• Explore options for EMS station space on the western side of Pine Ridge that have not yet been
discovered
• If other alternative EMS station locations cannot be determined, consider re-location of Medic
40 and lease of space at the new location at 1941 Pine Ridge Road and explore options to place
a second ambulance (12 hours) and/or additional Quick Response Vehicle at Station 44 to address
increased call volume and coverage area if response times exceed established level of service
standards. Continuous evaluation of response times will be done to assure goals are being met
to provide timely response to residents and visitors.

On February 13, 2019, North Collier Fire Commissioners were approached by members of the public
who expressed a desire to have the Collier County Board of Commissioners purchase the existing North
Collier Fire Station 40 located at 1441 Pine Ridge Rd.
Prior to this, the North Collier Board of Fire Commissioners received a formal letter of intent by an
organization that wishes to purchase the property for $1,260,000 with a lease back option.
North Collier Fire Staff have met with Collier County Management and discussed this item. We
recognize that the county does not have current budgeted funding for such a purchase, however, this
letter is a formal request to determine if the county intends to provide a formal offer to North Collier
Fire to purchase the property.
North Collier Fire would prefer that Collier County EMS continue to co-locate in the station once it is
moved approximately ½ mile east of the current location.
We value the cooperation and coordination between North Collier Fire and Collier County EMS that we
experience in many of our stations, helping to deliver effective and efficient response to all emergency
incidents.
