Second by Mr. Sullivan. Carried unanimously 7 – 0. 5. Presentations/Public Comment - (3 minutes each) A. FBU Presentation Steve Quinn and Mr. Wert presented the PowerPoint “FBU National Championship, The Path to Naples” which outlined activities and economic benefits associated with the youth national tournament. They noted:  That the event yielded room revenue for area hoteliers and a total of $1.5M in direct economic spending in the area.  That the promoter engaged a 3rd party (TeamInn) to book rooms which yielded $19,000 in tourist tax revenue to the County.  The event also involved media exposure to the area in the realm of advertising on nationally televised football events.  The expenditures associated with the event were anticipated at $512,000 however only $458,000 was spent.  Council concerns on player behavior were addressed by implementing a code of conduct for players and engaging a Staff member to visit the hotels in the evening and morning to determine if any issues needed to be addressed.  Weather was an issue and 2 of the 3 championship games were cancelled as a precaution.  A conference was held immediately after the event ended to determine the successes and areas for improvement, which yielded recommendations such as utilizing North Collier Regional Park’s new turf fields, ensuring that a plan is in place in case of inclement weather, determining media value of any live streaming of the event, undertaking measures to increase the brand awareness, establishing year round communications, etc. Speakers Commissioner Taylor reported that the players had a great experience during the event. 4.B.1.a Packet Pg. 6 Attachment: February 25 non-draft (8365 : February 25, 2019 TDC Meeting Minutes) February 25, 2019 3 During Committee discussion, the following was noted:  That a third commercial was added to the nationally televised All American Bowl in lieu of the media coverage lost during cancellation of the two championship games.  Staff should continue to monitor the benefits of the event to the County given $458,000 of Tourist Development Tax revenue was expended, with $19,000 in revenue collected – Staff noted that there is $150,000 of media value not incorporated into the benefit to the County and investigation is underway to determine avenues to measure the financial benefit of the advertising.  It would be advantageous for the US National Pickleball Championship to provide a similar report to the Council. 6. Consent Agenda All matters listed under this agenda item are considered to be routine and action will be taken by one motion without separate discussion of each item. If discussion is desired by a member of the Council, that item(s) will be moved from the Consent Agenda and considered separately under New Business or Old Business. A. Coastal Zone Management None B. Beach Park Facilities None C. Tourism Division None 7. New Business A. Sort Term Vacation Rental Research  Mr. Wert presented the PowerPoint “Short Term Vacation Rentals” noting: That the PowerPoint provides data on the current Collier County standards for prohibition of short term rentals (6 months or less) in residentially zoned areas (other than Residential Tourist District – RT), the approximate supply of units currently on the market, other jurisdictions requirements for this type of housing, legislative proposals, etc.  That there are individuals in the area who currently rent properties in lieu of the requirements which generate approximately 30 percent of the County’s Tourist Tax revenue.  That the Board of County Commissioner are scheduled to discuss short term rentals and if any changes should be considered for regulating the use at a meeting in March. They will be seeking a recommendation from the Council. The following was noted during Council discussions:  That property owners may request a change in a residential zoning district (i.e. to RT) to allow the rentals, however it is a long process and includes an analysis of impacts on the surrounding districts.  Homeowner Associations may have their own requirements which allow short term rentals, however the properties involved would be subject to County regulations which supersede the community association’s rules.  A concern that increased regulations could negatively impact the amount of tax revenue generated by private owners.  General observations indicate that the problems associated with the activity is minimal however, it would be beneficial to conduct an analysis of data available regarding complaints 4.B.1.a Packet Pg. 7 Attachment: February 25 non-draft (8365 : February 25, 2019 TDC Meeting Minutes) February 25, 2019 4 and enforcement activities by the Code Enforcement Division and Collier County Sheriff’s Office.  There is an average hotel room vacancy rate of 40 percent over the course of a year in the County, and allowing the unregulated use of short-term rentals could pose an impact on area hoteliers given the homes have less overhead while conducting the business. Speakers Roger Jacobsen, City of Naples Code Enforcement reported that their Ordinance allows a rental of less than 30 days 3 times annually for certain residential properties. They do have a full time Staff Member dedicated to enforce the activity. Jean Humphries supports allowing short-term rentals in residential zones as she owns a home she rents out short term and pays the tourist tax. Generally, those types of users may not be able to afford the higher rates of area hotels and would not visit the area if not for the available home rentals (i.e. people requiring traveling for personal or other business). Additionally, being short-term use they potentially create less neighborhood issues than long-term renters. Any problem is for a brief duration and not over the course of a year or longer lease. Council discussion occurred and noted that the Chairman is not present and the item may want to be delayed. Also, more information and analysis is required on the issue (workshops, stakeholder meetings, etc.) and the process should be a long term investigation to ensure the most optimum solution possible is developed. Mr. Wert reported that the BCC will be hearing the item before the next TDC meeting and it would be beneficial to provide some form of recommendation. Ms. Becker moved for the Board of County Commissioners to further investigate changing County requirements for short-term vacation rentals, including obtaining any data available from the Code Enforcement or Sheriff’s Office on complaints regarding the activity. Said investigation may include workshops with Stakeholders and Advisory Boards in order to develop recommendations on the issue. Second by Mr. Sullivan. Carried unanimously 7 – 0. Break: 11:03 a.m. Reconvened: 11:10 a.m. B. Recommendation to approve Tourist Development Tax Promotion Funds to support two upcoming May 2019 Sports Tourism Events up to $14,250 and make a finding that these expenditures promote tourism. Mr. John presented the above referenced Executive Summary noting the funding proposed is for the USTA Women’s Transition Tour, a tennis event at the Naples Bath & Tennis Club from May 10 – 19, 2019 ($3,750) and the Sweetbay Memorial Cup, a youth soccer event at North Collier Regional Park from May 25 -27, 2019 ($10,500). The Council noted that as the sports business continues to grow it may be beneficial to provide incentives for events held during the week given the demand for rooms may be less than weekends. Ms. Becker moved to recommend the Board of County Commissioners approve Tourist Development Tax Promotion Funds to support two upcoming May 2019 Sports Tourism Events up to $14,250.00 and finds the item promotes tourism. Second by Mr. Rios. Carried unanimously 7 – 0. 4.B.1.a Packet Pg. 8 Attachment: February 25 non-draft (8365 : February 25, 2019 TDC Meeting Minutes) February 25, 2019 5 C. Generally, there is only one week lead time to engage the services and funds have been budgeted for the potential work. Mr. Rios moved to recommend the Board of County Commissioners award four (4) Agreements for Request for Qualification (RFQ) # 18- 7412 “Video Capture and Production” to: Paradise Coast TV, LLC, SoundStyle Inc. dba The Naples Studio, Contender Productions Studios, Inc., and Full Moon Creative, LLC, authorize the Chairman to execute the Agreements with awarded contractors and finds the item promotes tourism. The strongest drivers were organic traffic (+56% YoY) and campaign traffic (+36% YoY). Another month of strong organic traffic yielded modest improvements in engagement. Albeit by single-digit margins, the site saw a lower bounce rate and higher time on site both MoM and YoY. Users who viewed personalized content had substantially lower bounce rates (-50%). SITs improved YoY. Three out of five goals saw positive gains: Deal views rose 76% (potentially due to higher visibility via personalization) and guide orders were up 34% while E-newsletter sign-ups were up over 40%. 10.A.1 Packet Pg. 152 Attachment: MARKETING PARTNER RPT March TDC (8380 : Marketing Partner Reports) TOTAL SITE TRAFFIC, PAGEVIEWS & ENGAGEMENT Performance (YOY) o Total Visits: 132,421 24% o Total Unique Visitors: 113,559 26% o Total Pageviews: 241,658 22% o Average Time on Site: 1.35 min 2% o Overall Bounce Rate (BR): 64% 3.5% 10.A.1 Packet Pg. 153 Attachment: MARKETING PARTNER RPT March TDC (8380 : Marketing Partner Reports) SIGNALS OF INTENT TO TRAVEL (SITS) o Guide Orders: 900 34% o E-Guide Views: 288 10% o E-Newsletter Sign Ups: 293 41% o Hotel Listing Views: 3,303 22% o Deals Page Views: 2,871 76% Goal Completions (YOY) 10.A.1 Packet Pg. 154 Attachment: MARKETING PARTNER RPT March TDC (8380 : Marketing Partner Reports) BOOK DIRECT PERFORMANCE o BookDirect Widget Searches: 359 2,412 o BookDirect Click-Throughs (Referrals): 538 940 o Average Time Spent on Results Page (All Devices): 5.4 min 4.1 min o Bounce Rate (BR): 17.59%21% o Search-to-Referral Ratio Overall 150%39% Desktop 296%68% Mobile 17%20% NOTE: Click-throughs can happen without widget searches; users can click directly on the “BOOK NOW” button on hotel listings Activity & Engagement (YOY)FEB 2019 FEB 2018 10.A.1 Packet Pg. 155 Attachment: MARKETING PARTNER RPT March TDC (8380 : Marketing Partner Reports) MOBILE, TOP PAGES & GEO MARKETS o Mobile Traffic: 78% of total traffic (including tablets) o Most Viewed Pages: (1) Homepage, (2) Beaches landing page, (3) Events landing page, (4) Romance landing page, (5) Everglades Seafood Festival event profile page o Top State Markets: Florida, Georgia, Michigan, Ohio, New York o Top City Markets:Naples-Ft. I was very impressed with the quality of buyers they had, all ready to do business and very interested in the destination. I had 40 one-on-one appointments with tour operators from Latin America, Domestic, India and a couple from China. I was surprised to see the interest and visitation numbers from Ecuador to the US. We are the top destination for Ecuadorian travelers, last year there were 556,650 visitors to the US. NY is the top city followed by Miami and Fort Lauderdale. Great opportunity to capture some of this business. There are 75 Weekly Flights to US with the main arrival city being Miami. Shopping and relaxation are the top interests for the Ecuadorian travelers. Peru is also an emerging market and the people I met with are familiar with our area and already selling it. Show Name: ANATO February 25 – March 1, 2019 Location: Bogotá, Colombia This was my third year attending this show and by far the most successful. Tampa, St. Pete and I went as the West Coast of FL Coalition. We were non-stop the entire shows meeting with tour operators, airlines, travel agents and press. We had people waiting to speak with us. Everyone is excited to hear that there is another side to FL and ready to move out of Miami and Orlando. As a united group we are getting much attention which makes our efforts as a united front very worthwhile. As a result, Receptive trainings in Miami so they are prepared to receive our travelers. We are going to do call center trainings in Mexico in May before our Hotelbeds trade show to which we are all attending including Fort Myers. We also hosted a breakfast presentation with 28 travel agents and 2 press at the Bogota Golf Club the day prior to the show start. Everyone was impressed and asked many questions and so pleased to hear about the west coast of FL. This was a very successful event that Visit USA Colombia was able to assist us in planning. We made the front page of Report Magazine too. 11.A.1 Packet Pg. 181 Attachment: March 19 Activity (8378 : Tourism Staff Reports) Leisure Sales Plan Update Sales Mission to Santiago and Argentina set. In two days, we chatted with over 100 agents directly, some of whom requested visitor guides, wedding guides and other hard copies of collateral for their offices. Currently working with one of the agents who was very interested in having her daughter host her LGBT wedding in the destination. If we book this, it will pay for the show itself. Waiting on details for the RFP. LGBTQ The next tradeshow the CVB will attend is Connect Diversity March 18-20th in Alabama. We will have 40, eight-minute appointments with meeting planners within the diversity market. We hope to bring back some RFP’s for LGBT conferences from this event. Naples Pride has landed its largest sponsor to date with Absolute Vodka and Mix 104.7 who have several thousands of dollars of sponsorship funds set aside for marketing of the event. Pride Fest will also have one of the finalists from RuPaul’s Season 10 Drag Race performing and doing a VIP meet and greet, though we cannot divulge names until all documents have been signed, this performer has half a million followers on Instagram alone. With both, this is all huge exposure for the destination and Naples Pride Festival. Surveying the crowd will be part of the pride festival this year, not only for the Naples Pride Organization, but where they are visiting from and where attendees are staying and how long will all be part of the survey. Pride has been approached by several hotels offering to be a host hotel for the event, and a day after the festival Tea Dance Party is in the process of being planned at the said host hotel. More info to come next month. Leisure The CVB attended Canoecopia 2019 in Madison Wisconsin with Everglades Area Tours, from March 7-10th. We collected 167 email addresses for the leisure newsletter and gave out 500 visitor guides and maps. After review and approval we are participating with this year’s mission having experienced great success in 2018, with events and meetings taking place in both formal and informal environments, with an impressive variety of traditional journalists alongside influencers, allowing an extensive update of all things Florida’s Paradise Coast. MARKET UPDATE: Florida scores yet another record breaking year for tourism Florida continued its run of record-setting tourism numbers with 126.1 million out-of-state visitors during 2018.It marks the eighth record year in a row with 2018 growth of 6.2%. The preliminary estimate showed 111.8 million domestic visits, which is up 7.1% although overseas visitors not including Canada declined slightly by 1%. US tops global tourism figures but visitor spending slips The US retained its position as the world’s largest travel and tourism economy despite a standstill in international visitors from China last year due to trade tensions. The sector contributed almost $1.6 trillion to GDP. This translates to 7.8% of US GDP with the sector growing by 2.2% last year. Kuoni forecasts strong year for long-haul as Brexit hits Europe bookings Kuoni predicts 2019 will be the ‘year of the long-haul trip’ with sales to further afield destinations up 4%. The operator said sales to short-haul destinations, which make up a smaller proportion of its portfolio, are ‘slightly down’. Nervousness around Brexit remains one of the biggest conversations when customers book a holiday, it said. Kuoni’s Worldwide Travel Report 2019 features the top 25 performing destinations for this year. The top 10 are dominated by long-haul destinations. 11.A.1 Packet Pg. 194 Attachment: March 19 Activity (8378 : Tourism Staff Reports) Travel Counsellors reports record January Travel Counsellors has smashed its all-time sales record, breaking through the £5 million barrier. The company achieved global sales of £82 million. Six out of ten of the firm’s top sales days were achieved in January. Aer Lingus Has committed to continuing flights to New England from Dublin for at least four years. This provides an extended gateway for both UK & Ireland visitors to connect into Paradise Coast via Ft. Myers RSW. British Airways/ The Telegraph Campaign Ongoing management of communication and approval of the combined digital and print campaign with key partner and major airline British Airways and leading tour operator British Airways Holidays, in conjunction with The Telegraph, a publication who are renowned for producing excellent travel content. With the launch date for content at the start of March, OMMAC has been working very closely this month with both British Airways and the CVB, to ensure that all content and imagery was in line with the destination’s guidelines. As the campaign will be running both online and in print, it will be sure to gain a varied and extensive amount of exposure for the destination, reaching a diverse audience. Included in the digital content will be four online articles (13,400 UUS), with varying focuses incorporating all elements of a holiday to Naples, Marco Island & Everglades, as well as an Instagram post (220,000 impressions). There will then also be a quarter page in a sport supplement, focusing on ‘why Florida’s Paradise Coast should be your next golfing holiday destination’, written by a travel writer with a passion for golf. CONSUMER MARKETING: USAirtours/Travel Planners As the campaign with valued tour operator partner USAirtours continues in 2019, OMMAC has been working with them to approve content for the elements of the promotion in February. These include their new Orlando Villa brochure which is produced in conjunction with key industry partners Virgin Atlantic and Visit Florida, in which they have included an additional page to say “why not add on a Florida Beach villa to your Orlando stay”, including a Naples villa (pictured below). The aim is to highlight Florida’s Paradise Coast as top of mind when selecting their beach trip. 11.A.1 Packet Pg. 196 Attachment: March 19 Activity (8378 : Tourism Staff Reports) The campaign has also continued with Travelplanners, the consumer arm of USAirtours, with another inclusion for Florida’s Paradise Coast on their consumer email (pictured below), featuring our industry partner, Naples Beach Hotel & Golf Club. As per our tip she went to watch the sunset at the pier and walked around 3rd street and 5th avenue, they loved the atmosphere in Naples with all the lights. They felt like Naples is an upscale destination and liked the fact the prices in restaurants are still affordable. She noted that during this time of the year there were a lot of snow birds, but also received feedback from a colleague that in summer months, many families are visiting the area. EVENTS o BEST-Reisen Annual Conference Date & Place 16. - 20.02.2019 AIDA Nova - Canary Islands Nr of attendees 350 Profile of event Every year, the BEST-Reisen travel agency cooperation invites all associates to its annual conference. During these 4 days, current themes concerning travel agency sales are discussed and future plans visualized. This year BEST has invited very interesting key note speakers from the start-up and digitalization sectors as well as lawyers who are specialized in the EU packaging laws. Furthermore, BEST's closest cooperation partners had the opportunity to present themselves during an exclusive travel fair hosted for their travel agents. A total of 85 partners exhibited, including TUI, Dertour, Windrose, Thomas Cook, Boomerang Reisen, Gebeco, Studiosus and many more. For the whole DiaMonde portfolio a table at the travel fair was booked where Logos, USP cards including the NAP card and brochures were displayed. Profile of attendees All participants were either travel agency owners or senior travel agents from travel agencies affiliating to the BEST-Reisen cooperation. General feedback BEST-Reisen cooperation will remain an important partner for DiaMonde. Most travel agencies are forward-thinkers and deal with changes in the market early enough before it gets too late. One trend has become particularly apparent: many travel agencies specialize in selected destinations as well as in luxury travel. Also, the new booking channels as for example small specialists or luxury tour operator are in high demand and are often used especially for individual itineraries rather than going via the big TOs. It often was mentioned that the big TOs can hardly do anything outside their portfolio and simply don't have the knowledge anymore. Sales is only channeled to a certain degree via the big 3/4 in order to secure "super-commissions" but everything on top of that is increasingly requested with the specialist TOs. 11.A.1 Packet Pg. 203 Attachment: March 19 Activity (8378 : Tourism Staff Reports) During the travel fair and the lectures there were good opportunities to network and to get a deep insight into the current mood of the travel agents. The DiaMonde portfolio including NAP was already known by many and an update during the travel fair was very appreciated. General feedback Update was very well received and they all took the time to learn about DM and the portfolio. Questions were asked and answered, and agents also shared their own experiences from recent travels with the round. The atmosphere was good, even though there was a clear competition between the agencies - this was also noticed in the small groupings in the restaurant, how they talked nicely to each other. Summer business is for most agents 60% on the books, the rest is still coming in. The first Christmas enquiries/ New Year's Eve start. In November, the performance was very positive and all KPIs increased. Two years ago, my husband and I were expecting our first baby girl. Her due date was Valentine’s Day. Her name was going to be Valentine.Sad to say, Valentine was born Feb. 14 as a stillbirth. It was without a doubt the most difficult day of my husband’s and my lives. We have since given birth to a beautiful boy, who has brought us joy and hope, but we will never forget our sweet Valentine. My husband and I have gone through lots of grief counseling together, and it has helped tremen-dously. But every Valentine’s Day serves as a reminder. How can we move past this?— Heartbroken on Valentine’s DayDear Heartbroken: I am so sorry for your loss. Words cannot begin to do your grief justice. You sound like an amazing mother, wife and overall human being. Thank you for sharing your story. As best you can, try to let the love of your sweet Valentine fill you up. Her spirit remains with you and your family. Your letter made me think of what the real meaning of love is. I want to wish you and all of my readers a very happy Valentine’s Day. Life is like a sailboat. Some-times it is smooth sailing, and some-times the weather is choppy and bumpy. For you, my sweet mother, Valentine’s Day will always be a choppy one, but I hope you can find a bit of comfort in knowing that the love you feel for baby Valentine is true love. What I mean by “true love” is best summed up in 1 Corinthians 13:4-8: “Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres. Love never fails.”Love is all around you. May you never feel completely alone and al-ways know that you are loved.DearAnnieDEARANNIE@CREATORS.COM MARMADUKEZIGGY For our friends and family up north, Punxsutawney Phil’s Groundhog Day prediction of an early spring may have been a bit optimistic. Down here in par- adise, however, temperatures have re- bounded to spring and almost summer- like conditions after January’s brief cold snap. Right on cue after the severe temper- ature drops of the polar vortex and con- tinuing as winter storms blow across the Midwest and Northeast, visitors and seasonal residents are here in droves. Beach resorts in Naples and Marco Island are either at high capacity or sold out and inland hotels have high occu- pancy as well. This is welcome news af- ter last summer’s long-lingering red tide. Subtropical Winter You know it’s winter in Southwest Florida when the weather is clear, sunny and warm but not too hot. That’s most of the time, but weather is always changeable for a few days at a time as various cold fronts and storm systems cruise through. These clear sky pleasant days of course are part of the siren song that will lure winter visitors, and why there are so many enjoyable outdoor events tak- ing place this time of year. This Friday through Sunday you can see some of golf’s greatest pros play in the Chubb Classic Champions Tour tournament at The Classics Country Club at Lely. The tournament includes the delicious Taste of SW Florida option on Friday and Saturday with samples from great local restaurants along with craft beer, wines and more. One of our biggest annual art shows, the Naples National, takes over down- town Naples on Feb. 23 and 24. Whether you’re a resident or planning to be in town for vacation, consider either one of these activities for your family’s must do list. Free kids fishing clinic The annual free kids fishing clinic is back at Naples Pier from 9 a.m. to 1 p.m. Postponed last year due to repairs at the pier, this major event is back on. A large group of volunteers is ready to welcome kids for a wonderful introduction to the world of fishing and conservation. The event is put on by the Marine In- dustries Association of Collier County in partnership with the Florida Fish and Wildlife Conservation Commission. The goal of the program is to create respon- sible marine resource stewards by teaching kids about Florida’s marine ecosystems and ethical angling skills. Registration starts at 9 a.m. Kids must go through five educational skill sessions – tackle, touch tank, casting, knot tying and good angler – then it’s time for them to fish from the pier with the help of volunteers. All fishing gear is provided while supplies last, so get there early and enjoy a great morning of fishing with plenty of help and support. Cowboys and cattle Anyone with a cowboy fantasy must take the family out for the annual Im- mokalee Cattle Drive & Jamboree at Roberts Ranch. Real working cowboys will drive their herds down Main Street through town to Roberts Ranch. Free parking at Roberts Ranch opens at 7 a.m. and spectators are urged to come early before roads in town close at 9 a.m. for the cattle drive. There will be a pancake breakfast available for $5. Activities and entertainment at the ranch kick off once the cows come home. Enjoy storytelling, roping and whip crack- ing demonstrations, alligator wrestling, traditional food demonstrations, music, craft and food vendors and more.
