EXECUTIVE SUMMARY
Recommendation to approve the submittal of an FY18/19 grant application for Federal Highway
Administration Flexible Funding in the amount of $ 545,068 for the purchase and installation of
signal priority equipment on transit vehicles as well as electronic fareboxes for paratransit vehicles
through the Federal Transit Administration (FTA) Transit Award Management System (TrAMS).
OBJECTIVE: To obtain grant funds to make day to day operations more efficient and provide a better
customer experience.
CONSIDERATIONS: Each year, the Collier Metropolitan Planning Organization Board adopts
Congestion Management System project priorities which are provided to the Florida Department of
Transportation (FDOT) for funding in the work program. Collier County has been provided $545,068 in
FY18/19 to acquire and deploy technology that includes the purchase and installation of signal priority
equipment on transit vehicles and electronic fareboxes for paratransit vehicles. A grant application has
been created in the TrAMS. Approval of this Item will authorize its transmittal in TrAMS to FTA.
The grant requires a twenty percent (20%) match for transit projects. Collier County has requested to use
$136,267 in toll revenue credits from FDOT as a soft match for the grant.
After review and approval by FTA, the grant application is electronically executed in TrAMS by the
Public Services Department Head who was appointed by the Board of County Commissioners (Board) to
act as their designee. The Public Transit & Neighborhood Enhancement (PTNE) Division and the Office
of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the
projects and submit all required reports
FISCAL IMPACT: At this time, there is no Fiscal impact associated with this Item. The total project
cost is $681,335 and the grant apportionment is $545,068. A grant Budget Amendment will be required to
recognize the funds when FTA awards the grant to PTNE. Collier County has requested the use of toll
revenue credits from FDOT in the amount of $136,267 as a soft match for the grant to comply with the
20% match requirement.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
