EXECUTIVE SUMMARY
Recommendation to approve the submittal of an FY2018/19 grant application for Federal Highway
Administration Flexible Funding in the amount of $286,180 for the purchase and installation of
additional bus shelters through the Federal Transit Administration (FTA) Transit Award
Management System (TrAMS).
OBJECTIVE: To obtain grant funds for the construction of additional bus shelters for Collier Area
Transit (CAT) passengers.
CONSIDERATIONS: Each year, the Collier Metropolitan Planning Organization Board adopts
Congestion Management System project priorities that are provided to the Florida Department of
Transportation (FDOT) for funding in the work program. Collier County was provided $286,180 in the
2018 work program to purchase and install up to twelve (12) bus shelters throughout the County
including amenities such as bike racks, benches, and trash receptacles to place on existing pads. A grant
application has been created in the TrAMS. Approval of this Item will authorize its transmittal in TrAMS
to FTA.
The grant requires a twenty percent (20%) match for transit projects. Collier County has requested
approval from FDOT to use $71,545 of toll revenue credits as a soft match for the grant.
After review and approval by FTA, the grant application is electronically executed in TrAMS by the
Collier County Public Services Department Head, who serves as the Board appointed designee. The
Public Transit & Neighborhood Enhancement (PTNE) Division and the Office of Management and
Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all
required reports.
FISCAL IMPACT: At this time, there is no Fiscal impact associated with this Item. The total project
cost is $357,725 with a grant apportionment of $286,180. A grant Budget Amendment will be required to
recognize the funds when FTA awards the grant to PTNE. Collier County requested the use of toll
revenue credits in the amount of $71,545 to as a soft match to comply with the 20% match requirement.
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of
the Transportation element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATION: To authorize the submittal of the FY2018/19 Federal Highway Administration
Flexible Funding grant application in the amount of $286,180 through FTA's Transit Award Management
System.
