Call to Order Chairman Daniel Rheaume called the meeting to order at 6:01 p.m II. Attendance A quorum was established. IIL Approval ofAgenda business herein, met on this date at 6:00 PM in REGULAR SESSION at January 15, 2019 Marjorie Bloom made a motion to approve the agenda, there was a second and the motion passed 7-0. IV. Approval of Minutes Sarah Baeckler-Davis made a motion to approve the minutes of the November 20, 2018 meeting, lhere was a second and lhe motion possed 7-0. V. Director's Report Darcy Andrade advised the Board that the replacement marquee sign was made from the wrong material and was damaged during installation. The company will be replacing the sign with one made using the materials that were originatly ordered. Ms. Andrade introduced Dr. Istvan Sinka, the new Shelter Veterinarian and Dave Fuentes, the new Field Operations Manager. Ms. Andrade stated the Animal Services Advisory Board meetings occur every other month, on the third Tuesday of the month and asked if the Board wanted to continue holding the meetings at 6:00 p.m., which the Board agreed to do. Ms. Andrade also advised the Board that Domestic Animal Services (DAS) has a new set for Happy Tails. Jim Rich asked if the Animal Care Specialists are species specific and Ms. Lynch advised that they are not. stating that all ACS are cross trained in Cats, Dogs, the Front Desk, and the Immokalee shelter. Sarah Baeckler-Davis asked if the County is no longer considered an open admission facility. Darcy Andrade advised that DAS is still open admission and will still take animals but is trying to manage the process to control the population and reduce the risk of disease. Dave Fuentes introduced himself and provided a brief description of his background' Jaime whiting stated that 135 volunteers worked 3500 hours since the last Board meeting. She also advised the Board that there are culrently 35 animals in foster care and ttrat oes now has I 50 foster homes and that the recent animal handling classes have been full. Ms. whiting atso notified the Board about several upcoming events 2 Kyra Lynch welcomed Dr. Sinka and Mr. Fuentes to DAS. Ms. Lynch advised the Board that there are two (2) new Senior Animal Care Specialists, Christina Carson and Marcy Perry and there are still two (2) vacancies for Animal Care Specialists (ACS). Ms. Lynch also advised the Board that Joseph Fry. an Animal Care Specialist is now the Admissions Coordinator and that the Managed Admissions program started this week. January 15,2019 including Pets on Third, a fundraiser with the Florida Everblades, a Marco cat event and Paws in the Park, which will be held on March 23,2019. Dan Rheaume congratulated Jaime for doing a tremendous job. He also asked what the Board can do to assist DAS. Darcy Andrade reiterated the roles and responsibilities ofthe Board and advised that the Board can bring ideas for programs and services that are not already being done. Mr. Rheaume asked about the cost ofthe spay/neuter bus and was advised by Darcy Andrade that the cost is approximately $270,000. She advised that the county is not funding the bus at this time because it is already funding the cost of new buildings at DAS. Mr. Rheaume asked Dr. Sinka if he has everyhing that he needs tbr the clinic. Dr. Sinka responded that he has everlthing he needs right now and that he is making changes to the clinic. He also advised that he would like to get an x-ray machine. Mr. Rheaume asked if anyone has investigated the cost. Dr. Sinka advised that a new, state of the art machine would cost approximately $70,000. Dan Rheaume advised that someone do a cost analysis of time spent coordinating and transporting animals for radiographs, along with the cost ofthe radiographs. Jim Rich asked ifthe cost work-up could be presented to the Board at the next meeting Darcy Andrade stated that Dr. Sinka had mentioned leasing the equipment and that leases are available. Dan Rheaume asked if any special training is needed to use an x- ray machine and was advised by Dr. Sinka that it would only require minor, in-house training. Dr. Gordon asked is DAS has the space for an x-ray machine and was advised by Ms. Andrade that space is available in the former cremator room. Marjorie Bloom asked if DAS coutd investigate leasing and was advised by Darcy Andrade that the cost analysis would be on the March 19,2019 meeting agenda. Jim Rich asked if DAS has a food bank and was advised by Ms. Andrade that the DAS Resolution regarding donations allows DAS to give donations to 50'l(c)3 organizations but does not authorize DAS to give donations to members of the public. Ms. Andrade told the Board that DAS partners with Saving Grace, a local pet food bank and that people in need can be directed to Saving Grace. Jaime Whiting advised the Board that Saving Grace also works with St. Matthews House and the Harry Chapin Food Bank. Dan Rheaume asked ifthe spay/neuter bus could be added to the March agenda. VI. Public Comment There was no public comment. VII. Advisory Board Member Comments -) January 15,2019 Marjorie Bloom told Dr. Sinka that it is great that all animals being adopted get to go home right away since they are already spayed or neutered. James Sparfz discussed Paws on Patrol and stated that they would love to come out to events. Dr. Gordon asked ifdonations from the Marriott event could be earmarked for a new x- ray machine. Darcy Andrade stated that the donation goes to the DAS Trust Fund and that it could be used for that. Marjorie Bloom stated that donations are coming in through social media and said that maybe those funds could be used. Sarah Baeckler-Davis made a motion to adjourn, there was a second and the motion passed 7-0. O'vl'dr Radiograph Analysis for Collier County Domestic Animal Services (DAS) Out-sourced radiographs The average cost of a standard 2 view set of radiographs was determined by reviewing current prices at the clinics that are most often used by DAS. o Emergency Pet Hospital S133.50o Animalife $94.24o Southwest Florida Veterinary Specialist 5210.89o Faithful Friends S150.00. Average cost is 5147.16 Transportation costs were determined using the average distance between DAS and the above listed Veterinary Clinics and the 2019 IRS standard mileage rate. o Emergency Pet Hospital 15 miles (round trip) o Animalife Pine Ridge 22.2 miles (round trip) o Animalife Eagle Creek 17 miles (round trip) o Southwest Florida Veterinary Specialist 36.2 (round trip) o Faithful Friends 30.5 miles (round trip) o Average trip is 30.48 miles o IRS Standard mileage rate for 2019 is 50.58. Average cost is 517.57 Staff Time for Transport is based on the average round trip along with wait time at Vet Clinic and the current starting pay rate for a Veterinary Technician o Average trip is approximately 2.5 hours o Staring rate for a Veterinary Technician is S15.75r Average cost is $39.38 The annual number of animals that receive radiographs each year was extrapolated using the actual number of animals radlographed during the first half of Fiscal 2019.r Estimated number of animals is 50 Other considerations: o Transporting ill/injured animals for radiographs poses the risk of additional in.iury to the animal during the transport as well as increased stress and discomfort for the animal. o Possible delay in treatment of the animal while time is spent in transit and the Shelter Veterinarian is waiting for the results of the radiographs. o Possible decline in animal's health while waiting for an appointment. o Veterinary Technicians are not the only personnel who transport animals. DAS has also used Animal Control Officers, Animal Care Specialists, Managers and Volunteers to transport animals, which could have an impact on the overall cost of out-sourcing. o Staff currently needs to spend time on the logistics of transporting; first by calling various clinics to make an appointment and then by arranging someone to transport. That time has not been included in the cost of out-sourcing. o lncreased risk of injury to staff and/or volunteers while loading and unloading injured/stressed animals at DAS and at the Veterinary Clinlc o Risk of injury to driver, animal and county property that could result from a traffic accident o Loss of productivity at the Shelter while staff is absent during transport and off-site appointment sa3)rys odr* ArtB sdE . 1610 oM al1,d . Pricing for a new machine was acquired by the Staff Veterinarian who researched various types of radiograph machines, selected a model that will be most beneficial to DAS, obtained a quote and allows for the possibility of a small price increase over the next several months. The price includes the following: o X-ray machine o Elevating x-ray table o 5 year warranty for parts o 1 year warranty for labor o Delivery o lnstallation o Basic training application for staff o The average lifespan for x-ray machines are ten years based on usage o Personal protective equipment costs were based on current pricing for the following items: o Protective gowns (2) - replace when cracked 5900.00 o Protective gloves (2) - replace when cracked 5500.00 o Thyroid Protective Shields (2) - replace as needed 580.00 o Dosimeter badges (5) - replaced annually 5500.00o Annual state inspection ofthe machine is required . Other Considerations o Faster, more efficient treatment for injured/ill animals that arrive at DAS. o Machine will most likely be in use beyond the expected lifespan of 10 years based on usage o Repair costs are not factored into the annual costs. Repair costs for equipment and appliances is budgeted in DAS' operating funds Leasing options DAS researched the possibility of leasing an X-Ray machine but did not locate any vendors who offer this service.
