Mental Health and Addiction Ad Hoc Minutes 02/08/2019MINUTES OF THE REGULAR MEETING OF THE COLLIER COUNTY Mental Health and Addiction Ad Hoc Committee Meeting February 8, 2019 Naples, Florida LET IT BE REMEMBERED that the Collier County Mental Health and Addiction Ad Hoc Committee met on this date at 8:30 A.M. at 3299 Tamiami Trail East, Building F, 2nd Floor CMO Front Conference Room, Naples, Florida with the following Members Present: Mental Health Committee Present: Dale Mullin Dr. Thomas Lansen Scott Burgess Pam Baker Susan Kimper Honorable Janeice Martin Dr. Emily Ptaszek Not Present: Lt. Leslie Weidenhammer Also Present: Commissioner Andy Solis, District 4 Angela Goodner — Executive Coordinator, Commissioner Solis Sean Callahan — Executive Director County Manager's Office Heather Cartwright -Yilmaz — Sr. Operations Analyst County Manager's Office 1. Call to Order & Pledge of Allegiance Chairman, Scott Burgess, called the meeting to order at 8:34 a.m. and led the pledge of allegiance. 3. Roll Call — Committee Members Seven members of the Mental Health and Addiction Ad Hoc Committee were present, representing a quorum. Mental Health and Addiction Ad Hoc Committee Meeting I Meeting Minutes Page 1 4. Adoption of the Agenda The agenda was distributed to all present and approved. 5. Public Comment 6. Adoption of Minutes from Previous Meeting Following discussion and two revisions, a motion was made, and the Minutes from previous meeting were approved. 7. Staff Reports Staff provided list of applicants for the Committee members to review in the agenda packet. Committee members were also supplied with Committee applications to be reviewed in advance of the meeting to allow for discussion and nomination of candidates for committee membership. 8. New Business 8.1. Review of Committee Members The Committee members discussed current Committee members and assessed their needs. A total of 19 positions are available for the Committee, of which 8 were filled by the Board of County Commissioners during their December 12, 2018 meeting. The Committee discussed leaving one vacancy on the committee if it was determined a need was absent. 8.2. Review of Committee Applicants The Committee members reviewed and discussed the list of candidates around the existing vacancies. The following were selected with one opening for an outstanding candidate that might present themselves. 1. Robert Saunders 2. Christine Welton 3. Michelle McLeod 4. Janice Rosen i 5. Michael D'Amico 6. Bruce McAndrews 7. Russell Budd 8. Pat Barton 9. Gerald Godshaw 10. Paul Simeone, Ph.D. Mental Health and Addiction Ad Hoc Committee Meeting I Meeting Minutes Page 2 Committee discussion ensued around finding applicants to diversify the group in specific areas. Staff offered to assist with getting exiting County staff to cover different topics that the Committee may be interested in and invite them to future meetings to discuss specific items. Staff will be processing welcome letters to the applicants that were selected, creating language to send to County Attorney's Office, along with an invitation to those that were not selected to attend future meetings, with Committee member approval in preparation for the next meeting. Mr. Burgess made a motion to approve the committee applicant nominations, which was accepted unanimously. 9. Old Business None. 10. Announcements Ms. Baker shared that the NAMI Walk will take place on Saturday, February 16, 2019 at Cambier Park in Naples. 11. Committee Member Discussion Mr. Mullin scheduled a meeting on February 25, 2019 with veterans and their family members. Mr. Mullin requested that Committee members provide questions to him for the forum. Mr. Mullin will send Sean a statistical report on veterans benefits for Committee members to review. Discussion ensued around the Bay Pines VA Hospital and challenges with the distance of the facility from Collier County. The Committee members then discussed Veteran's Choice program and primary care. During the upcoming meeting, it was suggested that the Committee review their goals, priority list and cover each one of them during meetings. This is a great opportunity to share information with new members. They may have additional recommendations to implement new priorities and items. The Committee discussed covering the Central Receiving topic in coordination with care and services at the next meeting. Mr. Scott Burgess will bring in his PowerPoint as a source of discussion. Dr. Lansen asked if there was a poster facility that community leaders would support. Manatee County and Sarasota are similar communities in the Gulf that have exceptional facilities and care. The Committee will reach out to someone from Manatee to speak about their Central Receiving Area program via Skype. Mental Health and Addiction Ad Hoc Committee Meeting I Meeting Minutes Page 3 12. April 16'h at 8:30 am • April 30th at 8:30 am • May 14th at 8:30 am • May 28th at 8:30 am Mr. Burgess made a motion for this meeting schedule that was accepted unanimously. 13. Adjournment The meeting was adjourned at 9:50 am with nothing further to discuss.
