LET lT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date in regular session at 10:00
a.m. in the Headquarters Library with the following members present:

APPROVAL OF MINUTES
Mrs. White acted as interim Chair for the meeting, as [Vls. Bettinger's position is pending reappointment
Mrs. White asked for additions or corrections to the minutes of December 12,2018. No corrections
were noted. Mrs. Nordhoff moved to approve the minutes. Mrs. Gagnon seconded, and the motion was
carried unanimously.
REPORT OF THE FRIENDS. Mrs. Franck reported that the first Nick Linn Lecture featuring Brad lVleltzer was held on Monday
and was sold out.. The next lecture to be held on February 4 featuring A.J. Finn is also sold out.. The Non-Fiction Author Series'first lecture will be held on Monday, January 21 featuring T.J.
English, author of "The Corporation". This event is sold out.. Ms. Williams stated that she, Georgeann ttlcNatt Gosh, Librarian at South Regional, and Susan
lvlaunz, Branch lt/lanager at Estates Branch Library will be attending this lecture.. The Friends of the Library are working with the Library to help Mail-a-Book patrons who may not
qualify for free postal services. The FOL will contribute up to $8K to fund the return postage for
materials borrowed by these patrons. The lack of this funding has prohibited the growth of the Mail-
a-Book program.o The Friends of the Library will discuss branch enhancements on Friday. The lists provided by the
branch locations are currently being reviewed by Library fiscal staff to ensure there are no
procurement issues with the items requested.

COMMUNICATIONS
a - Written. [\ilrs. Nordhoff shared an article from the AARP Bulletin/Real Possibilities entilled "Your Guide to
a Healthier, Happier, Longer Life: 99 Ways to Add Healthy Years to Your Life", which was the
cover story featured in the Parade section of the Sunday newspaper.. #98 stated: Dust off that library card. A study of 3,635 older adults found that book readers had
a 23-month survival advantage and 20 percent lower mortality risk compared with nonreaders.
Reading was protective regardless of gender, education or health.. Mrs. Nordhoff also shared an article from the January 14,2019 Naples Daily News entitled
"lmmokalee child literacy programs win $100,000 grant".

I\ilrs. Nordhoff also showed her copy of the book entitled "Ihe Library Book" by Susan Orlean
and showed the library check-out card on the inside back cover.
b - Personal. Mrs. Gagnon asked if anyone noticed odd behaviors with Cloud Library. She noticed that the
first page changed and is no longer featuring thrillers, mysteries, and very little non-fiction.
Within the last two months she noticed that young adult, children and sunshine state materlals
have been featured. It/s. Williams will look into this.
PUBLIC COMMENTSo As Ms. Bettinger's position is pending reappointment, as a citizen, she reported that she attended
the Golden Gate Civic Association's meeting and shared information regarding Library events with
those present.. Ms. Bettinger also inquired about the Collier family and Rural Lands West, which is located between
Palmetto Ridge High School and Ave Maria. Local residents currently use either the lmmokalee or
Estates Branch Libraries.. Ms. Williams reported that Collier Enterprises withdrew their application to apply as atown, and are
reapplying as a village.. The developers are aware of what libraries bring to a community, and the Library was offered a
"store fronVrental space" as part of the Rural Lands West development. The developer was
interested in technology-related services for this library space. What will be offered in the village
development is yet to be seen.. Ms. Williams will read the new language and report back to members.

UNFINISHED BUSINESSl) Advisory Board Ordinanceso Ms. Williams distributed copies of the County's current Ordinances and Resolutions as they
pertain to Advisory Boards.. She reported that in the late '1990's early 2000's, the County modified the language so that all
Advisory Boards would be uniform.. I\/s. Williams also included a copy of Chapter 82 from the County's Code of Law and
Ordinances as a part of the packet of information. Some discrepancies were discussed, and
Ms. Williams plans to look into when this information will be updated.o Ms. Williams added that in order to be in compliance with the County, and to provide complete
transparency, the applications for District 3 were resubmitted for review at the December
meeting, as an additional application was submitted during the October LAB meeting.r lvls- Williams reported there was also a delay in processing the selected members due to an
absence of a staff member at the County's Attorney's Office, who processes this information
to be presented to the BCC for approval.o [t/s. Williams stated that the BCC will meet on January 22 to approve the pending LAB
member appointments, at which time Ms. Bettinger and [Vls. Hochschild will be official
members of the Library Advisory Board.
2) Expanded Hours of Service - Moved to 2/20/19o This item will be addressed at the February 20 meeting so that all board members are able to
vote.. Ms. Williams stated that this would not delay the process as expanded hours would not be
implemented until April or May due to a myriad of positions that need to be filled first.o She confirmed that the expanded hour's announcement would be made to the public through
various media sources.
3) Room Use, Rental, and Fines/Fees Schedule - Moved to 420/2019. This item will be addressed at the February 20 meeting so that all board members are able to
vote.
NEW BUSINESS
1) 2019 LAB Meeting Schedule. LAB members reviewed and discussed the draft of the 2019 LAB meeting schedule.
. They requested to meet at the Vanderbilt Beach Library in August, and the East Naples
Library in June.. Ms. Williams will check with these locations to confirm, and also schedule a tour of the
facilities after the meeting.
2) Back-filling Board Seats. This item was addressed under Advisory Board Ordinances (item #1 unfinished business)
GENERAL GONSIDERATION - None
DIRECTOR'S REPORT
I ) Staffing Update. Ms. Williams reported that there have been various promotions within the Library system and
the Senior Services (MAB) position has been filled. Lauren O'Connor was promoted from a
Library Assistant at the Estates Library and has a background in healthcare and marketing.. Ms. Williams stated that the Mail-a-Book program is a part of the Senior Services Program
Specialist's duties, and Lauren will work with Rose LaBarge to actively get out into the
community.. Seven of the eight LEAP positions are currently filled, and interviews have been scheduled for
the South Regional position.. [t/s. Williams stated that a candidate has been selected for the Senior Supervisor position at
Naples Regional and is pending processing by Human Resources.o Two parttime library assistants resigned from the Library, and there have been great
applicants for the Teen Services Program Specialist position at Headquarters. Several have
their master's in library science degrees.. Lyn Hunter resigned from the youth department at Headquarters after finishing her IVILS in
December. She will be helping to open the new library in Bonita Springs.
2l FY 2019 Annual Plan of Service. Ms. Williams sent copies of the FY2019 Annual Plan of Service to LAB members prior to the
meeting for review, and offered to answer any questions regarding this information.. She added that the managers are developing this plan lot FYzOzO.
3) 1"t O Score Card. Ms. Williams sent copies of the 1st Quarter Score Card to LAB members prior to the meeting
for review, and offered to answer any questions regarding this information.. She stated that this information is provided to lnternal Controls to show the status of the
Library meeting the objectives stated.o She added that a few items have been completed and many are still in progress since it is just
the first quarter.. Ms. Williams will provide quarterly updates on the progress of these objectives.
4) 1"t Q User Statistics. Ms. Williams did not have the statistic information ready for the meeting, and will provide this
information at the February meeting.
5) Updates from December Meeting lnquiries
a. South Regional Holiday Decorations
o lt/ls. Williams reported that she spoke with South Regional's Branch Manager regarding
the Iack of a menorah being displayed during the Holidays, and she stated that when the
decorations were pulled, no one could find it, until after Hanukkah was over. She will
look into finding the staff member that spoke with the patron.
o Ms. Williams spoke with staff to implement standardized decorations and responses to
patrons system-wide.
b. Dedication Plaques at South Regional & Golden Gate

Ms. Williams reported that the County changed the process pertaining to dedication
plaques when South Regional and Golden Gate libraries were built to only display the
County's Board of Commissioners.
Ms. Williams will look into seeing who initiates the plaques. She is unsure if it is the
BCC, Facilities, or Library.
MISC.ITEMS
Ms. Williams reported that there were some items she wanted to discuss that came after the
agendas were sent out.
She provided members with a link to the Government-in-the-Sunshine Manual, a 340+
document that clarifies the guidelines.
LAB members are not allowed to meet with each other to discuss LAB board information outside
of the scheduled meetings.
Ms. Hochschild asked if Ms. Williams has ever been in violation of the sunshine laws, to which
she replied that she has not, and is not aware of any Collier County Library Director ever
violating the laws.
Ms. Williams reported that the Library has been approved to close system-wide on May 3 for a
staff training day. She added that the Collier County Sheriff's Dept. will provide an active
shooter training, and staff are discussing other agenda items.
Ms. Williams distributed calendars that had been provided by the Department of the State,
which feature many Florida-style recipes.
Ms. Williams also distributed copies of the FY2018 Florida Annual Statistical Report which is
submitted annuallyas part of the State Aid to Libraries Grant Application. This report provides
pertinent Library information such as the number of patrons, circulation statistics, door counts,
programs and attendance, square footage of each location, the number of employees, etc.
Ms. Williams stated that she must provide an explanation for any statistics that show a 10o/o or
greater discrepancy when compared to the previous fiscal year.
Ms. Bettinger asked if the upcoming Volunteer Appreciation Events to be held in March could be
scheduled on different days so that she can better attend them.
ADJOURNMENT
Mrs. White asked if there was any more business to discuss. There being no further business to come
before the Library Advisory Board, the meeting was adjourned at 11:10 a.m.
