MINUTES OF THE MEETING OF THE COLLIER COUNTY
HISTORICAL/ARCHAEOLOGICAL PRESERVATION BOARD
Naples, Florida, January 18, 2019
LET IT BE REMEMBERED, the Collier County Historical/Archaeological Preservation
Board in and for the County of Collier, having conducted business herein, met on this date at
9:15 A.M. in REGULAR SESSION at the Collier County Growth Management Division —
Planning and Regulation, Conference Room #610, 2800 North Horseshoe Drive, Naples,
Florida with the following members present:

1. Roll Call/Attendance:
Chairman Erjavec called the meeting to order at 9:18 a.m., roll call was taken and a quorum was
established.
2. Addenda to Agenda
None
3. Approval of Agenda
Mr. Thompson moved to approve the Agenda. Second by Mr. Miller. Carried unanimously 6 — 0.
4. Approval of Minutes: December 14, 2018
Mr. Miller moved to approve the minutes of the December 14, 2018 meeting as presented Secondly
Mr. Thompson. Carried unanimously 6 — 0.
Mr. Bell arrived at 9:22.a.m.
5. old Business
A. Twin Eagles Archaeological Assessment — Update
John Asher, GL Homes addressed the Board to discuss the issue where several identified sites were
destroyed during the clearing of lands noting:
• He was not employed by the company in 2014 when the lands were cleared for agricultural
purposes in anticipation of residential development in the future.
• He researched the issue and determined the cause appears to be a miscommunication with the
surveyor who marked the areas for clearing.
• Apparently, the surveyor was only given plans for areas showing the preserves to remain
undisturbed which did not include the historic sites identified in previous assessments.
• The firm Archaeological and Historical Conservancy, Inc. prepared the report "An
Archaeological Assessment of the Twin Eagles Parcel Collier County Florida AHC
Technical Report No. 1189, May 2018" for GL Homes in response to the issue however Bob
Carr, the principal of the firm was unable to attend the meeting due to injuries sustained in an
auto accident.
During Committee discussions, the following was noted:
• Concern that the sites were pristine areas and it is important to determine the cause of the
disturbances to eliminate the potential for the activity to occur on future sites.
• That the report found 5 - 6 large sites were preserved, 5 were in areas cleared with 2 required
to be preserved and 3 others requiring further testing, but probably could be developed.
• It would be beneficial to have Mr. Carr present at a future meeting to provide testimony on
the issue.
Mr. Bellows reported that there are recommendations contained in the report, and this Board has
been requested to provide a recommendation to the Board of County Commissioners who will be
considering further permit approvals for the property.
The Board noted any recommendations on the issue should be continued pending the following:
1. An appearance by Mr. Carr or other qualified consultant for the purposes of providing expert
testimony as necessary.
2. Clarification on the timeline of events associated with the activity.
3. A further review by Members of the documents recently provided by Staff. January 18, 2019
4. A determination on the ramifications of any State of Florida requirements — Mr. Asher noted
that he has received a letter from the State indicating no adverse affects.
5. Review of the Preservation Management Plan.
6. Clarification on the plan moving forward including any preservation andlor restoration
activities.
Mr. Asher reported Mr. Erjavec is permitted to visit the site should he so desire.
B. Rural Lands SRA Update:
Mr. Bellows provided the update on Rural Lands West noting the developer has withdrawn the
application. The project will be scaled down and Cultural Assessments will be submitted as
necessary during the site specific applications for development. Any party may provide input on the
assessments through a request from the Board or via public comment.
C. Historic Guide Update
Staff reported the guide is ready for print.
Mr. Miller moved for Staff to undertake the necessary measures to have the Historic Guide
printed Second by Ms. Reed Carried unanimously 7 — 0.
D. Update to the Historic & Archaeological Probability Maps
Chairman Erjavec reported that the long term project is ongoing and he is obtaining additional data
from various sources for the update which will require input from Staff.
Mr. Bellows reported a Staff member will be assigned to assist in the endeavor.
E. Horse Creek Estates Historic Marker — Update from Amanda Townsend
Ms. Townsend queried on the history of the marker to determine if the Museum Department could
be of assistance in placing the marker. She noted if the site is not accessible to the public, it may be
problematic to obtain Museum funding for the marker.
Mr. Bellows noted that the issue arose during the permitting of the development where a suggestion
was made on marking the area, which is in a protected preserve area. The development is not a
gated community and the BCC did not require a marker to be placed or a designation sought.
The Board noted the site is identified in the Historic Guide, however it would not be advisable
and/or feasible to impose placement of the marker on the Homeowners Association, however they
could be contacted to determine if they have an interest in pursuing the activity.
Ms. Townsend reported there may be grant funds available and she would be amenable in providing
assistance to the Association in preparing any applications.
Ms. Townsend reported she would attempt to contact representatives of the HOA to determine any
interest in the endeavor and provide an update to the Board
6. New Business
A. Bill Odery is requesting consideration of a proposed designation of a historic structure in
Everglades City.

Mr. Odery addressed the Board noting that his purpose is to seek input on any resources available to
assist him in preserving the Old Railroad Depot structure he purchased and is operating as a
business. He provided an overview of his business history of historic trolley tours and riverboat
excursion in other locations and wishes to promote a similar business in this area out in the depot
area. He has experienced issues such as building code requirements which have hindered his ability
to operate the business and maintain the building.
The Board noted that their primary focus is on preservation of structures as opposed to business
assistance.
Mr. Odery noted that he outlined the business issues, as they are intertwined for him, as his goal is
to save the structure. There is a cost to the preservation and the funds may partially be available
through business activities. His primary purpose today was to seek guidance on his mission.
The Board recommended the following to Mr. Odery:
1. Review the pros and cons of having the building placed on the National Historic Register and
any requirements for the designation.
2. Contact the Everglade City officials and/or State Agencies to determine any local designations
that may be obtained— Staff noted the County would be amendable to providing any assistance
if requested by the City.
3. Determine any grant funding and/or building code waivers, etc., which may be available
should he obtain certain designations.
4. Institute a "Save the Depot" campaign to generate public interest with on site activities, such
as barbecues, etc.
B. CLG Annual Report
Staff noted that the report was submitted and the County has received the Certifications.
Review of Project and Activity Log
The Committee reviewed the "Collier County Archeological and Preservation Board Project Activity
Tracking Log (Revised 1/17/19) "
8. Public Comment
None
9. HAPB Comments
Mr. Erjavec reported that it has come to his attention there has been activity at the Horr House where
pieces of the structure are being given away and it may be beneficial to place an item on a future
meeting agenda for review.
Ms. Arsenault reported that Roberts Ranch will be holding a cattle drive on March 9t'.
Ms. Perdichizzi commended Mr. Odery on his initial steps to preserve the Old Train Depot.
Ms. Reed reported that the "Brew in the Garden " will be held at the Palm Cottage on January 18t' for
the introduction of a microbrew (Palm Cottage Pilsner) by the Naples Beach Brewery.
Mr. Bell reported that there will be Grand Opening event for the Key Marco Cat on January 26a'.
The Members recommended Staff research the feasibility of an Advisory Board tour to various sites.
