HALDEMAN CREEK MSTU MINUTES OF THE JANUARY 10, 2019 MEETING
The meeting of the Haldeman Creek MSTU Advisory Committee was called to order by
Chairman Roy Wilson at 4:00 p.m. at the CRA Office, 3750 Bayshore Drive, Unit 102,
Naples, FL 34112.
I. Roll Call: Advisory Board Members Present: Chairman Roy Wilson, Jack
Bonzelaar, James King, Kate Riley. Absent -Joseph Adams
Coordinator; Tami Scott, Senior
Project Mgr.; Debrah Forester, CRA Director;
II. Pledge of Allegiance: Led by Chairman Roy Wilson.
III. Adoption of Agenda: Request to add depth scan under Old business as Item 6c, Jim
King made a motion to accept the agenda as amended, Kate Riley second passed
unanimously.
IV. Election of Officers — Chair and Vice -Chair- Roy Wilson made a motion for Jack
Bonzelaar, second by Kate Riley, passed unanimously. Jack Bonzelaar made a motion
for Roy Wilson for Vice Chair, Second by Kate Riley. Passed unanimously.
V. Adoption of Minutes: James King made a motion to accept the Minutes as written.
Second by Roy Wilson. Passed Unanimously.
VI. Old Business:
A. Debris Clean Up: Gino Santabarbara, Principal Planner informed the committee of
the Haldeman Creek post Hurricane Irma clean-up is completed and finalized with
all the areas that were critical. Mr. Santabarbara thanked CRA Staff and the
community members for all their assistance. James King wanted to let them know
what an outstanding job the contractors did and for their professionalism. Roy
Wilson also wanted to say how cooperative and informative the contractor was.
Gino provide the statistics on the removal: 2,732.65 cubic yards of debris was pulled
out of the creek, more than they anticipated. They are also working on pre -storm
maintenance, so the next storm will not be as bad the issue is funding and reviewing
the option to getting a blanket permit, so they won't have to wait to do any work in
the case of another event. Roy Wilson brought up that the City of Naples has an
ordinance that makes the property owners responsible for cutting back the exotics
that hang off of their property into a waterway. The County never passed the

ordinance, but one was drafted but not approved. CD Mcquire is the consultant for
the County and Gino Santabarbara has been working with for grant opportunities
and will see if we can leverage any grant dollars for future dredging.
B. Scan of Creek Depth and Markers% Chris D'arco, County Coastal Zone and
Roger Jacobs from City of Naples attended to give update on markers in the creek.
Chris and his group installed marker 15 with a can buoy because they could not drill
into the lime rock at the bottom of the creek with the poles. Roger Jacobs stated the
City is missing 2 marker pilings. There are no immediate plans to replace these
markers since he has not received any complaints and currently there are no funds
allocated for the replacement. Mr. Jacobs recommended that in the event the MSTU
was going to proceed with a dredging project that they consider including the
marker replacements with the contract, which he anticipated would save money. He

Roy Wilson brought up some concerns about the speed in the Creek, signage is slow
speed and Chris stated that the State governs those signs and speed.
VII. New Business:
A. CRA/MSTU's Joint Meeting -goals & priority — February 19,2019- Debrah
Forester mentioned that staff will be holding a joint goals workshop with the CRA
and MSTU's scheduled for February 191h at 5pm.
B. 2019 HCMSTU Calendar
A. Staff Report: Tami Scott, Senior Project Manager, highlighted several
projects. Fire Suppression Phase II we have received 100% drawings and is
probably going to start in June. The office space for the CRA has received
the revised plan layout and will be going through the permitting process.
There is a master pump station pump project that will start at Thomasson Dr
and Thomasson Lane and wanted to let everyone know it is a county project
and there is a contact information if anyone needed it. Race Trac was
approved, permitting should begin soon. Sara Bay Marina will be coming in
the February CRA meeting. Food Truck parking lot has submitted their
second round of revisions including the crosswalk and other revisions.
Courthouse Shadows has submitted amended plans to redevelop that plaza
into residential. Compass Pointe has a new contract on the property and
keep the existing site plans already approved in the County.

XI. Advisory Committee Comments: Kate Riley raised a concern regarding the noise
level at Celebration Food Truck park, she wanted to state it on the record that she cannot
even sit out on her porch. Jim King agreed and he is further away from Celebration
Food park from where Kate lives. Jim King requested clarification on the boundaries
of the MSTU in relationship to Courthouse Shadows. Staff will review the maps and
bring the item back to the Committee next meeting.

Haldeman Creek Storm Debris and Silt Project
Haldeman Creek is a Collier County owned and maintained channel. Dredging is required to
get the channel back to its pre -storm flow capacity and depth.
• —1 mile (5,280ft) has been affected by storm deposited silt and debris
• Average width is —100 feet wide.
• Average storm infill is —3 feet deep
Approximate cubic yardage of silt and sediment
• 5,280ft L x 100ft W x 3ft D=-58,667cy
Historical Dredging Costs
• —$1,300,000.00
The applicant is currently working on a more accurate storm impact scope. This could not be
completed until the storm deposited vegetative debris removal was completed.
Please add this to project #42436 as Work to be Completed.
