HISTORICAL/ARCHAEOLOGICAL PRESERVATION BOARD
Naples, Florida, February 15, 2019
LET IT BE REMEMBERED, the Collier County Historical/Archaeological
Preservation Board in and for the County of Collier, having conducted business
herein, met on this date at 9:15 A.M. in REGULAR SESSION at the Collier County
Growth Management Division – Planning and Regulation, Conference Room #610,
2800 North Horseshoe Drive, Naples, Florida with the following members present:

1. Roll Call/Attendance:
Chairman Erjavec called the meeting to order at 9:18 a.m., roll call was taken and a quorum was
established.
2. Addenda to Agenda

Mr. Miller moved to approve the Agenda. Second by Mr. Thompson. Carried unanimously 5 – 0.
4. Approval of Minutes: January 18, 2019
Mr. Thompson moved to approve the minutes of the January 18, 2019 meeting as presented. Second
by Mr. Bell. Carried unanimously 5 – 0.
5. Old Business
A. Twin Eagles Archaeological Assessment – Update
Mr. Bellows reported:
• A site currently owned by GL Homes (formerly permitted by Twin Eagles) was approved for
a residential development based on a cultural assessment identifying preservation of
numerous sites of historical or archeological significance.
• During clearing of the site by GL Homes for agricultural uses, it has come to the attention of
the County several sites of the sites intended for preservation were damaged.
Mr. McLean noted notification is required when agricultural clearing is proposed and the plan
submitted to the County was consistent with the approved plans and the owner was notified he could
clear the site as permitted. No new cultural assessment or specific permit is required for agricultural
clearing.
Bob Carr Archaeological and Historical Conservancy, Inc., consultant for GL Homes noted the
property was cleared and he was notified after the fact and did not monitor the activity. The area
should have been marked originally, however there is not a legal requirement to mark the site prior
to an agricultural clearing activity.
John Asher, GL Homes reported:
• The plans provided to GL Homes by Passarella and Associates, Inc. did not show
preservation of any areas outside of those identified as wetlands.
• A new assessment has been completed including correspondence with the representatives of
the State of Florida Lindsay Rothrock.
• Investigation reveals 3 sites were destroyed, 4 in the wetland preserves remain intact, and 2
others were damaged.
• There was no benefit to clearing the areas in question, rather a mistake in communication
between the parties.

During Committee discussion the following was noted:
• Consideration may need to be given to requiring monitoring for those properties with
archaeological and historical sites proposed for agricultural clearing.
• It may be beneficial to obtain an independent third party analysis on the current conditions of
the sites.
• Concern the sites destroyed were pristine in nature and changes may need to be made in the
process moving forward to prevent destruction of sites occurring on other properties.
Mr. McLean reported the application is at the PPL (Subdivision Plans and Plat) stage with a final
approval by the Board of County Commissioners required. The process is on hold pending a
recommendation from the HAPB.
Mr. Asher reported GL Homes would like to develop the area of the three destroyed sites, one is in
a proposed lake and the other two allow buffering of homes.
The Board expressed concern on allowing development of the damaged sites given the history of the
activity as it may set a future precedent for other developers. They noted options include delaying
any decision until further information is obtained or recommending all sites be preserved as required
in the original permit.
Mr. Thompson moved to recommend the Board of County Commissioner require the landowner
to retain all sites identified for preservation in the original approval as protected and undeveloped.
Second by Chairman Erjavec. Carried unanimously 5 – 0.
The Board noted Mr. Asher could bring information forward for reconsideration by the Board.
Mr. Asher reported Mr. Erjavec is permitted to visit the site should he so desire.
B. Historic Guide Update
Staff reported the guide is ready for print and 10,000 copies will be published for distribution.
C. Update to the Historic & Archaeological Probability Maps
Chairman Erjavec reported the long term project is ongoing and he is obtaining additional data
from various sources for the update and also coordinating with Staff on the endeavor.
D. Horse Creek Estates Historic Marker – Update from Amanda Townsend
Mr. Bellows reported he forwarded historic information to Ms Townsend on the site and will contact
her to obtain an update on the funding available for the marker including if she has garnered any
interest from the Homeowner’s Association.
E. Old Train Depot – Bill Odery
Bill Odery addressed the Board noting since his appearance at the last meeting he is facing
additional issues as the County got involved in enforcement of fire codes in the building and
required he close during the seafood festival. He continues to look for direction from the Board who
noted they will forward the contact information for Patricia Huff who may be able to provide some
assistance in the matter. Additionally, recommended he meet with Building Official Jonathon Walsh
to determine any issues which may be addressed under the building codes.

F. Sunniland Oil Field Sign
Mr. Bellows reported investigation is underway to determine any measures available to refurbish the
historic site sign which is located in a County park.
G. Horr Island - Chairman Erjavec
Chairman Erjavec reported he visited the site and a fee is being charged to view the property. The
fee is legal and mainly used to control access to the area.
H. Meeting with City of Marco Island Staff - Chairman Erjavec
Chairman Erjavec reported he met with Dan Smith and other Marco Island City Staff on
archaeological preservation issues who requested Mr. Bellows forward them any relevant
information on a potential Memorandum of Understanding with the County. He will coordinate with
Mr. Smith and Mr. Bellows on the matter and provide updates to the Board as they become
available.

The Board reviewed the “Collier County Archeological and Preservation Board Project Activity
Tracking Log (Revised 2/7/19)”
The Board requested Staff to remove the Old Marco Inn from the list.

Ms. Arsenault reported a “Gatsby at the Cottage” will be held at the Palm Cottage on February 15th
and there will be an opening reception for the exhibit of paintings by Paul Arsenault in Key West,
“Coastal Trade: Bounty, Booty, and Boats of the Gulf and Glades from Naples to Key West” on
February 22nd.
