EXECUTIVE SUMMARY
Recommendation to approve the use of $5,000 from the Confiscated Trust Funds to support the
ACT-SO (Academics, Cultural Technical Scientific Olympic) Program for the National Association
for the Advancement of Colored People (NAACP).
OBJECTIVE: To request that the Board approve the use of $5,000 to support the ACT -SO (Academics,
Cultural Technical Scientific Olympic) Program for the National Association for the Advancement of
Colored People (NAACP).
CONSIDERATION: NAACP by virtue of Section 932.7055 (5)(c)1 Florida Statutes is seeking Board
authorization for the appropriation of funds for support of their ACT -SO (Academics, Cultural Technical
Scientific Olympic) Program for the National Association for the Advancement of Colored People
(NAACP).
The mission of ACT-SO is to prepare, recognize and reward youth who exemplify scholastic and artistic
challenge. ACT-SO includes 32 categories in the sciences, humanities, performing and visual arts,
business and culinary classifications.
The CCSO requests $5,000 from the Confiscated Trust Funds to be used to support their purposes. This
support will benefit the ACT-SO (Academics, Cultural Technical Scientific Olympic) Program for the
National Association for the Advancement of Colored People (NAACP).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
FISCAL IMPACT: A budget amendment is needed to recognize remittance for the ACT-SO
(Academics, Cultural Technical Scientific Olympic) Program for the National Association for the
Advancement of Colored People (NAACP).
GROWTH MANAGEMENT: None.
RECOMMENDATION: That the Board of County Commissioners approves the budget amendment to
appropriating $5,000 from the Confiscated Trust Funds to support the ACT-SO (Academics, Cultural
Technical Scientific Olympic) Program for the National Association for the Advancement of Colored
People (NAACP).

of Collier County would like to Thank You and the Collier Counly
Sheritf's Oflice for your past support of the ACT-SO program.
The NAACP once again would like to request funds tor the
ACT-SO program from your confiscated funds. This is a
competilive nalional initiative lo develop proiecls in the Alro-
Academic, Cultural, Technological-Scientilic Olympics. Collier
County has had over 500 students compete locally since 2012
and have won 3 nationally re@gnized medals.
For the $15,000 funds, we will be able to expand our program
particularly in the lields ol Science, Technology, Engineering, Arts
and Math. Some ol the five areas lhat would bring the STEM term
inlo lhe 21st Century all inclusive term ol STEAM. lt will also,
solidify our budget increase lrom 15K to over 39K projected lor the
2019 competition lhat will be held in Detroil Michigan.
Therefore, we have expanded to all seven high schools in
our dislrict but we need your help in doing so. For over thirty
years the mission of the ACT-SO program has been to prepare,
recognize and reward youth, who exemplify scholastic and
artistic excellence. Our mentoring work with the recruiting ol lhese
students, strongly encourages them to have good choices. Mainly
the decision nol to use drugs, or be in the company ot any one
that does.The ACT-SO program is well received and highly
successful. ln the years lhat we have been involved, we can
salely say that ACT-SO students have been drug lree.
