EXECUTIVE SUMMARY
Recommendation to recognize a FY18-19 Federal Transit Administration (FTA) Section 5311 rural
grant award in the amount of $379,787 to provide transit service to the rural area of Collier
County; approve a resolution authorizing the Chair to sign the agreement and all necessary Budget
Amendments and certifications. Total Fiscal impact is $759,574 with a Federal share of $379,787
and local match of $379,787.
OBJECTIVE: To provide continued transit service to the rural area of Collier Cou nty and safeguard the
use of local funding.
CONSIDERATIONS: Title 49 Section 5311 of the United States Code provides funding through the
FTA each year through an application process administered by the Florida Department of Transportation
(FDOT). Collier Area Transit (CAT) has been awarded FTA 5311 funds for the purpose of providing
transit service to the rural areas of the County since 2005.
On December 12, 2017, the Board of County Commissioners (Board) approved a Resolution for the
execution and submittal of an application for the FY18-19 FTA Section 5311 Grant. On February 11,
2019, FDOT notified and issued the Public Transit and Neighborhood Enhancement (PTNE) Division a
Public Transportation Grant Agreement (PTGA) to provide continued operational, ad ministrative, and
managerial funding for the provision of public transportation services in the non-urbanized areas of
Collier County. This award will provide continued public transportation to six (6) rural routes; Routes 19
and 28 (providing transportation between the Immokalee area and the Intermodal Transfer Station), Route
121 (providing early morning and late evening express service between Immokalee and Marco Island),
Routes 22 and 23 (providing a circulator within the rural Immokalee community), and Route 24
(providing transportation between the Charlee Estates area and the Intermodal Transfer Station).
The amount of Federal funding available for FY18-19 is $379,787. A local match totaling $379,787 is
included in the contract, bringing the current value to $759,574.
FISCAL IMPACT: This FTA Section 5311 Grant PTGA provides for a total funding amount of
$759,574. The total funding is made up of Federal funds in the amount of $379,787 and a local match
amount of $379,787. A Budget Amendment is required in the amount of $379,787 to recognize grant
revenue in CAT Grant Fund (424) Project 33614. A Budget Amendment is also required to recognize the
local match in the amount of $379,787 to CAT Grant Match Fund (425), Project 33614. Matching funds
are available within the Collier Area Transit Enhancement Fund (426) supported by the annual transfer of
General Fund (001) revenue.
GROWTH MANAGEMENT IMPACT: The action is consistent with Objectives 10 and 12 of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB

RESOLUTION NO. 2019-
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS, COLLIER
COUNTY, FLORIDA, AUTHORIZING THE CHAIRMAN TO ACCEPT A
SECTION 5311 GRANT AWARD FROM THE FLORIDA DEPARTMENT OF
TRANSPORTATION, TO EXECUTE PUBLIC TRANSPORTATION GRANT
AGREEMENT Gl561 410120-1-84-37, TO SUBMIT AND REVISE ANY AND ALL
SUPPORTING DOCUMENTS AND ASSURANCES RELATED TO SUCH
AWARD, AND AUTHORIZING THE PURCHASE OF VEHICLES AND
EQUIPMENT AND THE EXPENDITURE OF GRANT FUNDS PURSUANT TO THE
GRANT AW ARD ED.
WHEREAS, each year, through an application process administered by the Florida
Department of Transportation, Collier Area Transit has obtained funds that are used for
providing rural transpmiation services to the residents of Collier County; and
WHEREAS, the Board of County Commissioners of Collier County, Florida
("BOARD"), has the authority to apply for and accept grants and make purchases and expend
funds pursuant to grant awards made by the Florida Department of Transportation as
authorized by Chapter 341, Florida Statutes and by the Federal Transit Administration Act of
1964, as amended.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners,
Collier County, Florida, that:
I.The BOARD authorizes its Chairman to execute, submit, and revise any and all
documents required in connection with the Federal Transit Administration Section 5311
Grant Award including, but not limited to: (a) executing Public Transportation Grant
Agreement G 1561, (b) accepting and executing any required ce1iifications and
assurances and all supporting documents related to the Section 5311 grant awarded
to the County, ( c) approving all necessary budget amendments to receive and use
grant dollars received above or below the target award referenced in the Section 5311
grant application, and
(d)purchasing vehicles and equipment and otherwise authorizing the expenditure of
grant funds pursuant to the grant awarded, unless specifically rescinded.
II.The BOARD'S Registered Agent in Florida is Jeffrey A. Klatzkow, County Attorney.
The registered Agent's address is 3299 East Tamiami Trail, Naples, FL 34112.
III.This Resolution shall be effective immediately upon signature by the Chairman.
