03/12/2019 EXECUTIVE SUMMARY Recommendation to provide after-the-fact approval for the submittal of a Community Development Block Grant (CDGB) grant application to Collier County Community and Human Services for a Preliminary Engineering Study for Stormwater Management Improvements in Naples Manor in the amount of $80,000. OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a Community Development Block Grant (CDGB) grant application to Collier County Community and Human Services for a Preliminary Engineering Study for Stormwater Management Improvements in Naples Manor. Collier County CMA #5330 Grant Coordination requires that the Board of County Commissioners approve all grant applications. CONSIDERATION: Collier County Community and Human Services provides grants through the U. S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) for projects that address the needs of low and moderate-income persons and families. According to HUD, 63.90 percent of residents in Naples Manor are in the low to moderate income bracket, meeting the CDBG National Objective requirements for a potential infrastructure project. The stormwater drainage system throughout Naples Manor is over 50 years old a nd generally consists of roadside swales and driveway culverts with mostly corrugated metal pipes. Some of the swales discharge into a disjointed open channel collection system that ultimately outfalls into the existing canal along the north side of US-41. The US-41 canal and downstream stormwater outfall facilities have been constructed with sufficient capacity to properly handle the stormwater flows from Naples Manor. Through the years some of the corrugated metal pipes have rusted through and have faile d, requiring emergency replacement in order to maintain integrity of the driveway and safety for residents. Existing swales are compromised and often above their intended grade to function properly. The funding opportunity was announced on January 4, 2019 with the due date of February 11, 2019. Due to the short turn around, the application was processed under Collier County CMA No. 5330 and timely submitted on February 11, 2019. Collier County CMA No. 5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as “after-the-fact.” FISCAL IMPACT: Total cost of the Preliminary Engineering Study is estimated to be $80,000. The Collier County Community and Human Services Department has funding available for public infrastructure projects through the Community Development Block Grant (CDBG). Capital Project Planning, Impact Fees and Program Management is applying for the $80,000 through CDBG and if awarded, a match will not be required. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Naples Manor is a census-designated place (CDP) in Collier County, FL. Of the 4,053 residents in Naples Manor, 63.9% fall into the low to moderate income range. (HUD CPD’s 2014 Updated LMISD). According to the 2013-2017 American Community Survey 5-Year Estimates published by the U.S. Census Bureau, 22.5% of families and 20.3% of the population were below the poverty level. Naples Manor has a total area of 0.7 square miles. Phase 1, the Preliminary Engineering Study for Naples Manor, falls under the CDBG priority for “Support for infrastructure related to affordable housing development” and “Improvements to public facilities (Stormwater, Drainage, Sidewalks, Water/Sewer)” needs of the community. Existing swales are compromised and often above their intended grade to function properly. Additional sidewalks are proposed throughout the community which will further impact stormwater drainage. Current potable water and sewer infrastructure is also aging and in need of replacement/upgrades. Need: In addition to residential flooding, unmanaged stormwater can create health and safety issues such a breeding areas for mosquitos and unpassable sidewalks and roadways. Proposed sidewalk improvements increase the impervious surface areas within Naples Manor and will impact stormwater runoff and discharge. The coordination of stormwater improvements with proposed utility replacements/upgrades will minimize the repeated disruption of construction activity along residential streets. Phase 1, the Preliminary Engineering Study is needed to identify design alternatives, constraints and opportunities to improve the Stormwater management system within Naples Manor. Goal: The goal of this project is to improve the stormwater drainage in Naples Manor by developing a uniform stormwater management system to protect the health, safety and welfare of Naples Manor residents as stormwater continues to flow from north to south through area streets and yards. This goal is consistent with Collier County’s Floodplain Management plan by address Goal #1: Reduce vulnerability and exposure to flood hazards in order to protect the health, safety and welfare of residents and guests, Objective 1.9: Develop projects to reduce deficiencies with the stormwater management systems as part of the Annual Update and Inventory Report (AUIR) and budget development process. Objective: The objective of Phase I of the project is to complete a comprehensive preliminary engineering study in 12 months for $80,000 that will provide the basis upon which stormwater improvements are designed and permitted in Phase 2. Construction will occur in Phase 3 and be coordinated with the replacement/upgrade of utilities and sidewalk installation. Activities: Costs to improve the stormwater drainage system in Naples Manor will be determined during this study and take into consideration the number of driveways/culverts, elevation and flow of stormwater, current and proposed sidewalk improvements, and any proposed utility replacement/upgrades. There are 1,265 housing units in Naples Manor. This project, Phase 1, estimated at $80,000 is based on historical experience with similar stormwater drainage improvements in neighborhoods such as Naples Park and the West Goodlette-Frank area between Ridge Street and Hollygate Lane. The estimated probable costs for construction is $20,000,000. IMPACT ON COLLIER COUNTY’S PRIORITY NEEDS NOTED IN THE APPLICANT GUIDE 5. Experience and Capacity Narrative Refer to Applicant Guide in the Library tab for specific instructions. Collier County has a network of canals and water level control structures that are operated and maintained by the County in partnership with Florida’s Big Cypress Basin Board. Additionally, the network of roadside drainage facilities within County transportation easements are operated and maintained as part of the stormwater collection system. A County-wide Stormwater Master Plan was prepared in 1988 and was used to develop the Drainage Sub-Element of the County’s Growth Management Plan. The County’s stormwater management mission is to meet the growth management goals of flood prevention, groundwater recharge, wetland preservation, and water quality protection. The Stormwater Management Division, staffed by five (5) professional engineers, three (3) project managers and one (1) operations analyst is located within the Collier County Growth Management Department which reports to County Management and the 5-member elected Board of County Commissioners. The Stormwater Management Division (Stormwater) will have the responsibility of managing the CDBG grant for the Preliminary Engineering Study. A Project Manager will be assigned to oversee the timeliness of deliverables and to make sure costs stay within the proposed budget. Both the Project Manager and fiscal staff will review the consultant’s work and invoices for completeness and accuracy. Collier County Stormwater Staff currently has 5 PE’s with over 60 years of stormwater and project management experience. The Stormwater Management Division has successfully completed multiple grants from Federal, State and local sources including Disaster Recovery CDBG, FEMA, Florida Department of Environmental Protection, Florida Communities Trust, Environmental Protection Agency, and the South Florida Water Management District. Projects funded through grants include the Downtown Immokalee Stormwater Improvements, Gordon River Water Quality Park (now Freedom Park), Serenity Park, Golden Gate Outfall Improvements and Gordon River Greenway Park. Collier County’s Grants Department has written policies and procedures which guide departments in complying the 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards. Grants Management will also review and approve grant related activities to ensure compliance with CDBG regulations and procedures. The Procurement Department will assist Stormwater in developing a Request for Proposal, advertising for bids and coordinating the selection process of the consultant to be paid with CDBG funds for the Preliminary Engineering Study. 7. Once an engineering firm is selected, a notice to proceed will be issued to begin surveying the community, modeling alternative stormwater improvements and developing an opinion of probable cost for construction. Stormwater management staff will provide the engineering firm with any proposed plans for utility and transportation improvements. Development of the preliminary engineering study is proposed to take 6 months. Gerald Kurtz, P.E., Stormwater Principal Project Manager will be responsible for implementing the project with the assistance of Mindy Collier, Stormwater Project Manager. 12. Collier County implemented a companion Grants Management System (GMS) in FY 2010 that supports overall grants administration. GMS is a module of the existing electronic accounting system (SAP) and accounts for individual grant programs separately by fund and project from other revenue sources as well as tracks actual revenue (sponsor, program income, and local match) and expenditures with budgeted amounts to meet the financial needs for grant management and fiscal oversight. Internal procedures for requisitions assure that grant expenditures are reviewed for allowability and eligibility. In FY 2012, the County also implemented a centralized Grant Compliance Office under the corporate leadership of the Office of Management & Budget. OMB assists Divisions in the administrative and fiscal functions of grants management to provide additional oversight as well as ensure single audit compliance in areas such but not limited to as cash management, reporting and asset management. OMB works in conjunction with the County’s Clerk of Courts Finance Department. The Clerk – governed by Florida Statute – provides an additional layer of independent oversight in the financial management of grants and is responsible to prepare the Comprehensive Annual Financial Statements and coordinate the single audit. 14.
