EXECUTIVE SUMMARY
Recommendation to authorize the creation of one (1) additional Full -Time Civil Case Manager
position in the Courts and Related Division in response to the increase of civil filings from
Hurricane Irma, and authorize all necessary budget amendments.
OBJECTIVE: To provide enhanced case management to all civil cases to assure they stay on a
timely and productive track to disposition. This position will allow the court system to better serve
its citizens by providing fair and timely res olutions to cases without any undue delays.
CONSIDERATIONS: With the continued increase in civil case filings we would like request one
additional FTE (Civil Case Manager). To ensure proper case management of all civil cases from the
time of filing until disposition. This will assist in keeping backlog to a minimum and allowing our
judiciary more time on the bench to resolve cases.
We have experienced a 216% combined increase in civil filings due to Hurricane Irma for both
Insurance claims and Contract & Indebtedness from 2017 to 2018. With continued filings each month.
The Courts have always taken a cautious approach when seeking additional FTEs, ensuring that any
requests in funding be justified. When we first identified the dramatic increase in f ilings we tried to
absorb this workload internally with current resource. It is now clear that we cannot keep up and the
backlog and delay are increasing.
FISCAL IMPACT: This would be a re-occurring expense to Court Administration Fund (681) of
approximately $65,800 for salary and benefits per year. This would begin with estimated start date of
May 1st, 2019. This Fund receives a General Fund transfer representing on average 70% of annual
appropriations. Fiscal Year 2019 appropriations total $2.82 million. Funds are available from existing
General Fund (001) appropriations.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This is a non-County position funded by the County, and is akin to a
mid-year budget amendment. This item has been reviewed by the County Attorney, raises no legal issues,
and requires majority vote for approval. -JAK

Administration Fund (681) and authorize all necessary budget amendments.
