Agenda 02/26/2019 Item #16D302/26/2019 EXECUTIVE SUMMARY Recommendation to adopt a resolution to implement a co-payment waiver procedure for seniors who are enrolled in the Community Care for the Elderly and Alzheimer’s Disease Initiative state grants administered by the Community and Human Services Division (CHS). OBJECTIVE: To adopt a resolution that establishes a co-payment waiver procedure consistent with the grantor, the Area Agency on Aging of Southwest Florida (AAASWFL) directives. CONSIDERATIONS: The Services for Seniors Program is the lead case management agency in Collier County that serves seniors with in home services. CHS provides case management services to seniors enrolled in two state funded grants, the Community Care for the Elderly (CCE) and the Alzheimer’s Disease Initiative (ADI). Co-payment is a requirement per state statutes (Chapters 430.204 and 430.503, F.S.) to be collected for CCE and ADI services. The grant funding is awarded from AAASWFL. Co-payment is collected to offset some of the cost of the services received by the client. The co-payment amount is determined by the financial worksheet and is in accordance with the Department of Elder Affairs (DOEA) published schedule, that is completed between the case manager and the client at the time of intake. The continued determination of the client’s ability to pay is re-assessed annually and can be done at any other time deemed necessary by the agency due to a change in the client’s financial circumstances. Non-payment of co-payments and the failure to pay when billed may result in termination of client services. AAASWFL guidance allows Collier County to waive up to ten percent (10%) of the annualized goal in co-payments for clients. CHS is currently working toward implementation of a credit card payment method to increase co-payment receivables. The proposed Resolution is intended to establish a process to waive any outstanding co-payments for clients who can no longer pay their outstanding co-payment due to circumstances beyond their control including death, placement in a long-term facility, relocation without a forwarding address and the senior’s family refusal to pay the outstanding debt. In the event, past due co -payments cannot be collected, CHS is requesting the right to waive the amount past due provided it does not exceed the DOEA allowable ten percent (10%) total co-payment waiver. It is the intent of CHS for those clients who are thirty (30) days or more in arrears, whose fees are not waived as part of the allowable ten percent (10%), to follow Collier County Resolution 2006-252. All referrals for collection will be made to the County’s contracted collection agency. It should be noted that clients who leave the program are still responsible for the co-payments owed and the AAASWFL may also determine what course of action to take to recoup what is owed or to waive the co-payment fee. FISCAL IMPACT: There is no Fiscal impact at this time. Any costs associated with the collection of co- payments will reside in Human Services Grant Fund (707), Projects 33561 (CCE Co-pays) and 33559 (ADI Co-pays).
